4 Oversight of Funds and Contracts City and County of San Francisco CCSF (or City ) is responsible for safeguarding taxpayers money and requires fair and open transactions in order to be fiscally accountable. San Francisco International Airport (SFO) City department that operates the airport and is governed by the Airport Commission. Office of Contract Administration (OCA) City department that develops rules for governing contracts and leases (Chapter 21 Administrative Code) for all city departments.

10 Register as a City Supplier Register Obtain Bidder and then Supplier number in the Financial System Project (F$P) Upload Business Registration and provide information certifying compliance with 12B (Equal Benefits) and 14B (LBE Program) Ordinances. Update Even if business has been a city vendor, all businesses should re-register (as of July 2017) and update business profile as a City Supplier in the new financial system and then keep information current.

11 Local Business Enterprise (LBE) Program Definition LBEs are firms whose primary place of business is in San Francisco. Firms must be certified by CMD prior to bid submittal in order to receive LBE benefits. Contract Obligations Primes search the LBE database and contact LBEs to fulfill contract obligations. Bid Discounts When bidding as a prime LBEs may be eligible for bid discounts. Set-Asides Micro LBEs may participate in contracts that are specifically set aside for them. Contract Monitoring Division CMD certifies businesses. They host a certification workshop the 1 st Wednesday of each month. Walk ins welcome. 12 Disadvantaged Business Enterprise (DBE) Program Definition DBEs are for profit companies that are at least 51% owned by an individual or individuals who are both socially and economically disadvantaged and who meet the personal net worth and size standards. Benefits DBE Certification is a marketing tool, enabling inclusion and recognition in the statewide database (CUCP). SFO encourages and is committed to the participation of DBEs in airport projects. Program Program goals applied to construction funded by FAA s Airport Improvement Program (AIP) funds. DBE Certifying Agencies Northern California DBE certifiers: SFMTA, Caltrans, BART, VTA, SamTrans, and City of Fresno. Review info at and contact one of the listed certifying agencies.

16 Evaluate Your Submission to Avoid Mistakes Responsiveness Bids must comply with ad requirements Licenses Make sure the owner has the appropriate license Registration Make sure that Contractor is registered with the California Department of Industrial Relations Bid Form Ensure use of Correct Bid Form Omissions Proof read, double check all documents Bid Bond Include appropriate bid bond LBE Registration Ensure certification is current Signatures Appropriate signatures from authorized individuals Timeliness Submit all documents on time! 17 Successful Bidder Compliance Applicable Ordinances - Review and prepare to address key ordinances, such as Prevailing Wage Ordinance and Local Hire provisions. Review ordinances at Performance Bond Awarded bidder must post a Performance Bond stating it will perform all covenants, changes, additions or alterations, and hold harmless the City & County of San Francisco. Payment Bond Successful bidder must post Surety Bond that protects contractors and subs who fail to pay for services, materials, provisions, supplies or equipment to perform work. Certificate of Insurance Successful bidder must demonstrate proof of insurance meeting mandatory types and limits of coverage. Security Clearances Badging required, including background checks and some require Customs Seal. Be prepared to address requirements.
