2 2 P a g e U s e r M a n u a l O f T a a k a t A p p l i c a t i o n About WDC- The Women Development Corporation, Bihar came into existence under the Society Registration Act 1860 on November 28, 1991 with the objective of implementing programmes for empowerment of women in the state and to formulate, promote and implement various schemes aimed at the development of women in Bihar. It works under the aegis of Dept. of Social Welfare; Govt. of Bihar. Its vision is to ensure overall survival, development, protection and participation of women and adolescent girls in the state. The WDC, over a period of time has evolved its vision and is currently implementing plans of action, programmes and schemes for advancement of women and adolescent girls with the support of Civil Society Organizations, Community Based Organizations and professional and technical Agencies for achieving its mandate, in addition to the regular support from the State Government. Introduction- Progress towards gender equality and women s empowerment in Bihar has been built upon strong commitments by the government s unflagging effort. Gender inequality arising out of social norms and cultural traditions has been addressed through a range of direct and indirect measures to bring about social change, especially changes in attitudes and perception towards women. The states effort itself reflects the aspirations of women in the state. The Department of Social Welfare constitutes of dedicated Directorates and Corporations that are designated to take up specific responsibilities under one umbrella; responsibilities include matters pertaining to the welfare, development and empowerment of women, children, aged, differently-able, destitute and persons with special needs. The Women Development Corporation (WDC) has been mandated to implement state s perspective plan towards empowering women and adolescent girls in Bihar. As the nodal agency for empowering women, WDC came into being on November 28, 1991 and was registered under Society Registration Act, Its vision is to ensure overall survival, development, protection and participation of women and adolescent girls in the state. The WDC has evolved in its vision and is currently implementing plans of action, programmes and schemes for advancement of women and adolescent girls with the support of Civil Society Organizations, Community Based Organizations and professional and technical Agencies for achieving its mandate. Thrust Areas, Plans of action and Programmes/ Schemes for Advancement of women. Empowering women in different Perspectives-Call Centre Toll Free-181 A call centre has been established at Headquarter-Patna. Victims of different atrocities can register their complains on a toll free no. provided by Women Development corporation. Assurance of complete support and solution to the deceased is provided at earliest possible. As soon as the call centre receives a complain an Id is

Infrastructure Support- The infrastructure strengthening of 38 women help lines and short stay homes is completed and further process has been initiated to provide computer & printers to all the 38 HL. Plan for strengthening the SSH in the same line adopted for HL. Following departments and their subsidies have been integrated with the Women development corporation for ease of process and relief to victim. ICDS Health Department General Administration Department Home Department Bank Social Security Education Department Social Media How to start user registration User who wants to install and run the application they need to have a valid mail id in their mobile phone/tablet. Preferably mail id on Gmail user finds friendly. How one can create a mail Id- Open your browser-internet Explorer, Mozilla Firefox, Google Chrome or any. Type Gmail in Google search Engine box. Click on create Account as displayed below. User will have to provide the details asked in the form for account creation. Follow the instructions click on next step as shown in below picture.

4 4 P a g e U s e r M a n u a l O f T a a k a t A p p l i c a t i o n To create an account in Gmail user need to fill their details as asked in the form as shown in above Picture. Follow the norms as said in the password. As Gmail suggests Password must have 8 characters minimum.

5 5 P a g e U s e r M a n u a l O f T a a k a t A p p l i c a t i o n User will have to click on I agree button. Account now created as per your provided user Dummy user as Vikas is shown below. A notification will be sent by Google after successful account creation by user. User can login their Gmail account by putting their details like user id and password. Further user will have to remember user id and password for their use.

They need to install application from Google play store or by provided link from Women Development corporation and run the application on their android based mobile phone provided by Women Development corporation, Bihar. User can also download the application from the web portal of Women Development corporation. User can download the application through third party service Providers as well. While downloading application from Google play store user will have to allow certain features as asked during installation. Setting up your device From your smart phone or tablet running Android 4.0 or higher, go to Settings, scroll down to Security, and select Unknown sources. Selecting this option will allow you to install apps outside of the Google Play store. Depending on your device, you can also choose to be warned before installing harmful apps. This can be enabled by selecting the Verify apps option in the Security settings. Click on Lock screen and Security

Taakat Mobile Apps (Violence against Women Mobile Apps) WDC want to execute an Online Web Based, Tablet/Mobile based application for all women and girls. This Mobile application play vital roles for all girls and ladies for submitting any complain to WDC and local police station or District Magistrate as per designed complaint structure. This Android based application will be developed in two separate part. 1) For all women users: - By this application all applicant can submit her online complaint or information about any illegal activities or wrong things to WDC or local police station, 181 helpline, district helpline etc. 2) For WDC and its Project executor users like Police Station, DM etc : - By this application WDC users, HELP line users, Police Inspectors and team or any Higher Authorities who involve in this Project execution can view the complain and take needful action.

User can scroll for next screen or can skip seeing this four screens. User can skip these 4- Screens स र स वध न आऩ तक ऱ न न बर ऩररव र/ममत र एव त त र क ब च समन वय Skip by clicking on छ ड ओर क लऱक अगऱ to go forward.

9 9 P a g e U s e r M a n u a l O f T a a k a t A p p l i c a t i o n Taakat application is a mobile based application will be used for empowering women while roaming around for their personal and professional activities throughout Bihar. Through this application each women will be assisted with safe and sound environment. In case of emergency they can approach nearby police stations, Doctors, Fire service and District Magistrate as well depending on the seriousness of the case/incidents. Application will be enabled with latest features and alert system so that they can either by shaking their handset or clicking on application help can be provided..

Location will be enabled. Above screen will be displayed showing 4-options of service. User can click on any option to access the same. A red circle shown on screen if user clicks on that emergency button information of the user will be sent to the contacts assigned by user.

Name Fathers Name Mothers Name Age Id District Block Village Complete address with Pin no. Type of ID-proof Upload Photo of Id Proof Submit Complainants/user can register herself through this page. They will have to enter all the relevant personal details required. They need to choose which Id they want to use for complaints in Id type i.e. Id can be voter Id card, Pan card, Aadhar card, Passport, Driving License any. User will have to upload the same Id what they opt in type of Id. Once after

Click on any particular box to insert the Mobile no. to send the location details. In this option user can save mobile no. s of their relatives and friends in the 4-blank fields provided. User can save of Family, One Friend, Relative and any other no.

A notification will be visible on screen showing whether no. is correct or nay correction required. If no. inserted by user is correct press save button. No. will be saved in the database to access any time through mobile. Similarly, 3 more mobile numbers can be saved by user using different boxes provided. Touch to enable the button

22 22 P a g e U s e r M a n u a l O f T a a k a t A p p l i c a t i o n Alert panel-making alert panel button enable user can send their location to any of the 3- relatives/friends whom they want to share their location in emergency. User can see the saved no. on which they want to send their location update. When user enables the alert panel to send the location details they can once verify whther the details are being sent on correct no. or not. If no. is correct they can send by clicking on button ठ क ह or choose रद द कर to update no.

After enabling the alert panel user will have to shake his/her mobile phone 3-times and location update of user will automatically sent to the registered no. s by users.

User can describe the complain in brief. User can register her complain through Taakat application. One can choose type of complain from drop down. Whether complain is related to self or others. user can complain for others as well.

User can share the application through different social networking sites or SMS and with anyone. To share the application click on drawer button.

29 29 P a g e U s e r M a n u a l O f T a a k a t A p p l i c a t i o n In case of any error while using application user will get this message.user needs to assure whether internet connectivity in mobile phone is enable/working. After successful registration of the complaints, now department will take initiative to resolve the issues on quick response basis. The complaints will be forwarded to the officers in hierarchy. District team will also deliver the results on fast track basis. credentials for online monitoring and troubleshooting will be provided to all district based teams. Police station of all districts will be in communication for the same. District Magistrate will also monitor the process from complainants point of view and also delivery/relief provided to the deceased.

Admin can forward the complains to the concerned official as per the kind of crime/seriousness of the case.
