1 ARLINGTON COUNTY, VIRGINIA County Board Agenda Item Meeting of February 20, 2016 DATE: February 9, 2016 SUBJECT: Funding Request for Neighborhood Conservation (NC) Program Projects C.M. RECOMMENDATION: Approve the use of a total of $1,600, of Neighborhood Conservation bond funds, which includes $1,372, for the priority neighborhood projects listed in Attachment A and $228, additional funds required for the South Fern Street project as approved by the Neighborhood Conservation Advisory Committee (NCAC) for fall 2015, and authorize the County Manager to proceed with implementation of these projects. ISSUES: This is a request for approval of NCAC recommended projects from the fall 2015 funding session SUMMARY: The Neighborhood Conservation Advisory Committee (NCAC) considered 31 first priority neighborhood projects from member neighborhoods at the December 10, 2015 meeting. Of these requests, four (4) are recommended for funding. The NCAC also reviewed and recommended additional funding needed for the South Fern Street project. Staff concurs with the NCAC, and recommends approval of the priority neighborhood projects listed in Attachment A and the additional funding for the above mentioned project, which was reviewed and voted on by the NCAC membership at its January 14, 2016 meeting. BACKGROUND: This is the third funding session of the 2014 Neighborhood Conservation Bond. The NCAC continues to utilize a Points Committee process. The Committee has the responsibility for rating and ranking projects submitted for funding and reporting its recommendations to the full NCAC membership. The points system used by the Committee is intended to provide guidance regarding project funding rather than strictly imposing limitations or setting up an inflexible ranking system. The points system assigns a numerical value to proposals based on the following criteria: Neighborhoods that have recently completed new plans or plan updates Number of rounds with an unfunded project First project after a newly-accepted NC plan Alternate funding source with a written commitment Follow-on projects identified at the outset of an initial project County Manager: County Attorney: ***** Staff: Angela Marshall, DCPHD, Neighborhood Conservation Program 10.

2 Implementation phase of a project previously funded for planning Small projects Park projects Sidewalk project which abuts any arterial(s) Sidewalk project within ¼ mile of any arterial(s) Sidewalk project where previously there is no complete sidewalk on either side Sidewalk project with no existing sidewalk on either side with traffic volume of 1500 cars per day After neighborhood presentations, the NCAC considered its recommendations regarding the distribution of bond funds based on the following: The funding session information package Testimony and discussion The report of the Points Committee The NCAC currently reviews only qualified first priority neighborhood projects. All projects were chosen in priority ranking order and four (4) were recommended for funding. DISCUSSION: The combined value of all four (4) first-priority projects is within the acceptable limits defined by the Neighborhood Conservation Advisory Committee, which requests full funding for these projects. The projects are listed in Attachment A, which shows the amount recommended to be allocated to the project from Neighborhood Conservation funds (NC Net Project Dollars), any alternate funding (from other County sources) that will be used, and the total estimated cost of the project. Three of the four (4) projects recommended for funding at the December 10, 2015 NCAC meeting are street improvement projects and one is a neighborhood sign request. Staff concurs with this recommendation, and recommends that the County Board approve the four (4) first priority projects at the amounts shown for Neighborhood Conservation funding. An update on previously funded NC active projects is listed in Attachment B. The NCAC reviewed and recommended the additional funding required for the South Fern Street project. The additional funding is needed because of high escalation of construction costs, additional engineering costs related to the complexity of the project, and additional utility work needs. The original cost estimate at the time of funding during the February 2012 County Board Meeting was based on construction prices at that time and factored in a typical escalation rate as part of the contingency. Construction cost escalation has been higher than projected and contingencies for this project are not sufficient to cover the increase. Furthermore, additional engineering costs were incurred because of the high complexity of the project which was not expected during initial funding. Finally, during the design, additional utility work needs were identified beyond what was anticipated in the concept design, which was based on limited engineering information available during the preliminary phase of the project. This utility work included additional storm sewer pipe and structures, accommodation of Washington Gas main installations, and a water main relocation. Funding Request for NC Program Projects /20/2016

3 FISCAL IMPACT: The $1,372, for the proposed neighborhood projects is recommended for allocation from the 2014 Community Conservation Bond and the $228, additional funding required for South Fern Street project will be allocated from project balances of other NC projects which were completed under budget. The savings came from three projects, N481 South 19th Street, N498 South Irving Street, and N499 North Frederick Street. All three were sidewalk projects and combined had a total savings of almost $233,000. The savings from those projects will be applied to the cost overrun. Funds will be appropriated to the projects at the time the bonds are sold.
