Component 1: (a) More licensing conditions have been added for the industrial trawlers (30% license fee increase, airtime and observer cost covered by trawlers). A committee of three legal experts is going to be formed to develop a comprehensive licensing scheme. As of date, 71 trawlers have been issued a fishing license, which represents a continuous reduction of fishing effort in the trawler sector; (b) A new Fishery Act has been drafted and stakeholder consultation initiated. (c) The study on Total Allowable Catches (TAC) has been completed by local scientists and is pending international expert s review and verification (d) The Co-Management Policy has been reviewed and completed but is pending submission to cabinet for approval; (e) The pilot co-management sites have not been established and the very limited time before project closing will not allow for the planned co-management system to be established. The Focus now is on setting up improved smoke ovens and raising awareness of sustainable fisheries practices, organized by the communication specialist. (f) The Marine Protected Area (MPA) strategy has been developed but consultations with stakeholders need to be finalized in order to validate the strategy and submit it to cabinet for approval; (g) implementation of the compensation scheme for alternative livelihood for directly affected crews and fish mongers is in progress. District Assemblies have selected sites for establishment of the iodization and plastic pelleting equipment in Central Region, Western, Volta and Grater Accra. The Alternative Livelihoods Compensation Management Board will review applications based on the established criteria. The activity is planned to start in early May. (h) The Marine Canoe Frame survey is completed and 14,319 canoes were registered and 9,103 have been embossed. (i) A Two month closed season for industrial travelers was enforced during January and February The report on the effects of the closed season is being finalized by the Fisheries Commission. (j) An app has been developed for digitalization of data collection. Fourteen (14) units are currently being used and tested. Plans are for more units to be purchased and more officers will be trained on the application and use of the app. Component 2: (a) Since 1 March 2018, the FEU has achieved 100% observer coverage for industrial trawlers; (b) An app digitalizing the observer report has been developed, and roll-out is pending the purchase of tablets and observer training; (c) The Long-term Monitoring, Control and Surveillance (MCS) strategy meant to ensure financial sustainability of these activities has been developed and is undergoing revisions; (d) A regional Vessel Monitoring System (VMS) analysis training, supported by Iceland, is planned to take place by end of May. The purpose of the training is to support the MSCs to be more efficient and enhance use the VMS data to conduct more user-friendly analysis and maps for management purposes, decision making and enforcement. Component 3: Ghana has a very rough and tricky terrain for building landing sites. The limited project funding does not allow for massive construction. Finally, three sites where being considered: Mumford, Teshie, and Anloga. (a) Angola will be the only landing site supported by the project with rehabilitation work ongoing, including better sanitation conditions. The work has been initiated and it will be completed before the project closing; (b) Piloting of 250 improved smoking ovens in 10 fishing communities and dry racks is being implemented and planned to be concluded before project closing. Some sensitization/training on the new oven design and racks, improved fish handling, fisheries regulations, group dynamics and small business management are ongoing and a draft handbook has been developed. (d) The following civil works are ongoing: Rehabilitation of the Koforidua and Kumasi fish health laboratories are completed and yet to be handed over to the Fisheries Commission. Rehabilitation of the Tarkoradi Fish Health Laboratory is almost completed. Rehabilitation of Rehabilitation of the Tarkoradi Fish Health Laboratory is almost completed. in Akosombo and Ashiaman are ongoing. All these are expected to be completed by project closing. Component 4: Aquaculture has been driven by the private sector without much support from the government or the project. Where the Bank could help (and has helped) is in the area of quality and safety standards. The 2016 tilapia disease outbreak in the Lake Volta region clearly showed the Page 2 of 14

3 need for certification, which the project is supporting. Water monitoring training has been conducted and equipment is purchased, but pending protocol development. (a) The Certification protocol for both hatchery and farms has been developed and currently the Fish Health Unit staff are on the field sensitizing farmers and inspecting farms for certification. It is expected that farms that meet the requisite criteria will receive certification before project closing; (b) The Zoning report was completed. Two stakeholder consultations have been conducted but the report is not submitted to the Fishery Commission yet; (c) Training for the small-scale farmers on farming technologies have been carried out. More trainings are planned to benefit a total of 100 farmers; (d) Protocol on water quality testing has been developed. Training is yet to be conducted for Fisheries Commission staff including using quality testing kits; (f) Fish Health policy has been submitted for Cabinet approved; The project will close in June 2018, as scheduled. The modalities for further support to the sector are under discussion. 4 should be based on scientific evidence to allow for breeding and growth of fish. 2) Industrial fishing effort reduction: The trawler vessel numbered 67 as of 2010 (baseline in PAD). The highest number recorded during the project implementation period was 103 (early 2017). Efforts from the project contributed to reducing the number to 76 by the end of December The number of trawler vessels licensed by April 23, 2018 is 71. 3) Stock assessment: The project has conducted one stock assessment. Another stock assessment was conducted by Nansen in The preliminary conclusion is that the biomass is in bad shape. 4) A web based fisheries registry with 100% registration of industrial and semi industrial vessels has been established and is functional. 5) A new licensing scheme which involves quarterly licensing of vessels has been established. This allows for better monitoring of trawler activities. However, the licensing conditions need strengthening (new licensing regime) with better enforcement. 6) The Observer programme has been established and made functional. In 2018, there has been 100% observer coverage for all trawler vessels fishing at the sea. PHINDPDOTBL Average infraction reported per unit of enforcement activity (Number, Custom) Value Date 14-Jul Sep Dec Jun-2018 By the end of Dec 2017, the records showed a total of 107 infractions. For 2018, so far only 22 infractions were observed, including 13 semi industrial vessels and 9 canoes committed infractions at the western border. Infractions included light fishing, fishing without license, fishing with monofilament net and child labor. The infractions have been reported to the Takoradi Harbour Police for further investigation. By project closing, the result might be smaller than the target. This could come from (i) not enough enforcement or prosecution; or (ii) the probability of infraction is much reduced because of increased enforcement and therefore fewer infractions are done in fear of prosecution. The ICR will provide further analysis. PHINDPDOTBL Scoring on aquaculture enabling environment: 1. Disease control 2. The aquaculture policy was developed by a consultant, but was not satisfactory after review and consultation. A committee is being set up to take the comments and finalize the policy Page 4 of 14

5 for final approval. Protocols for certification of fish farms and hatcheries have been developed and validated (1). Sensitization on the protocols is ongoing among fish farmers and hatchery operators. The Fish Health Unit (FHU) team is currently performing farm inspections to initiate the certification process. Farms inspected by the FHU are being supported to upgrade to meet the standard requirement of the protocols. The final target may not be met because there will not be enough time for the aquaculture policy to be approved by Cabinet. However, the draft could be finished by then. The total score for this indicator could be 2.5 by closing. 6 PHINDGEOTBL The Accra Fish Health Laboratory is established and fully functional. Rehabilitation of the Koforidua and Kumasi fish health laboratories is completed and yet to be handed over to the Fisheries Commission. The Laboratories are yet to be equipped to be able to function. Rehabilitation of the Tarkoradi Fish Health Laboratory is almost completed. A training program has been scheduled by the Fish Health Unit to build capacity for laboratory operations and management. The total number of active canoes is however less than this number because some fishermen have replaced their canoes and will register with a new number. Therefore, there is a double counting issue, to an extent. There is a need to clean up the data to establish the actual number of existing marine canoes. Embossment was done for over 9000 canoes, which is 100%. The marine canoe fishermen association has mentioned they would officially cap the total number after embossment. Those that are not embossed, will not get registered again. However, there has not been any official Page 6 of 14

7 announcement yet. This final target could be met if an official announcement is issued. The ICR will follow up on this matter. Number of licensed industrial and semi-industrial vessels (disaggregated industrial and semi-industrial) (Number, Custom) Value Date 14-Jul Oct Apr Jun-2018 There was a 2-month closed season observed from January 1 to Feb 28, Because of this, the new license expiration date is the end of June. By now, 71 license have been issued. No semi-industrial vessels were licensed because they could not meet the requirement for obtaining insurances for their vessels. The final target may not be achieved before project closing because there won't be enough time to set up proper fisheries watch committees; however, as noted above, there is a ripple effect that appears to be achieving the same goal.
