1 JLAF MEETING THURSDAY 26 JANUARY till 1645 Venue : National Park Offices, Eastburn, Hexham AGENDA FOR AFTERNOON MEETING This part of the meeting is for Joint Local Access Forum members, officers and invited guests. This afternoon s session will be a cross-border networking event and we are delighted to welcome representatives of our three neighbouring local access forums (Durham, Cumbria and Tyne & Wear), Natural England, the North Pennines Area of Outstanding Natural Beauty and the Northumberland Coast Area of Outstanding Natural Beauty. The aim of the session is to: share ideas and any best practice ; identify and agree areas where we can work together in the future across current boundaries; consider ways to enhance existing working relationships in light of budgetary constraints. ******************************** 1400 Welcome to the session by James Brown, JLAF Chair. The four local access forums to include recruitment and membership; current activities and success stories; impact of budget constraints; working with appointing authorities; self-starter projects; the year ahead (five minutes each) b. Northumberland Coast Area of Outstanding Natural Beauty to include cross-border projects; impact of budget constraints; current activities and success stories; opportunities and priorities for the future (ten minutes) c. North Pennines Area of Outstanding Natural Beauty to include cross-border projects; impact of budget constraints; current activities and success stories; opportunities and priorities for the future (fifteen minutes) d. Question and answer session regarding any issues raised 1500 Jim Milner, Natural England to include Defra and Natural England s roles with local access forums, Huddle and Defra s Paths for Communities initiative 1530 Victoria Lloyd, Durham County Council to speak about their Prioritising Access project and how this could be transferred to Northumberland 1550 Two breakout sessions (approx 15 minutes each) to consider: i) How we can work more effectively with reduced resources, what must we continue to do and what could we consider stopping. ii) Are there any cross border / strategic issues which require our joint working. If so how do we facilitate greater co-ordination following the loss of the England Access Forum Feedback session, agree outcomes and plan the next steps 1645 End of afternoon session followed by buffet tea.

Joint Local Access Forums in England. Under Sections 94 and Section 95 of the Countryside and Rights of Way Act 2000, and in accordance with the provisions of Regulation 7 of The Local Access Forums (England) Regulations 2002 (amended in February 2007) the meetings of the Northumberland National Park and County Joint Local Access Forum (JLAF) are open to the public. Para of the Guidance on Local Access Forums in England (March 2007) further states that Subject to certain exceptions, Regulation 7 requires forum meetings to be open to the public. This means the meetings are held in public but does not mean that they are public meetings. A person who is not a forum member may be allowed to participate in discussions on specific agenda items at the discretion of the person chairing the meeting. Questions can be submitted in writing to the Administrator, up to ten working days before the meeting.
