2 Implementation by SEDUC of has been challenging. Several activities have been delayed and/or have not achieved their expected targets. For instance, the 2013 target for the percentage of emergency and priority repairs of ECD facilities completed was not achieved and data is pending for SEDUC has cancelled the implementation of the pilot for the multi-sectoral ECD program, due to a lack of fiscal space in Recife s budget. SEDUC continues to provide package of supplies to newly built and equipped Municipal Early Child Education Centers (CMEIs). SEDUC has also faced complications implementing its professional development program for education staff. Fewer staff than initially planned have been reached, because it has been difficult to find alternate-teachers during in-service training. Teachers have also been allowed to volunteer to teach extra hours instead of participating in-service training. Two bright spots for this component 1 have been the number of students enrolled in: (i) accelerated learning programs (Se Liga e Acelera) and (ii) extended school day program. In both cases, SEDUC has met an increasing demand and exceeded the targets associated with these activities. SEDUC, however, has not achieved its target for the percentage of students successfully completing the program, because the target was set to high (90%). The Project has faced similar issues with the implementation of activities under. Few outputs have been achieved and most activities are in an early stage of execution. The MOR has financed the implementation of several activities included initially in the Project with resources from the municipal budget instead of using resources from for technical assistance. For instance, (i) the Secretariat of Planning (SEGAP) has already set up and staffed the new Municipal planning and result-based management unit; (ii) the Secretariat of Finance (SEFIN) has undertaken activities aimed at improving the voluntary tax compliance; (iii) the Secretariat of Legal Affairs (SAJ) has implemented the activities aimed at enhancing tax debt management; and (iv) SEFIN is in the process of adopting a debt management system developed by the State of Paraiba instead of developing its own system. The Company of Urban Transport and Traffic (CTTU) has only recently finalized the design and future plans for the construction a new traffic and transport integrated data center. The City Institute Pelópidas Silveira (CIPS) just completed the plan and design for the development of a new institutional model. The CIPS is also preparing the outline for two important studies related to urban management for the Municipality of Recife. 12/19/2014 Page 2 of 13
