3 TPF BACKGROUND FHWA sponsors the TPF program TPF studies must be led by either State DOT or FHWA Partners: Local and regional transportation agencies, private industry, foundations, and colleges/universities Only State DOT and the FHWA are authorized to post solicitations on the TPF website State-led pooled fund studies are conducted contracts awarded in accordance to State acquisition regulations and managed by the lead State.

4 PROGRAM OBJECTIVES Leverage limited funds. Avoid duplication of effort. Undertake large-scale projects. Obtain greater input on project definition. Achieve broader dissemination of results. Address issues of regional and national interest.

9 IDEA GENERATION Consider unfunded and highly rated ACRP, NCHRP, TRCP problem statements Discuss ideas at various conference or meetings Consider broader audience when putting together research proposal Focus on DOT s critical concerns areas, new requirements or legislation Vet ideas through various TRB and AASHTO committees to solicit support Highly rated NCHRP problem statements are prime candidates for TPFs

10 TPF WEBSITE Program news and updates A central place to solicit partners or commit funds for new studies. A centralized database for storing records of solicitations, commitments, reports, and studies. Progress reports of ongoing studies. Interactive features such as automatic notifications on new solicitations, updates on study activities, and reminders to obligate funds.

11 TPF REQUIREMENTS Determine DOT to lead state Identify the project champion Garner support from at least three DOTs Collaborate on work plan Define research activities Develop project budget Determine schedule Define contribution level per participant per fiscal year & estimate project duration Each project is overseen by a panel consisting of the participating states (funding partners)
