1 Pembrke Reginal Hspital Executive Cmpensatin Prgram Backgrund In 2010, the prvince f Ontari legislated a tw-year cmpensatin freeze fr all nnuninized emplyees in the Brader Public Sectr (BPS) which prhibited increases t cmpensatin, including rates f pay, pay ranges, benefits, perquisites and ther payments, but allwed fr emplyees t prgress thrugh the ranks if their terms and cnditins f emplyment included a salary grid. In 2012, the prvince lifted the cmpensatin freeze fr all nn-uninized emplyees but cntinued a freeze n all elements f cmpensatin fr designated executives and certain ffice hlders, including perfrmance pay envelpes. These cmpensatin restraint measures cntinue t apply until a cmpensatin framewrk becmes effective fr an emplyer, r by prclamatin f the Lieutenant Gvernr. In additin, Pembrke Reginal Hspital (PRH) had put in place a tw year vluntary freeze fr its executives prir t In 2014, the Prvince apprved the Brader Public Sectr Executive Cmpensatin Act, 2014 (BPSECA), which prvides fr the establishment f cmpensatin framewrks, the details f which are utlined in Ontari Regulatin 304/16, as amended by Ontari Regulatin 187/17 (the Regulatins), and the Brader Public Sectr Executive Cmpensatin Prgram Directive (the Directive). Under the Regulatins and the Directive, the Bard f Directrs f Pembrke Reginal Hspital is respnsible fr: - Apprving all wage increases fr designated executives; - Develping an Executive Cmpensatin Prgram (ECP) that includes a cmpensatin philsphy, sets salary and perfrmance related caps based n a cmparative analysis f each designated executive psitin using at least eight (8) cmparable rganizatins, specifies a maximum rate by which the ttal designated executive salary and perfrmance-related pay envelpe culd be increased in each year, and utlines any elements f cmpensatin prvided exclusively t designated executives with a crrespnding ratinale; - Securing apprval by the Minister f cmparatr rganizatins and f the prpsed maximum rate f increase t its salary and perfrmance-related pay envelpe; - After receiving apprval by the Ministry t d s, seeking public cmment by psting its prpsed ECP n its public-facing website fr a minimum f 30 days; - Submitting t the Ministry the summary f the public feedback received and any changes being made t the prgram; - Apprving the final ECP and pst it n its website. 1. Psitins Affected by Executive Cmpensatin Prgram This Executive Cmpensatin Plan utlines the manner in which cmpensatin is determined fr members f the Executive Team at the Pembrke Reginal Hspital, which cnsists f the fllwing psitins: 1. President & CEO 2. Senir Vice-President 3. Vice-President f Patient Services (2 psitins) 4. Chief f Staff (.5 FTE)

Cmpensatin Philsphy Pembrke Reginal Hspital s Executive Cmpensatin Prgram is designed t attract, mtivate and retain highly qualified and accuntable members f the Senir Leadership Team and align their effrts t supprt the achievement f the Hspital s perating gals and strategic bjectives. Cmpensatin is cmprised f base salary and an at risk amunt that is related t perfrmance. 3. Cmparatrs As part f the prcess t determine the cmpensatin prgram fr the Executive Team, the Bard f Directrs has reviewed a number f bjective measures f cmplexity and accuntability that pertain t their respective rles in relatin t selected cmparatr hspital rganizatins. This assessment cnsists f a review f the fllwing five criteria: - Scpe f respnsibilities Each f the cmparable rganizatins are hspitals that have similar executive rles, separate r cmbined, and are generally similar with respect t essential cmpetencies (knwledge, skills, and abilities), relative cmplexity and the level f accuntability assciated with the psitin. The cmparatrs psitins have been selected fr the rles f President, Senir Vice- President, Vice-President f Patient Services, and Chief f Staff which are cmparable t thse at the Pembrke Reginal Hspital. The rles are similar in each hspital and generally include leadership rles in either clinical, administratin and supprt, strategic and resurce planning, IT and capital prjects, budgeting, versight f peratinal departments, and guidance t ther areas invlved in the hspitals missin. Appendix A specifies the specific rles benchmarked at cmparatr hspitals. PRH assessed the match f its executive psitins t cmparatrs fr scpe f respnsibilities at 100%. - Type f Operatins the Organizatin engages in All cmparable rganizatins are public hspitals in the prvince f Ontari ffering a brad range f health care services t their cmmunities. Pembrke Reginal Hspital prvides services t a lcal catchment area f 55,000 peple and a reginal catchment area f 110,000 peple fr its reginal prgrams (e.g. mental health, strke care, etc...). PRH prvides inpatient care fr acute, mental health, and rehabilitative patients. The Hspital prvides extensive diagnstic and ambulatry services t the catchment ppulatin and perates a Cmmunity Mental Health prgram acrss Renfrew Cunty. PRH assessed the match f its executive psitins t cmparatrs fr type f peratins at 100%. - Industries within which the rganizatin cmpetes fr executives All cmparatr rganizatins are public hspitals in the prvince f Ontari. PRH cmpetes fr executives primarily with hspitals in Ontari and t a lesser extent t ther public sectr rganizatins in Eastern Ontari and Western Quebec. PRH assessed the match f its executive psitins t cmparatrs fr industries fr which it cmpetes fr talent at 100%.
3 - Size f the Organizatin All f the cmparatr rganizatins are similarly sized and cver a brad range f clinical services similar t thse delivered by PRH. PRH assessed the match f its executive psitins t cmparatrs fr size f rganizatin at 89% fr President and CEO, 89% fr Senir Vice President, and 100% fr Vice President f Patient Services and Chief f Staff. - Lcatin All cmparatrs are lcated within the prvince f Ontari. PRH assessed the match f its executive psitins t cmparatrs fr lcatin at 100%. Salary and Perfrmance Related Pay Caps As utlined in the Brader Public Sectr Executive Cmpensatin Guide, salary and perfrmance-related pay is capped at n mre than the 50th percentile f apprpriate cmparatrs. The fllwing sets ut the targeted maximum salary and perfrmance pay at risk fr each psitin as a result f the cmparative analysis as fllws: Psitin Maximum Annual Salary and Perfrmance Pay at Risk President & CEO $ 308,997 Senir Vice President $ 182,500 Vice President f Patient Services (2) $ 173,355 Chief f Staff (.5 FTE) $ 158, Executive Salary and Perfrmance related Pay Envelpe The current Salary and Perfrmance Pay Envelpe fr the five executives at Pembrke Reginal Hspital fr 2016 was $929,919. Once per pay year, pursuant t Regulatins, the Bard f Directrs may increase the salary and perfrmance related pay cap fr a designated executive psitin by a rate that des nt exceed the lesser f the fllwing: The average rate f increase in salary and perfrmance-related pay f the designated emplyer s nn-executive managers fr the mst recent ne-year perid. The public sectr wage settlement trend in Ontari. The Bard f Directrs has established a maximum rate f increase t the Executive Salary and Perfrmance related Pay Envelpe f 3% fr this Executive Cmpensatin Plan. This rate was established based n a review f: Financial and cmpensatin pririties f the prvincial gvernment The Ontari gvernment has apprved a balanced budget in fr the first time since Recent executive cmpensatin trends, Accrding t the Ontari Ministry f Labur, the 11-year average frm 2006 t 2016 f the annual wage base increase fr the prvincial public sectr was 1.82%. Mst f these emplyees als receive annual increases fr prgress-thrugh-the-ranks up t the maximum f their salary ranges. Prprtin f the perating budget used fr executive cmpensatin PRH expends 7.6% n Administrative expenses. The Cmparative grup f hspitals used in this evaluatin expends n average 10.8% n Administrative Expenses. Impact f salary cmpressin n attracting and retaining talent In , the hspital recruited several psitins in its nn-executive categry and tw f three candidates were recruited frm majr urban centers. Specialized talent is mst ften nt available in the lcal cmmunity ften resulting in higher than market rates t attract talent t ur cmmunity. Expansin in the peratins. PRH cntinues t grw as a reginal health care prvider including the recent additin f MRI as well as an Orthpedic Prgram that is further expanding the Hspital s rle. The Hspital plays a key rle in reginal initiatives within the Champlain LHIN and is nw the lead rganizatin fr Health Links in ur Sub-Regin.

A final submissin will be sent t the Ministry f Health fr apprval in late May 2018.
