2 ABSTRACT Pavementmanagementsystems(PMS)havebeeninusesince1975.MostUSstatesandmanyofthe world scountriesincludingchileusepms.amaintenancemanagementsystem(mms)isthesetof data and computer tools that make it possible for an agency to track its assets and apply its maintenancefundscorrectlyandeffectivelyforallitsassets.sincepavementsmakeup70 80%of thevalueoftypicalagencies assets,thepms/mmsinterfaceiscriticaltogooddecisionmakingand costsavings.informationmustflowbothwaysbetweenthetwosystems. For example: 1) maintenance decision trees and models should be integrated into the pavementmanagementsystem,and2)pavementmaintenanceactivitiesshouldbeaccessibletothe PMSdatabaseorfromtheMMSinterface. Intheotherdirection,life cyclecostcalculations,plans,andprogrampredictionsshouldbe fedtothemaintenancemanagementsystemtoinsurethatmaintenanceworkisproperlybudgeted, scheduled, and accomplished to fulfill the performance predictions covering all activities, including construction,maintenance,rehabilitationandpreventativemaintenanceactions. This paper defines these concepts and gives examples of current application of integration methods under actual conditions. The interface is equally applicable to national level, state level, concessions(ppp),andcitylevelpavementmanagementandmaintenanceactivities. ThispaperattemptstopresentthebenefitsandeffectsofintegratingPMSandMMSwithin thelimitationsofpaperlength.asaresult,thedetailsgivenforpmsandmmsindividuallymustbe minimized. Rather our goal is to illustrate for you, the reader, and the general benefits of simultaneousintegration.wehopeyouwillconcentrateonthatgoalinyourreadingratherthenget sidetrackedbythedetailsorlackthereofprovidedforeachindividualsystem.ifneedbe,youcan obtainthosefromthereferences. INTRODUCTION Pavementmanagementsystems(PMS)havebeenusedsince1975.(5,6,7).MostUSstatesandmuch oftheworld,includinghereinchile,usepmswidely.pmsareasetoftoolsthatareusedtomake andimplementbetterdecisionstoprovideimprovepavementperformanceandlifecyclecosts.pms softwareisthesetofcomputertoolsneededtoprocessthedata,models,andperformoptimization analyseswithinthepms. Inthe1960 sand1970 sstatedotsdevelopedmaintenancemanagement(mm)toevaluate productivity and improve labor record keeping such as automated time cards. A number of such systems were implanted by state DOTs. These methods did not address the broader needs for maintenancebudgeting,planning,andfundallocationandtheybecameoutdatedandabandonedin mostagenciesinthe1980 s Inthe1990 sanewbroaderconceptofmmswasdevelopedtoaddresstheideathatroad maintenanceagenciesshouldprovideareasonablelevelofserviceandaccountabilitytothepublic. (1)AnMMSisthesetofdataandcomputertoolsthathelpanagencytrackitsassetsandexpendits maintenance funds more effectively. Such systems were made possible by new computer technology to address concerns for the increasing maintenance budgets, often 30% or more of a H u d s o n, S t r a u s s, P e r r o n e, P i l s o n, H u d s o n P a g e 1
3 DOT s total budget. Since pavements make up 70 80%, by value of most agencies assets, the PMS/MMSinterfaceiscriticaltogooddecisionmakingandcostsavings.Informationmustflowboth waysbetweenthetwosystems. MMS encompasses maintenance of all agency assets, pavement, bridges, guardrails, buildings, signs, and markings, etc. so it is not limited to pavements. However, it interfaces with pavementsmoststronglyandthemaintenanceofthepavementsthemselveshasamajorimpacton highwayusers,traffic,budgets,andlifecyclecosts.inadditionmaintenanceofcertainotherassets suchasdrainageinfrastructurecangreatlyimpactpavementperformance.thus,understandingand modelingofthesemaintenanceeffectsappropriatelyforuseinthepmsisimportant. In order to meet paper length limits, we must limit further discussion of MMS beyond pavements. More information on MMS can be obtained in Reference 1. (1) Rather, we will concentrateonthe60 70%overlapbetweenproperlyexecutedPMSandMMSasconceptualizedin Figure1. Figure 1 - Interface of pavement management and maintenance management LIMITATIONSINPMS AmajorlimitationoftenencounteredinPMSisthelackofaccuratedataonwhat,when,andwhere maintenancehasbeenperformed.asecondprobleminvolvesmodelingtheeffectofvarious maintenanceactionsperformedonpavementperformance.theseproblemsarefurther exacerbatedbylackofrecordsonpavementpreservation(pp)and/or preventivemaintenance. Whileusuallynotstructuralinnature,suchactionscanextendpavementlifebydoingsurfaceseals, sealingcracks,fillingruts,grindingormilling,andotherwisemodifyingthepavementsurfacetolimit distress. 4 Suchactivitiesareregularlyperformedbyhighwayagenciesbutdetailsoftheworkarenot enteredintothepmsnorthemmsdatabasefortrackingandevaluation.theseproblemscanonly be addressed if compatible location referencing systems (LRS) are used for all three kinds of data (PMS, MMS, and PP) and the data is collected over a number of years to permit modeling and prediction of the effects of PP on long term pavement performance. Additionally maintenance information is often collected in non specific ways with regards to location, e.g. X tons of asphalt patchingappliedoveragivenstretchofhighway.itisquitedifficulttoaccuratelyplacetheactivity ontotheindividualsub sectionsaffected. Thepotentialcostsavingsandperformanceimprovementsofajointdatahistorywarrantan effectivejoiningofpmsandmms.inaddition,suchintegrationfacilitatesmodelingtheeffectsofpp actionstodeterminetheireffectonservicelifeandbudgets.thereisauniversalneedtoaddresspp asanintegralpartofpmsandmmssotheireffectsareincorporatedintopavementperformance, life cycle cost analyses, and optimization calculations. Effects of PP on pavement performance should also be appropriately modeled by the MMS to permit proper budgeting, planning, and programming. Both contracted PP and in house activities should be included and a good MMS should be able to handle and integrate both kinds of actions and expenditures. Currently there are some organizationalandindustryturfbattleswhichhavelimitedthisintegrationbutthosemustbesolved to benefit all. Proprietary materials suppliers such as special emulsion and additive suppliers have often regarded PP as separate from MMS or PMS. The US FHWA has supported PP as a separate area of concern but the time has come to integrate these activities. The long term benefit of PP products must be validated so state DOTs can better consider PP treatments in PMS and/or MMS predictivemodels. ThispaperassumesthatPPwillbeintegratedintoPMSforperformanceanalysisandMMS for materials and activity scheduling, planning, and budgeting. In order to best illustrate the conceptsbeingpresentedinthispaper,wewillgeneralizethecasestudyoftheidahotransportation Department (ITD) with their recently implemented AgileAssets integrated maintenance and pavementmanagementsystems.(2,3,4) Idaho DOT is one of the several DOTs who have recognized the requirements to not only haveagoodpmsandafullyfunctioningmms,buttheneedforgoodinteractionbetweenthetwo. This effort has been facilitated by the fact that IDT has implemented off the shelf PMS and MMS systems that are state of the art and are compatible data wise. The implementation team is fully integratedbetweendotpersonnelandthesoftwareprovider.theimplementationhasbeenspeedy andeffective. OtherstatessuchasTexasareimplementingtheMMSbutintegrationwithPMSisminimal becauseofthelimitationsofthelegacypmsintxdotanddifficultyinchanging. PMSDESCRIPTION Withinspacelimits,wewillgenerallyoutlinethePMScomponentoftheIdahoeffort.Foramore completereviewofpavementmanagementingeneralandtheidahosysteminparticular,please refertootherpapersinthisconferenceaswellasreferences2,3,and4.(2,3,4)sincethispaper concernsprimarilynetworklevelpms,atypicalpmsflowchartisshowninfigure2.while complicated,thechartisfairlyself explanatory.pleasenote,theboxesthathaveanasteriskideally H u d s o n, S t r a u s s, P e r r o n e, P i l s o n, H u d s o n P a g e 3
5 willalsoincludeinformationfrompptreatmentsandwork.theoutputtoothersystemsshown, includemmsspecifically.weassumethatthereadersarefamiliarwiththeconceptofacentralized databaseforpmssystemsasshowninfigure3,ifnottheymaywanttorefertoreference5.(5,6,7) TheflowchartinFigure2detailstheprocessonthenetworklevelsideofthechartinFigure 3. Network pavement analysis helps select the best set of projects which meet the required constraintsandwhichmaximizeorminimizesomeobjectivefunctionsuchasmaximizingconditionor minimizingbudgets.theoutputofthisanalysisisaworkplanthattellswhichsectionstofix(where), using which treatments (what), and in which year (when). That is also the goal of MMS for maintenance activities. The PMS functions can be divided into the following categories: 1) configurationcontrolsthewaythesoftwareusesdatacontainedinthepmsdatabase,2)adatabase whichistherepositoryofthepmsdatacollectedbyvariousorganizationsofunitswithintheagency (Figure 4), 3) analysis provides the functions used to analyze pavement performance and optimize workprograms,andfinally,4)thereportingwhichdefinesthewaysthatthesystemusercanpresent thepavementdataandtheresultsoftheanalyses.figure5outlinesthetypesofdataneededinthe PMS database and Figure 6 defines the system flow. Figure 2 shows how these data must be aggregated into individual management sections. Unfortunately word length limitations do not permit a more detailed description of the process here but References 2, 3, and 4 provide those details.weurgeyourfocushereontotheinterfaceratherthanindividualdetails. More details of this process are beyond the scope of this paper. The PMS is essentially a structured framework for combining and then evaluating the related pavement data which come frompavementconditionevaluation,pavementstructuralhistory,trafficsections,andthenetwork roadway inventory, often from separate areas of the DOT and typically collected/measured, using differentcriteria.forexample,trafficvolumeinformationisusuallycollectedatmajorintersections, thatis,placeswherethetrafficontheroadislikelytochange.inventorydataiscollectedonsections thatarehomogeneouswithrespecttotheinventorydataitembeingmeasured,thusthesesections maybelargeorsmallbutliebetweenthetrafficmeasurementlocations. The summarization of these data produces aggregated information by PMS section, which serves as the basis for all data analysis within the PMS. Figure 7 illustrates the flow of data, aggregation, and analysis for the system. This major undertaking starts with examining the possibilities.assumingthattherearentreatmentsectionsandtpossibletreatmentalternativesto be applied over a period of Y years, then a network analysis of 1,000 (n) sections with 20 (t) treatmentsconsideredovera10(y)yearperiodproduces200,000,anenormousnumberofpossible strategies. Many of these can be ignored because they make no practical sense. However, a large numberstillremainandthepmsimplementedbyidahohasapracticalmethodofdealingwiththis analysisusingamulti constraintanalysisandamulti yearanalysis.detailsareshowninreference3. (3)ThisoptimizationprocessisillustratedinFigure7.Currently14statesintheUSAareusingsuch an integer optimization methodology described above while other states are using simpler methodologies such as incremental benefit cost analysis, general linear optimization, and simple rankingmethods. InitskeyconceptsMMShandlesplanning,scheduling,execution,andmanagementofmaintenance workonagencyinfrastructureassets.italsointegrateswithotheravailablemodulesandexternal clientsubsystemstoobtainaggregateddataandprovidetransactiondata.itisconfiguredto produceandoperateinaspecificagency.figure8presentsaframeworkfortheidahomms showingcommonfactorswithpmsincludingfeedbackandpointingouttheinclusionsneededforpp. AnMMSrequiresagooddefinitionofaunitorganizationalstructuresuchasillustratedinFigure9. Figure10liststheprincipalfunctionalareas;LinearReferencing(LR),AssetInventory(AI),Asset Performance(AP),andPlanning(PL)acrosswhichbothPMSandMMSfunction.Figure11illustrates theassetperformancecycle,essentialformmsandneededforuseinpmstocovertheadditionof rehabilitationandoverlayoptions. 10 IntegratedFunctionalAreas Asindicatedinthetitle,thispapersuggeststheintegrationofMMSandPMS.Howeverthematrix presentedinfigure12canalsogivethereaderahintofthebroaderaspectsofassetmanagement onanintegratedplatform.thereadercanseebylookingatthe Os inthematrixthatmany functionalareasneedtobecoveredonlyonceinthemodules.itisalsoclearthatthemmsandpms havedifferentbutoverlappingneedsandfunctions.acloselyrelatedmodule,thesafetymanager alsohasconsiderableoverlapwiththepavementmoduleasthex sshow. Databases BothPMSandMMSrequiredatabases.Therearemanycommondataelementsincludinglinear referencing,pavementstructure,conditionsurveys,andtraffic,thusacommondatabaseistobe preferred.thedatabasescanbeseparatebecauseeachrequiresotherdetails,butasaminimum, thedatabasesmustsharedataandacommonlrs.asindicatedearlier,neitherthepmsormms databaseisseparateorcomplete.eachisacorewhichcontainsspecificdataforpavementsor maintenancebuthasaccesstootherdatasuchastrafficandsafetyitemsfromthoseseparate databases.alldatabasesneedtohaveacompatiblelrsbasedongiscapabilitiesandhave compatiblesharedcomponents.forexamplethereisnoneedforthepmstoacquireseparately workorderdataorbridgedataforcommonanalysis.nordoesitneedmixdesigndetailsformicro surfacingorrutfillercontractsfromtheppactivities.butalldimensionsandphysicalcharacteristics ofthemaintenanceandpreservationactivitiesshouldbyeasilyaccessedbyandhaveinteractionto andfromthepavementdatabasethroughacommonlrs.itisalsoimportanttoupdatethe constructionhistorydatawithmaintenanceandppactions,thustheprocessiscyclic. ACTIONSTEPSFORYOURAGENCY Basedonthebackgroundpresentedinthispaperandthesupportingreferences,thestepsrequired forintegratingpms/mmscanbesummarizedasfollows: 1. EstablishorupgradetoastrongnetworklevelPMSusingoff the shelfsoftware 2. DefineacommonLRSthatwillpermitdataexchangeamongsystems,(PMS,MMS,and futureadd onssuchasbmsandsafety),maintenancehistory,constructionhistory, trafficdatabase,etc. 3. AddimplementationofanMMSintegratedwiththePMSusingoff the shelfsoftware andthecommonlrs.(steps3and1canbereversedifdesired.) 4. BegineffectivelyusingyourPMSandyourMMSinconjunctionwitheachother.Ifyou alreadyhaveoneofthesystemsinuseassomeagenciesdo,thenmovetoadd, integrate,andusetheremainingsystem.thismayrequireamorecomplexinterface withyouroldsystem,butiswellworththeeffort. 5. IntegratethedataonthecommonLRSforbothPMSandMMSmoduleswithappropriate transferfunctionsbetweenthetwosystems.sharedatatominimizedoubleentry, provideefficiency,andminimizeerrorsfromcreepinginbetweenthevarioussystems. 6. 15 WHEREDOYOUGOFROMHERE? TheUSFHWAhasjustcompletedanationalstudydefiningaroadmapforpavementmanagement, whichdealslargelywithfactorsexternaltothepmssoftware.anumberofinternalactivitiesin existingpmsandmmscriticallyneedtobedealtwithwhichwerenotvisibleenoughinthefhwa surveytomaketheirlist.thesearethemainissuesthatneedtobeaddressedinthenearfuture. 1. BettertechniquesareneededtotranslatePMSinformationandpredictionsinto maintenance,preservation,andrehabilitationactions. 2. LackofmaintenancedatahaslongbeenaprobleminPMSandlimitsoptimalintegration ofmaintenanceandbroaderpavementbudgets.thisneedstobecorrected. 3. LRSneedstobecompatibleacrossallmodulesorsubsystems. 4. Modelsareneededthatbetterpredicttheeffectofmaintenanceandpreservation actionsonpavementperformance.someagenciespredictpavementbehaviorbasedon designmodelswhichnotonlyignoremaintenancebutdonottranslatewelltonetwork leveldata. 5. Additionalresearchisneededtodefinetheeffectofvariousrehabilitationmethodson pavementperformance.theseeffectsareoftenpredictedwithoutrealisticdataand/or goodmodelsofrehabilitationactions,andthuscreateerrors. 6. Makedataonmajormaintenanceapartofconstructionhistoryrecordsbasedona commonlrsbetweenmaintenanceandpavementmanagement. 7. Withthefactorsandmodelsoutlinedabovethenestablishthetrade offsbetween preservation,maintenance,andrehabilitationbudgetsforpavements. Someoftheresearchneedsoutlinedabovelendthemselvestomassivecentralfundingsupportsuch aswasdoneforltppandmepdgdevelopedintheusa.fundingofupto$15millionisneededand someofitneedstobedirectedspecificallytothekindofresearchoutlinedhere. Nevertheless,evenahighlyfundednationalprogramwillnotsolvealloftheexistingproblemssince theyvaryfromagencytoagency.thebestsolutionforsomefactorsliesinactualimplementationof PMSandMMSinseveralprogressivehighwayagenciesthattaketheactionsoutlinedaboveandstart collectingthedataneededintheappropriatedatabases.regularinformationsharingamongseveral highwayagenciescanthenproducealargerdatasetforfutureanalysis.thisanalysiscouldbe facilitatedusingnationalresearchfunds. SUMMARY Manymoredetailscouldbecoveredifspacepermittedbutwehopethattheconceptsandactions outlinedhere,ataminimumpointthewayforotherdotstoimplementandintegratepmsand MMS.Moredetailscanbeobtainedfromthereferencesandtheauthorsifneeded.
