2 Overall Risk Rating -- Moderate Implementation Status and Key Decisions The Agriculture Sector Support Project (PASA) is effective since December 14, The midterm review has been held April 23 to May 3, Approved Annual Work Plan and Budget (AWPB) is well implemented and activities are gaining momentum. Disbursements have improved since last mission altghough below estimates (current global disbursement rate is 50.56% as of December 31, 2014 all sources of funds; i.e % for IDA Grant, 39.86% for GAFSP Grant and 63.01% for GFRP Grant). Operational assessment: MAEP staff has remained focused and display an overall satisfactory level of dedication and implication to implement the Project. Agreed upon roadmaps have been implemented, which allowed further strengthening of MAEP cross-cutting functions (Financial Management, Procurement, M&E, Results Based Management & Accountability). More results are appearing for PASA components (micro projects funded under competitive funds, ESOP collecting and processing higher volume of cereals, vaccination campaign..., etc.). However, PASA component 2 (livestock - GFRP funded) and Sub-component 1.3 (continental fisheries - GAFSP funded) need to quickly catch up with implementation delays. Fiduciary Aspects: New Financial Management and Procurement "roadmaps" have been prepared and sent to the Government along with the Aidememoire to highlight what needs to be done for the coming 6 months. (i) Financial Management (FM): current FM assessment is rated Moderately Satisfactory (MS). - Staffing/general management: A plan with timetable for the transfer of financial management skills to the accounting department staff of MAEP by the ICF (international consulting firm, SOFRECO) is being implemented. This is to allow smooth transition when the time comes for the accounting department staff of MAEP to fully take over. - FM Software/Reporting requirements: FM Software (TOM2PRO) is installed and has been fully configured. Hence, a computerized accounting system is fully in place. IFRs have been produced and are timely submitted. However there is need to improve internal control mechanisms so as to lower fiduciary risks especially with implementation partners. (ii) Procurement (PR): current Procurement assessment is rated Moderately Satisfactory (MS). - Staffing/general management: Although Overall Procurement implementation has improved with a much higher rate of procurement processes from the Procurement Plan (PP) being recorded, there are abnormal delays in concluding procurement processes with a negative impact on disbursement rates. The transfer of skills is being rolled out and the situation would improve in the coming months. (iii) Monitoring & Evaluation (M&E): current M&E assessment is rated satisfactory (S). --The PASA M&E System is operational. The M&E roadmap prepared has called for the following actions: (i) training practice ("learning by doing") for all levels and system partners on the use of these tools, guidelines and framework, and (iii) the close monitoring of the performance of M&E software to adjust whenever necessary. Disbursements are still below what was initially planned in the Project Appraisal Document, justifying to keep an overall Moderately Satisfactory rating for the project implementation progress until activities really translate into higher disbursements (measuring up to what was planned). Additional progress has been achieved and cross-cutting functions (financial management, procurement, M&E, Results Based Management) are getting further strengthened and developed according to plan. Technical activities are progressively providing tangible results (with a solid number of direct beneficiaries), including job creation for females and the youth. However, the MAEP is to accelerate the implementation of activities related to PASA financial instruments (such as competitive funds and the constitution of a Bank guarantee fund). There is need to speed up project implementation through close monitoring especially on the GFRP-funded component that is closing in May, /16/2015 Page 2 of 13
