1 MINUTES OF A BOARD MEETING OF THE DISTRICT OF COCHRANE SOCIAL SERVICES ADMINISTRATION BOARD HELD ON THURSDAY, JUNE 18, 2009 IN THE CDSSAB BOARD ROOM AT 6:00 P.M. Present Councillor Gary Scripnick, Chair Mayor Mayor Mike Milinkovich Mayor Gilles Forget Councillor Steve Adams Councillor Donald Génier Councillor Pat Bamford Councillor Denis Saudino Councillor Adrien Veilleux David Landers Absent Mayor Alan Spacek, Vice Chair Mayor Roger Sigouin Councillor Jack Slattery Councillor Michael Doody Staff Linda O Connell, Director of Finance Steve Trinier, Director of Emergency Medical Services Brian Marks, Director of Housing Services 1. a) Approval of Agenda RESOLUTION RESOLUTION NO Don Génier THAT the agenda for the June 18, 2009 CDSSAB Board meeting be approved. b) Board Member Absences Alan Spacek, Jack Slattery, Roger Sigouin, and Michael Doody were absent from the meeting. c) Disclosure of Pecuniary / Conflict of Interest No disclosures were made.
2 2. a) Approval of Minutes May 19, 2009 RESOLUTION RESOLUTION NO Mike Milinkovich Adrien Veilleux THAT the minutes of the May 14, 2009 CDSSAB Board meeting be approved as amended. b) Business Arising from Minutes There was no business arising. 3. a) Statement of Operations RESOLUTION The Director of Finance reviewed the Statement of Operations with the board. RESOLUTION NO Pat Bamford THAT the CDSSAB Statement of Operations be accepted as presented. b) Variance Analysis Administrative Report The Variance Analysis will outline variances in the Statement of Operations showing items that are over or under in the budget st Quarter Reports RESOLUTION RESOLUTION NO THAT the CDSSAB First Quarter Reports be accepted as presented.
3 Housing Services The Director of Housing Services reviewed the report with the board advising that a goal is to make clients a priority as well as the buildings, and that positive social interactions with tenants is a good business practice. Ontario Works The CAO reviewed the report with the board and advised that there has been a slight rise in caseloads. The CAO also confirmed with the board that the Province has cancelled the Northern Collage pilot project; however, he will have confirmation from the Ministry within the next few days if this decision has been rescinded. If not, a press release will be issued to try to put pressure on the Province. Children s Services The CAO and Manager of Children s Services will review the report by Dr. Charles Pascal and report to the board. EMS The Director of EMS reviewed the report with the board. A discussion took place regarding ambulance funding. It was suggested that the CAO and Director of EMS prepare a report to be brought back to the board in September. It was stressed that if the board goes to the Province regarding funding that they go as a group and speak with one voice Algonquin Blvd. E. verbal update The Director of Housing Services has received a schedule from the developer. He will put together a report to circulate to the board next week. 6. Housing Services CDLHC RESOLUTIONS RESOLUTION NO Don Génier Mike Milinkovich THAT the CDSSAB Board hereby rises for the Cochrane District Local Housing Corporation Annual General meeting.
4 RESOLUTION NO Steve Adams THAT the CDSSAB Board hereby rises from the Cochrane District Local Housing Corporation Meeting to return to the regular portion of the meeting. Letter from the Ministry of Municipal Affairs and Housing The Director of Social Housing will be attending a session in Sudbury in September and is recommending that the Ministry meet with housing services managers privately. 7. Children s Services Investing in Families and Children Program Administrative Report RESOLUTION RESOLUTION NO That the CDSSAB Board of Directors approve the following Investing in Families and Children allocations for Allocation for 2009 Carry Over from , Allocation 325,000. Total 415, PROJECTS FOR 2009 Porcupine Health Unit, Healthy Babies, Healthy Children $140,000. CDSSAB, Informal Child Care $60,000. Red Cross Nutrition Program $50,000. CDSSAB Administration 10% of allocation $32,500. Food Banks, Christmas Baskets increase allocation to $80,000. each food bank to $4,000 for 2009, remainder to be distributed among other programs Total 362,500. Note: Discussion has taken place with the Red Cross regarding funding, however no proposal has been received.
5 Letter from the Ministry of Children and Youth Services For your information. 8. Ontario Works Social Services Solutions Modernization Planning Project The Province is conducting a review of the technology to modernize the social assistance system. 9. Emergency Medical Services Kapuskasing 2008 Year End Settlement Administrative Report RESOLUTION Sensenbrenner Hospital requested additional funding for the provision of EMS for RESOLUTION NO THAT the CDSSAB approve expenditures in the amount of $1,203,712 for the Sensenbrenner Hospital, for the provision of EMS in This will result in an additional payment adjustment to the Sensenbrenner Hospital in the amount of $52, Reports Caseload Staffing There were no questions regarding the reports. 11. Next Meeting Date September 17, 2009 at 6:00 p.m. The next meeting of the CDSSAB board will be September 17, 2009 at 6:00 p.m.
