1 Faculty of agriculture & Regional Research Station Wadura Campus Tender Notice Sealed tenders affixed with revenue stamp worth Rs. 10/ are invited from registered Stationers/ Registered Dealers/Distributors/Printers/Printing Press Owners having GST in the name of Firm, for the supply of various Stationery items, Printing Material and computer related items etc. Tender documents complete in all respects alongwith CDR of Rs.5000/= pledged to Assistant Comptroller, Faculty of Agriculture Wadura should reach this office upto 1 p.m of March 12, 2018 & the tenders shall be opened on the same day in presence of tenders who wish to remain present. Tender documents and the details of the items shall be available in the Office of undersigned/university website Tender Document should be accompanied with a non- refundable fee of Rs. 200/- as cost of Tender document in the form of Demand Draft pledged to Assistant Comptroller Faculty of Agriculture, Wadura. He is also requested to kindly publish the tender Notice in the local dailies (at least two) preferably Grater Kashmir and Aftab.

2 GENERAL TERMS AND CONDITIONS 1. A) General Information: Supply of Office Stationery, printing Items & Computer related items. B) Name of work : Annual Rate Contract for Supply of office stationery, Printing Items & Computer related items C) FOR Delivery : FoA & RRS, Wadura. 2. DOCUMENTS TO BE FURNISHED ALONG WITH TENDER PAPERS : A) The Bidder shall furnish the following documents: B) The original Tender Document purchased/downloaded by the bidder should be filled in wherever required and submitted with seal and signature in every page as a token of admission and acceptance of contents. C) Copy of Registration Certificate if any. D) Copies of GST Registration Certificate E) Copy of TIN No. shall be furnished. F) Details of experience if any on supply of office stationery & printing items to any Govt. Office/PSU along with copies of Purchase Orders. G) Details of EMD/Security Deposit. EARNEST MONEY/SECURITY DEPOSIT : A) Tenders received without EMD shall summarily be rejected. B) No interest shall be paid by Faculty against EMD amount submitted by the bidder. C) The EMD of unsuccessful bidders shall be refunded within 30 days of finalization of tender.

3 D) The EMD of successful bidder shall be refunded within 30 days after 100% supply of stationery/printing items against Purchase Order. E) The EMD shall be forfeited in case the bidder fails to supply/unwilling/reluctant to supply for any reasons what so ever. F) The bidder shall submit the original tender document with seal and signature on each page within the stipulated period as a token of acceptance of terms & Conditions. G) Tenders may be either submitted in person or may be sent by post so as to reach within stipulated time as mentioned in tender notice. H) The Federation will not be liable for late in receipt of the tender after the due date/time due to any postal delay if sent by post. I) Any bid received by the Faculty after the deadline for submission of bid prescribed by the Faculty, will be rejected. 4) OPENING OF BIDS BY FACULTY: A) The Faculty will open the bids, in the presence of bidders or his authorized Representative who choose to attend, at the time and date specified in the tender notice, at the Faculty of Agriculture & Regional Research Station, Wadura, Sopore. The bidders or his authorized representatives who are present shall sign the tender opening document evidencing their attendance. B) The tenderers shall write the rates both in figure and in words for all its Items described. In case of any discrepancy, rate in words shall be considered as incorrect rate. D) Any correction/over writing made by the tenderers in the tender document must be initialed by the tenderers before submission of the tender documents. E) The tender, on submission shall become the property of Faculty and the organization shall be under no obligation to return the same to the bidder. 4. ACCEPTANCE & FINALIZATION OF BIDS: A) The bidders are requested to see the samples for all the items (stationary & printing). Accordingly the bidders will be quoted their rates in the tender document for finalization of the tender.

RATE & VERIFICATION OF SAMPLE: A) The bidder is advised to see the sample and quality of paper/ Stationery items, at Faculty of Agriculture & Regional Research Station, Wadura Sopore at his own cost and responsibility. B) The quoted rate shall include cost of material, labours, transport, taxes & duties, royalties, and other local taxes or levies etc. if any. C) Sample The firm is required to attach the sample of each item along with tender document. 6. SELECTION OF FIRM: A) The firm will be selected among the technically qualified firms only and the rates will be considered on lowest quoted basis item wise. Further, if the committee found that the quality of lowest quoted firm is not satisfactory, the committee may recommend and consider the next lowest quoted firm. The decision of the committee will be final in this regard. 7. QUANTITIES: A) The quantities mentioned in the schedule are the estimated quantities only which are not to be taken as the actual and exact quantity to be supplied by the bidder. The Faculty may make any variation of the quantity & quality or any part thereof that may in its opinion be necessary for that purpose as mentioned below :- B) Increase or decrease of the quantities as mentioned in the schedule. C) Add or delete any such item if found necessary/ not necessary after issue of Purchase Order, if required. D) Change the quality or kind of any such items. E) No variation shall be made by the bidder without an order in writing by Faculty. F) In case of any item where no specification is supplied by Faculty as mentioned in the tender document, such items shall be supplied in accordance with the sample of a reputed company/brand. G) In case of default by the bidder, failure or refusal to supply any item to Faculty may purchase the same from local market and hold the bidder responsible for any excess cost involved thereby. Furthermore, Faculty Purchase Committee reserves the right to terminate the contract in such

5 cases and recover the penalty for the same from any amount due to the contractor or which may become due in future. 8. ISSUE OF PURCHASE ORDER: A) If required, the Faculty shall issue the provisional purchase order in duplicate to successful bidder. The duplicate copy of the purchase order shall be returned within 7 days of its issue, duly signed and sealed in each page by the bidder as token of acceptance of the purchase order. B) The bidder shall start supply of all the items as per Purchase Order within stipulated time as mentioned in the Purchase order and shall complete within the mentioned time period. 9. ITEMS ARE TO BE SUPPLIED FOR BASIS: 10. REJECTION: A) The bidder should supply the stationery/printing materials as per the sample. In case of any variation and low quality the material supplied shall be rejected. 11. PAYMENT: A) After successful supply of all the items, the Bidder shall submit the bills in triplicate. B) The payment will be released after verification of materials supplied by the Faculty Verification Committee and confirmation received from the Divisions/Sections / Units wherever required. C) Payment will be made through a crossed account payee cheque/or E- Transfer. No interim payment shall be allowed. 12. PENALTY: A) In the event of bidder fails to supply/reluctant/refusal to supply the items, Faculty Purchase Committee reserves the right to impose 5% of the order value and also forfeit the EMD/Security Deposit.

6 13. DISPUTES: A) The Federation and the bidder shall make every effort to resolve any dispute/disagreement in connection with the bid amicably by direct negotiation. However, the decision of Higher Authorities of the University/Faculty will be final & binding in case the disagreement or dispute is not resolved by mutual negotiations. B) Legal dispute if any, concerning to this supply shall be subject to such courts as exercising civil jurisdiction over Kashmir Division only. C) The right to appeal will be within the jurisdiction of Srinagar courts only 14. MISCELLANELOUS: A) Faculty Purchase Committee reserves the right to cancel any or all the tenders without assigning any reason thereof.
