Clerk-Treasurer Date: February 5, 2015 Re: Ontario Municipal Partnership Fund (OMPF) Recommendation The Ontario Municipal Partnership Fund (OMPF) Report is for information. Background The OMPF was designed to assist municipalities with their social program costs, offer equalization measures, address challenges faced by northern and rural communities and respond to policing costs in rural communities. The OMPF replaced the Community Reinvestment Fund (CRF) in 2005 as the Province s main transfer payments to municipalities. The County of Bruce received $620,000 annually up to and including Based on the grant parameters of the OMPF, the County was no longer eligible under the criteria. The Government continued to provide annual funding to municipalities through the combined benefit of the OMPF plus reduced municipal costs from the uploads of ODSP administration and the phased upload of the ODSP and OW benefits.

3 The County of Bruce provided the savings of these uploads immediately to the Lower Tier municipalities, while absorbing the loss of the $620,000 Ontario Municipal Partnership Fund. It is worthy to note that Bruce County Council did this while managing the challenges of escalating costs of other services that were uploaded to the County in 2000, ie. Social Housing, Land Ambulance as well as managing the Highways infrastructure deficit. County Council has also committed to a five-year $1 million commitment beginning in 2014 to the MRI/PAC Service for Grey Bruce Health Services which supports all municipalities in the County of Bruce. Annually, the County of Bruce budgeted for the current needs of the Social Services program, and those savings were incorporated into the overall budget and reflected in the annual decrease in the County s tax rate, which is also impacted by the phased-in assessment. The reduction in the County s tax rate coupled with the reduction in the residential education tax which are summarized in two attachments has provided tax room to Bruce County s Lower Tier Municipalities since 2009, as was expected under the program.
