1 Date: Regarding: Suspicious Vehicle Collision Questionable Claim Referrals in the United States, 2010 and 2011 (External Dissemination) Prepared By: Kaneidra Everson, Analyst Executive Summary This ForeCAST SM Report discusses Suspicious Vehicle Collision Questionable Claim referrals (SVC QCs) submitted in the United States (US) in 2010 and This data is compared to Bodily Injury and Personal Injury Protection (BI/PIP) insurance claims in 2010 and The SVC QCs include the following referral reasons: Solicitation (Chasers and Cappers), Jump-In, Paper Accident/Phantom Accident, Suspicious Hit While Parked, or Staged/Caused Accident. This report contains 8 sections: Section 1 BI/PIP claims in the US Section 2 Comparison of SVC QCs and BI/PIP claims Section 3 SVC QC referral reasons Section 4 Number of SVC QCs ranked by state Section 5 Number of SVC QCs ranked by city and Core Based Statistical Area (CBSA) 1 Section 6 Analysis of SVC QCs and policy inception date by city Section 7 Methodology: Explanation of how the data was obtained, standardized, and analyzed Analysis shows that the number of US BI/PIP insurance claims decreased 11% between 2010 and 2011, whereas SVC QCs increased 7%. Bodily Injury (BODI) accounted for the highest percentage of any loss type of BI/PIP claims, 55% in 2010 and 62% in In 2010, there were 313 SVC QCs for every 100,000 BI/PIP claims. In 2011, there were 378 SVC QCs, an increase of 21%. Among the referral reasons for SVC QCs, Staged/Caused Accident was the most commonly cited referral reason in both 2010 and Suspicious Hit While Parked was the second most often cited referral reason in both years. Florida had the most SVC QCs in both 2010 and 2011, though it decreased 7%. Among cities, New York, NY had the most SVC QCs in both 2010 and 2011, increasing 3%. SECTION 1: BI/PIP Claims in the US The number of US BI/PIP insurance claims submitted to ISO ClaimSearch decreased from 4,251,586 to 3,763,859, or 11%, from 2010 to In 2011, Florida had the most BI/PIP claims followed closely by California, Texas, and New York. 3 Page 3 of 14 Among the loss types that comprise BI/PIP claims, BODI claims accounted for 55% in 2010, while Bodily Injury Auto Related (BIAR) claims accounted for 23% of BI/PIP claims in PIP (NFLT) accounted for 16% of BI/PIP claims, while Personal Injury Protection Claims (PIPT) accounted for the remaining 6% in In 2011, 62% of BI/PIP claims were BODI. This is an increase of 7%, though the number of claims decreased by 33,806 (-1%). BIAR claims made up 14% of the total BI/PIP claims in This is a decrease of 9% with the number of claims decreasing by 452,400 (-4%). In 2011, 21% of BI/PIP claims were NFLT. This is an

8 Page 8 of 14 SECTION 3: QC Referral Reason Analysis The graph below illustrates the number of SVC QCs by referral reason for 2010 and Overall, 4 of the 5 referral reasons examined saw an increase from 2010 to Solicitation (Chasers/Cappers) referrals increased 7%, Jump-In increased 15% %, Paper/Phantom Accident increased 8%, and Suspicious Hit While Parked increased 22%. The number of SVC QCs with the referral reason of Staged/Caused Accident decreased from 5,984 to 5,743, or 4%. Note that QCs may contain more than one referral reason. For example, one QC may have been referred as both Solicitation (Chasers/Cappers) and Staged/Caused Accident. 10 The tables below show the 50 states and the District of Columbia in order by their 2011 rank by number of SVC QCs referred to the NICB. Their 2010 rankings have been included as comparison. In addition, the table also shows the number of SVC QC per state for 2010 and Of the states categorized as yellow, orange, or red in the 2011 SVC QCs by state map, the state with the largest percent increase from 2010 to 2011 was New Jersey at 60%. The state with the largest percent decrease was Nevada at -28%. Florida, California, New York, Texas, Maryland, Georgia, Massachusetts, North Carolina, and Virginia were among the top 10 states in both 2010 and Illinois rounded out the top 10 states in 2010, but was replaced in 2011 by Michigan. 12 Page 12 of 14 SECTION 5: City and CBSA rankings of SVC 6: City The following cities were among the top 10 cities with the most SVC QCs in both 2010 and 2011: New York, NY; Los Angeles, CA; Miami, FL; Baltimore, MD; Orlando, FL; Houston, TX; Tampa, FL; Chicago, IL; and Detroit, MI. In 2010, Las Vegas, NV was the final city encompassed in the top 10 cities. In 2011, Las Vegas, NV was replaced by Louisville, KY. In both 2010 and 2011, 3 of the top 10 cities are in Florida. The table below shows the top CBSAs in order by their 2011 rank by number of SVC QCs referred to the NICB. Their 2010 rankings have been included as well. Of the top 10 CBSAs, Baltimore-Towson, MD CBSA saw the largest percent increase in SVC QCs between 2010 and Conversely, Tampa-St. Petersburg-Clearwater, FL CBSA saw the largest percent decrease in SVC QCs between 2010 and 2011.
14 Page 14 of 14 SECTION 6: SVC QC Policy Inception Date Analysis The number of days between policy inception date and date of loss was analyzed to identify all SVC QCs that occurred within 60 days of policy inception. This table shows the top 10 cities in order by their 2011 rank based on the policy inception date and date of loss. Their 2010 rankings have been included as well. Of the top 10 cities, Miami, FL saw the largest percent increase (17%) in SVC QCs that occurred within 60 days of policy inception. New York, NY saw the largest percent decrease (-17%). Methodology Claims data was obtained from the Insurance Services Office (ISO) and the NICB s Questionable Claim referral databases, as submitted by member companies. Please note that the Questionable Claim referral database is a dynamic dataset, thus QC totals may vary between the NICB publications. Bodily injury and Personal Injury Protection insurance claims include those with the following loss types: o BIAR (Bodily Injury Auto Related) o BODI (Bodily Injury) o NFLT (PIP) o PIPT (Personal Injury Protection) Any Questionable Claims without a loss state or with an invalid loss state were removed from the analysis. Only the 50 United States and the District of Columbia were included in the analysis. For the city and Core Based Statistical Area (CBSA) rankings, only referrals where the city or CBSA name was populated were included in the rankings. If there was more than one CBSA for an area, the most populous was used for analysis. CBSAs came from the White House Office of Management and Budget, and were last updated in SVC QCs include those with the following referral codes: o HP (Suspicious Hit While Parked) o IS (Solicitation (Chasers and Cappers)) o JI (Jump-In) o PP (Paper Accident/Phantom Accident) o SA (Staged/Caused Accident) Further, if any of the five codes appeared in one of the seven referral code fields, the Questionable Claim was included in the analysis. In Section 7, any Questionable Claims with date differences greater than 60 days from policy inception to date of loss were removed from the analysis. Due to rounding, totals may sum to more than 100%
