The minutes of the Economy & Environment 11 th September 2017 are approved and signed as a correct record MATTERS ARISING FROM MINUTES FOR INFORMATION To report for information purposes only, matters arising from the minutes of the meeting of the Economy & Environment 11 th September Item Correspondence regarding Long Bridge Cllr S Newham reported on an ed response from CC received by Mrs A Pugh regarding maintenance to Longbridge. Cllr Newham will circulate the . Cllr S Newham 92 6 FINANCE - Current Financial Year : To review, and resolve if desired, the Economy & Environment year to date budget reports (paper 6a - c). The committee officer summarised the reports and invited and answered members questions. notes the Economy & Environment budget year to date reports as set out in papers 6a - c, previously circulated PLANNING MATTERS: Planning Specific Correspondence to receive information and resolve if desired (papers 7.1 a-d) considered an from Gwernyfed Council (paper 7.1a) wishes to respond to Gwernyfed Community Council to confirm that NLTC has had similar experiences to those outlined in their . also wishes to call upon CC to implement the LDP as soon as possible to ensure the situation doesn't arise again. Town Clerk considered information about Planning Aid Wales Annual Conference 8 th November (Paper 7.1b) Councillors M Jones, R Edwards & officer Z Howard wish to attend the Planning Aid Wales Annual Conference Other items of correspondence (Papers 7.1 c, d & e) were noted. Councillors wishing to attend the Planning Aid Wales Planning Training on 17 th October are to notify the committee officer. Town Clerk to book places. 3 Local Development Plan (LDP) To approve a response from the working party, to the LDP public consultation on matters arising changes (Cllr S Newham, Cllr M Childs, Cllr V Ruff-Cock) (paper 7.2). Cllr M Childs reported on the consultation response. approves the proposed consultation response as set out in Paper 7.2. 6 94 8 TOWN WIFI To re-consider the need for Town Wifi and a proposal to consult with Chamber of Trade and local businesses. (papers 8a-c). Cllr R Edwards introduced the item, summarised the papers and invited and answered members questions. requests committee officer to arrange a meeting with the Chamber of Trade and local businesses to discuss the need for town Wifi and the potential for financial contributions to it. Cllr R Edwards is to attend a future NLTC Facebook Live broadcast to present an item consulting residents on the need for town Wifi. Cllr R Edwards EVENTS: Winter Festival: To receive a verbal update from the Winter Festival working group (Cllr S Hill). Cllr S Hill gave a verbal report on event preparations, invited and answered members questions. To receive a verbal update regarding the Christmas lights. The committee officer confirmed that sponsors advertising boards would hang on the new feature lights. Letters have been sent to businesses offering the same terms as last year Food Festival: To receive a verbal update from the Food Festival Working Group and set a project review meeting date. Cllr R Williams gave a verbal update. Some project review meetings have taken place and another meeting is planned. The working group is reviewing the date for transferring the event management to the constituted group and planning for next year s event will start in November / December. Cllr S Hill highlighted the need for more volunteers from NLTC, for setting up and other tasks. Members were invited to submit feedback for the final review meeting by contacting Cllr R Williams, Cllr S Newham or Cllr S Hill. Councillors Bypass Signage for Events To consider a suggestion from the Chamber of Trade (Cllr R Edwards) Cllr R Edwards reported on a suggestion by the Chamber of Trade for structures to be installed on the bypass, to house removable Minutes Economy & Environment approved Page 6 of 10

7 signs to advertise events. requests committee officer to enquire with Alun Griffiths Construction and relevant landowners and report back to committee TOURISM Tourism Strategy: To receive a verbal update from the Tourism Strategy Working Group and resolve if desired. Cllr R Norris reported from a recent meeting of the Mid & North Wales Destination Network. requests Cllr R Norris to seek further information and report back on M&NWDN s campaign to attract the agegroup. Cllr R Norris Cllr R Edwards highlighted a proposal to work with local groups to run a series of events in the year from April 2019, to tie in with Visit Wales Year of Discovery and the opening of the bypass To receive an update regarding brown tourism signs and resolve if desired (paper 10.2). The committee officer gave a verbal update. requests committee officer to enquire from Welsh Government the number of signs to be installed and their proposed locations. requests committee officer to enquire from CC what signage will be installed on the roads once drivers have left the bypass and on the approach to. requests the Tourism Strategy Working Group to arrange a meeting with a representative of Welsh Government, to discuss the eligibility criteria for brown tourism signs. Tourism Strategy Working Group To resolve regarding a request for the relocation of a tourism map noticeboard. requests committee officer to enquire of CC whether a section of the adjacent bushes in New Church Street can be removed, in order to accommodate the relocation of the tourism map noticeboard. Also to propose that NLTC, CC and AFC campaign together to submit a bid. Next agenda item: Full Council CANAL RESTORATION PROJECT To note the Montgomery Canal Restoration Strategy publication. (paper 11) notes the Montgomery Canal Restoration Strategy publication. requests the NLTC Canal Restoration working group to pursue brokering an agreement between CC and the Canal & Rivers Trust regarding clarification of ownership of the land. Working group also to seek funding for the next phase of development. Canal Restoration working group CURRENT PROJECT WORK STREAMS REPORTS: To receive officer s progress/ updates reports and resolve if desired. The committee officer gave verbal updates on the following workstreams: Walking Noticeboard wish to see the proposed design full size in order to approve it and also request various amendments including: adding the welsh translation for the title "Walking / River Severn" the welsh text should appear before the English some text is too small a font size Heritage Trail QR Codes & Plaques notes the John Roberts plaque unveiling event, 9 th November.
