APOLOGIES FOR ABSENCE: Councillors Ian Chisolm and Peter Lockhart MINUTE The Committee considered the minute of the Cowdenbeath Area Committee meeting of 1 st March, The Committee agreed to approve the minute FIFE CULTURAL TRUST ANNUAL REVIEW The Committee considered a report by the Director of Creative Development and Deliveries, Fife Cultural Trust (FCT), providing the performance report of FCT in its operation from 1 st April, 2015 to 31 st March, 2016 with particular service delivery of details within the Cowdenbeath Area. The report was supplemented with a presentation. /

2 2017.C.A.C.235 The Committee noted the development performance of the Cultural Trust in 2015/16 and commended them on their commitment to providing services within the Cowdenbeath area. Councillor Linda Erskine entered the meeting during discussion of the above item PRIMARY SCHOOL SWIMMING LESSONS REVIEW AND EXTENSION OF PILOT SCHEME The Committee considered a report the Head of Community Provision reviewing the outcome of the pilot project which entitled every P1 child in the Lochgelly and Cardenden Ward to free swimming lessons and proposing that this scheme be extended to all P1 pupils in the Cowdenbeath area with school, parent and pupil engagement starting in April, 2017 and the pilot beginning at the start of the academic year, for a period of a year. note the outcome of the pilot project which entitled every P1 child in the Lochgelly and Cardenden Ward to free swimming lessons; and approve the scheme being extended to all P1 pupils in the Cowdenbeath Area for a period of a year UPDATE CYCLING DEVELOPMENT IN THE COWDENBEATH AREA The Committee considered a report by the Area Manager (Cowdenbeath), providing an update of the work that had been undertaken by the Cycling Development Officer in the Cowdenbeath area and the plans for Fife Cycle Park and seeking agreement for the broad actions for work during 2017/18. The Committees agreed to:- approve the key actions for work during 2017/18; and note the work which had been undertaken by the Cycling Development Officer SUPPORTING THE LOCAL COMMUNITY PLAN SUMMER PROGRAMME The Committee considered a report by the Head of Community Provision providing information regarding the Summer Programme 2016 developed and delivered by the Youth Strategy Group for local young people. /

3 2017.C.A.C.236 (c) further information and clarification on the figures contained in the appendix to the report being circulated; thank the staff involved for their commitment to the Programme; and note the report SUPPORTING THE LOCAL COMMUNITY PLAN LOCAL COMMUNITY PLAN REVIEW The Committee considered a report by the Head of Community Provision providing an update on achievements made in delivering the priorities of the Local Community Plan (LCP) for Cowdenbeath Area. noted the positive outcomes achieved in the Cowdenbeath Area and the progress made across the various priorities; and thank the Area Manager and staff for their commitment to the Plan over the past 5 years SUPPORTING THE LOCAL COMMUNITY PLAN PARTICIPATORY BUDGETING COWDENBEATH AREA The Committee considered a report by the Head of Community Provision identifying the timeframe for delivery of the successful projects from the Oor Bit Places and Spaces participatory budgeting exercise. note the proposed programme of projects and activity; and the Area Manager re-sending a spreadsheet detailing information contained in Oor Bit to Councillor Alistair Bain. 461./

4 2017.C.A.C LOCAL COMMUNITY PLANNING BUDGET AND ANTI-POVERTY FUND 2016/17 The Committee considered a report by the Head of Community Provision regarding the proposed use of the Local Community Planning Budget (LCPB) and Anti-Poverty Fund (APF) allocated to the Cowdenbeath Area for 2016/17 and seeking approval for a range of applications for funding. The Committee agreed:- to approve support in principle for the bids for LCPB and APF funding; and that further reports, detailing the outcomes from projects and initiatives supported by the budget, be provided at a future date NOTICES OF MOTION In terms of Standing Order No. 29 the following notices of motion had been submitted with the wording being amended verbally by the mover and seconder in the case of (ii), (iii) and (iv) below, compared with what had appeared on the agenda:- (i) Happyland Mining Heritage Centre Cowdenbeath Area Committee welcomes the decision by Fife Council s Administration to invest 200,000 towards the establishment of a Mining Heritage Centre in the Cowdenbeath Area. Area Committee agrees that the location for the Centre will be Lochgelly and that the work to deliver the Centre, together with its associated displays and activities, will be managed by the Lochgelly Heritage sub-group of the Lochgelly Community Development Forum on behalf of, and in partnership with, other interested parties, in particular the established Heritage groups in Cardenden, Benarty, Lumphinnans, Kelty and Cowdenbeath. 5 2017.C.A.C.238 (ii) Lochgelly Football Hub The Cowdenbeath Area Committee recognises the ambition of the local football clubs in Lochgelly to develop a football hub and in general improve the facilities for the local clubs. To support the work of the group headed up Lochgelly Albert FC the Committee agrees to provide the following support: Allocate 10K to conduct a feasibility study and site survey of their preferred location at Muir Park in Lochgelly; Request that a condition survey of all pitches in the Cowdenbeath Area be conducted with recommendations made as to how to improve the pitches and report back to Area Committee; That support be provided to the clubs involved in developing the hub initiative for the next two years while the project is being developed. This will allow the clubs to continue to develop during this transition phase. Moved by Cllr. Mark Hood Seconded by Cllr Linda Erskine The Committee approved the motion. (iii) Developing Active Play Facilities in the Cowdenbeath Area The Area Committee recognises the good work by officers in developing the area play park strategy and the enthusiasm within our communities for improved play facilities for our young people. The Area Committee welcomes the decision by the administration to create an Active Leisure Fund of 500,000 for the Cowdenbeath Area, as agreed at the Executive Committee on 28th March, 2017 and agree that it be allocated as follows:- 100,000 Hill of Beath Play Park 100,000 Kelty Play Park 50,000 Benarty Cycle Play Park 50,000 Bowhill Play Park 50,000 Bowhill MUGA 150,000 Lochgelly Public Play Park all subject to applications coming forward. 6 2017.C.A.C.239 The Committee also request that officers conduct a consultation on the redevelopment of Cowdenbeath Leisure Centre as part of the 1.6 million allocated for the integration and improvement of provision in Cowdenbeath. (iv) Road Maintenance in the Cowdenbeath Area The Area Committee welcomes the 20M to be invested in Fife roads over the next two years and is pleased to note that this will result in all category 1 and 2 projects identified on the Area Transportation Works Programme being addressed this year, and request Transportation officers develop further proposals, in consultation with Councillors, on parking, street lighting and traffic management. Mark Hood Seconded by Cllr Linda Erskine The Committee approved the motion PROPERTY TRANSACTIONS The Committee noted the contents of a report by the Head of Assets, Transportation & Environment advising on action taken under delegated powers in relation to property transactions in the Cowdenbeath Committee Area PUBLIC QUESTION TIME The Committee noted that no written questions had been submitted by members of the public in terms of Standing Order No. 23 for this meeting. Following the conclusion of business, the Vice-Chair (Councillor Erskine) recorded thanks to the Chair (Councillor Hood) and other members who would not be returning following the impending Council Elections.
