Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Unsatisfactory Moderately Satisfactory Overall Implementation Progress (IP) Unsatisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The Ghana West Africa Regional Fisheries Project (P124775) has made good progress on the following: (i) Fisheries Management Plan (FMP) approved in October 2015; (ii) Fisheries Enforcement Unit established and operational; (iii) Co-Management Policy ready in draft; (iv) A marine canoe frame survey completed; (v) An electronic registration system for industrial, semi-industrial and canoe sectors; (vi) Closed season for industrial trawlers observed in both November 2016 and February to March 2017; (vii) One stock assessment conducted in 2016 and another one was done in 2017 in collaboration with FAO and Norwegian government; (viii) A modern website for MOFAD set up with updated communication materials; (ix) Industrial and semi-industrial licenses information published online; (x) policy and legal framework for Aquaculture Development and Aquatic Animal Health Management Policy for Ghana drafted. (xi) The online Vessel Monitoring System (VMS) is effective at monitoring illegal fishing vessels within the Ghanaian territory. In collaboration with the Navy and the local police, now there are hardly any industrial trawlers fishing without a license. However, the impact of the project on the ground could be bigger. Only when the FMP is implemented, particularly when the fishing effort from the industrial segment is reduced, will the impact show in a more significant way. Currently overfishing and illegal fishing exists in all fishing segments. For the remaining period, the project should focus on the following: Component 1: (a) A new licensing scheme for industrial trawlers needs to be developed (with higher license fee, gear restriction, airtime and observer cost covered by trawlers); (b) The Co-Management Policy needs to be approved; (c) Pilot co-management sites needs to be established. (d) Marine Protected Area (MPA) strategy needs to be developed and consulted among stakeholders; (e) implement compensation scheme for directly affected crews and fish mongers. Component 2: (a) The VMS analysis training needs to be completed so more user friendly analysis can be done for decision making; (b) clean up the current infraction report system and fines collected; (c) ensure 100% observer coverage and digitalize the observer report; (d) develop long-term Monitoring, Control and Surveillance (MCS) strategy to ensure financial sustainability. Component 3: The landing sites construction is delayed. Ghana has a very rough and tricky terrain for building landing sites. The limited project funding does not allow for massive construction. Three sites are still being considered: Mumford, Teshie, and Anloga. All three need some design revisions. (a) revise the design and related safeguard documents; (b) complete the installation of improved smoking oven and dry racks; (c) implement micro-credit scheme among fish processors and traders Component 4: Aquaculture has been driven by the private sector without much support from the government or the project. The aquaculture zoning report has been completed and is pending consultations. The 2016 tilapia disease outbreak in the Lake Volta region clearly showed the need for certification, which the project is supporting. Water monitoring training has been conducted and equipment is purchased, but pending protocol development. (a) Finalize certification scheme for both hatchery and farms and start certification process; (b) complete zoning consultation and start implementation; (c) support aquaculture training among the small-scale farms; (d) provide support on stock enhancement for inland fisheries; (e) set up early warning system and protocols. A restructuring with months extension will be processed for the project which will allow the project to complete more tangible results on the fishing communities. Page 2 of 14

The Minister appointed a task force to evaluate the compliance situation of 80 trawlers. Attorney General recommended refusal or suspension for those which are not in compliance. Semi-Industrial: Total number of semi-industrial vessels went from 400 to 120. Canoes 1.1: Fishery Commission has conducted a marine canoe survey, which indicated 9% reduction of total numbers compared to Most marine canoes has finished a registration and embossment. 1.2 Reducing the number of vessels: Total number of trawlers has been reduced from 107 in 2014, to 94 in April 2017, to 80 in September, 2017 and 48 in October, 2017 (so far, more will come as applications are pending approval). No new vessels admitted since the new administration Reduce fishing effort through strict implementation of sanctions scheme under the Fisheries (Amendment) Act 2014 (Act 880): (i) Denied license renewal for frequent offenders; (ii) The Fishery Commission is actively fighting against the offenders whose license renewal Page 3 of 14

4 was rejected because of their illegal transshipment and unqualified captain. 2.1 Develop a Data Collection regime aimed at gathering fisheries data: The project has supported IT training and provided logistic support for technical teams to collect data. 2.2 Undertake new stock assessment survey to update the 2006 survey: The project has conducted one stock assessment in 2016 and one was done in 2017 sponsored by Norwegian government, which the President of Ghana participated in the welcome ceremony. Dr Fridtjorf Nansen survey will provide more scientific data for the stock status, which will inform the decision for closed season in 2018 and fishery management. 2.4 Collaboration with Universities and Research Institute. The project has worked with Universities to conduct the observer training and Water Resource Institute on genetic research, zoning of Lake Volta Active public awareness programme through various media to sensitize fishermen to the regulations, including traditional communication mechanisms: Public awareness and training on fishery regulations and campaign to stop illegal fishing among artisanal sectors. Quiz competition, canoe racing, communities plays, radio, and so on have been used to raise awareness and fight IUU fishing. 4.2 Implement closed seasons between two upwelling periods 1 month closure each June and 2 months demersal species. Two closed seasons have been observed from November 1 to 30, 2016 and from February 1 to March 30, The Fishery Commission is conducting a survey to evaluate the impact of the closed season. Another one will be announced for 2018 after the evaluation is done and the results of the stock assessment will be taken into consideration too. 5.1 Actively seek solutions to mitigate post-harvest losses: The project has supported training on hygiene, sanitation standard and handling techniques. The project has also supported training for women to tell fish caught illegally which normally has less shelf life. 6.0 Promoting community group involvement in post-harvest and facilitating business opportunities. The project has supported the establishment of Ghana National Association of Fishery Processor and Traders for women (NAFPT), which has regional and district level establishment too. Due to the effectiveness of VMS, trawlers fishing without licenses are significantly reduced and the industry responded with a higher compliance.
