Welcome and Housekeeping I-A // Welcome and Introductions, Approval of Agenda Elizabeth Teague, Subcommittee Vice-Chair, presided. Voting members and returning non-voting members gave their introduction. The Agenda was approved. I-B // September Minutes Minutes from February 7, 2017 were approved. II. Public Comment No public comment at this time. III. Business III-A // SPOT 5.0, Tristan Winkler Tristan Winkler gave a high-level overview of the purpose of the Prioritization Subcommittee and the SPOT process, by way of introducing the SPOT 5.0 commencement. Tristan noted these differences between the previous round of SPOT 4.0 and this engagement. The group discussed the merits of these updates. Tristan noted that in approaching counties for their project submittals, the number of projects targeted will be a function of the county s population, with slight adjustments made in Buncombe and Haywood counties. Brian Burch of NCDOT Division 14 notes that Maggie Valley s Hwy 19 (Soco Rd.) improvement request has some challenges with right of way acquisition. Andrew Bowen gave background on the project and noted that the priorities of the project
3 are crosswalks and sidewalks with the bike lanes that would require narrowing lanes or ROW acquisition are secondary. III-B // Draft TIP, Tristan Winkler Tristan Winkler presented the committee with an example of how project descriptions and maps could be presented in future TIP documents. Broadly, this shift takes project details out of dense tables and separates the projects into straightforward descriptions paired with maps. The committee voices support for this direction. Lyuba Zuyeva provided the date and time for a future TIP meeting. III-C // CMP Updates, Lyuba Zuyeva Lyuba Zuyeva summarized the proposed CMP goals and objectives. Autumn Radcliff noted that some of the objectives would be difficult to quantify and show success. Rick Tipton and Tristan Winkler noted that objectives that are stated as reduce the number would be normalized by VMT and reduce the rate. Where possible the language will reflect per VMT. Kristina Solberg asked whether an update is required to the CMP and what the goal of this update would be. MPO staff noted that the updated CMP will assist with scoring future projects and provide alternatives when widening and modernizations are not an option. Tristan reviewed Travel Time Reliability quantification using HERE Data, which is data collected from cell phones and GPS devices that shows the number of seconds it takes a vehicle to pass through a section of roadway. III-D // STBGP-DA Call for Projects, Tristan Winkler Tristan Winkler reviewed the call for projects results, noting that 9 projects were received and the total cost of the projects received exceed the amount available by over $3.5 million, making this a competitive project review. Tristan noted that approved projects have a set number of years for completion, and the MPO is beginning to have a backlog of projects. Tristan presented funding scenarios. One in which all projects are funded with the exception of City of Asheville s Beaucatcher project. One in which projects that score highest are funding and Beaucatcher is partially
4 funded once it is reached in the prioritized list. And a final scenario in which all projects are partially funded, but none are fully funded. The group, with input from Julie Mayfield, discussed the transportation merits of Beaucatcher. The group entertained a path forward under Scenario C (partial funding of all projects) under which the balance of the requested funding would be prioritized in the next call for projects. Elizabeth Teague made a motion to recommend Scenario A, with the remaining funding to go toward the Beaucatcher. Jerry Vehaun seconded the motion Julie Mayfield asks that the motion be amended to include an allocation of $1M from the next round of funding to be dedicated to the Beaucatcher project. Group discussion ensued. Elizabeth Teague calls for a vote on the original motion. The committee voted to the affirmative, with the exception of Julie Mayfield, opposed. Elizabeth Teague made a motion that, if possible, the balance of $2M requested for Beaucatcher be considered off the top of the next call for projects. John Dockendorf seconded. The group voted unanimously to the affirmative. Autumn Radcliff requested that in the future, the group be provided a table of projects approved for STBGP-DA funding and their progress. IV. Announcement, News, Special Updates Ritchie Rozzelle announces Strive Not To Drive, May V. Topics for Next Meeting VI. Public Comment 2 No public comment at this time. VII. Adjournment Elizabeth Teague makes a motion to adjourn. John Dockendorf seconded the motion. The meeting was adjourned.

9 Action Items: Recommend the approval of the draft list of project submittals to SPOT 5.0 with additional modifications to be made before final Board approval in August.
10 Draft TIP The Draft TIP has been delayed until August at the request of NCDOT. If there are any updates or changes made to the Draft TIP, MPO staff will present on those at the meeting. Action Item: No Action Required.
11 STBGP-DA Replacement Project The City of Asheville has requested that the MPO consider an additional project in place of Beaucatcher. At the last Prioritization Subcommittee meeting, the subcommittee recommended a scenario for funding STBGP-DA projects with the Beaucatcher only partially funded. Since that meeting, FHWA has recommended the Beaucatcher not be funded with STBGP-DA funds due to eligibility concerns. Without partial funding for the Beaucatcher, an estimated $1,060,424 in STBGP-DA would be remaining for programming in our region. The City of Asheville has requested the MPO consider a replacement project for the purchase of buses.
