1 Welcome to Lesson 4.1 Documenting Performance Measurement Information In this lesson you will learn how contractor performance is documented and reported to the Government Program Management Office (PMO). The terminal learning objective for this lesson is to describe how the contractor's monthly performance management information is documented in the Integrated Program Managemen t Report (IPMR) and submitted to the Government. IPMR This lesson includes two topics: Topic 1: IPMR Formats To pic 2: Submission Requirements... I P ge 1of27 I...

2 In this topic, you will: Given Integrated Program Management Report { IPMR) Forma ts 1 to 7 and the IPMR Data Item Description {DID), recognize the main purpose of each format... I P ge2of27 I...

3 EVMlOl Fundamentals of Earned Value Management Lesson Documenting Performance Measurement Information RESOURCES I PRINT I HELP Measuring Performance Once the contractor builds their performance measurement baseline (PMB ), they move into a routine rhy thm of measuring performance against the PMB. The contractor collects data reflecting work actually accomplished - for instance: Budgeted cost for work performed (BCWP), is the representation of the total accomplishment to date and/ or in a given month Actual cost of work performed ( ACWP), is the cost actually incurred in accomplishing work performed (or actual cost) Actual and projected task starts and completions, as recorded in the Integrated Master Schedule (IMS) Updated estimates at completion (EAC) for all work, developed at the control account level and the contract/program as a whole IPMR The results of these measurements are reported in the contractor's IPMR....illll I Page 3 of 27,... 4 Uses of the IPMR The Government uses the IPMR to understand the contractor's cost and schedule performance. The IPMR is the primary means of communicating program cost and scheduling information between the prime contractor and the Government. The Government uses of IPMR data include: Integrating cost, schedule, and technical performance data Identifying potential problem areas that may cause significant cost and schedule variance Providing valid, timely, and accurate contract status information The IPMR is used by the Government staff, including program managers (PMs), engineers, cost estimators, and financial management personnel, as a mechanism to help understand cost, schedule, and technical per formance status. 6 The IPMR DID The IPMR is required per DoDI when EVM applies. It combines the legacy Contract Performance Report (CPR) and IMS into one integrated Data Item, described in detail in a single Data Item Description (DID). The IPMR DID applies to all future contracts awarded based on solicitations or requests for proposals issued on or after July You can find a copy of the lpmr DID at the official source for all DIDs on the Defense Logistics Agency's (DLA) website: tails.aspx?ident number= Prior to July 2012 Contract Performance Report (CPR).. 8 EVMlOl Fundamentals of Earned Value Management Lesson Documenting Performance Measurement Information RESOURCES I PRINT I HELP Reporting Levels in the I PMR Earned Value Management (EVM) cost, schedule, and technical performance data are managed by the contractor at the control account level. The reporting level of the Work Breakdown Structure (WBS ) in Format I of the JPMR is generally higher than the control account level, based on the tailored version of Military Standard (MIL- STD) 881. The reporting level in the JPMR is codified in the contractual JPMR Contract Data Requirements List ( CORL) and the WBS level is determined by the PMO based on risk and required monthly insight. The Lightweight, Assault and Reconnaissance (LAR) program JPT identified high-risk WBS elements. The LAR PM tailored the CORL for the JPMR to require insight into those elements. Work Breakdown Structure lar Vehicle Primary Systems One of those high- risk elements was the Engine, Vehicle Engineering which is highlighted on the WBS to the right. We will follow the Engine WBS element in this lesson to demonstrate how the contractor reports EVM information in the JPMR. Purpose Contents Example Format 5 explains key cost and schedule variances. To address only key variances in Format 5, the Government typically defines criteria for selecting candidates for variance explanations in the CORL, and limits variance reporting to 15 key cost and schedule variances. The criteria defined in the CORL are typically percent or dollar thresholds. If more than 15 variances exceed criteria, the Government and contractor should develop a process for limiting variance analysis to 15 WBS elements. Guidance can be found in the IPMR Implementation Guide on Office of the Secretary of Defense's (OSD ) Office of Performance Assessments and Root Cause Analyses (PARCA) EVM website or in the Defense Acquisition University (DAU ) EVM Community of Practice ( see resources tab). All required cost and schedule variance analysis should contain (identify and describe each): T ype and magnitude of variance Explanation of the root cause of the variance Cost and schedule impact on dependent WBS elements Effect on the total contract Corrective actions taken or planned, and status on corrective action closure In addition, Format 5 contains any necessary narrative explanations of data found in other formats.... Impact: The design task slipped due to performance issues uncovered in test, causing the Engine's Final Drawings task to drop down to zero float, putting it on the critical path. Additional senior engineers were brought on to support the engine design, causing cost variances. Additional variances can be expected in the future as we work to resolve the design issues. Mitigation : Experienced vehicle design engineers and additional systems engineering resources will remain on board to assist in design changes and additional test in the near term. To recover schedule, we are in the process of hiring two more junior engineers to support one senior engineer. This is expected to lower costs, and this is reflected in the variance at completion which shows improvement is expected over the cumulative cost variance.... I Page12of 27 I... Back Next
