1 Steering Cmmittee f the Glbal Nuclear Safety and Security Netwrk (GNSSN) Attachment 1 Terms f Reference April 2012 Intrductin The glbal nuclear safety and security framewrk is the glbal framewrk fr achieving and maintaining a high level f safety and security at nuclear facilities and activities wrldwide. Natinal effrts are and shuld be augmented by the activities f a variety f internatinal enterprises that facilitate safety and security: intergvernmental rganizatins, multinatinal netwrks f peratrs and regulatrs, technical supprt rganizatins, the nuclear industry, multinatinal netwrks amng scientists, rganizatins that are respnsible fr setting internatinal standards, and ther stakehlders such as the public, news media and nn-gvernmental rganizatins that are engaged in nuclear safety. The Safety Requirements publicatin The Management System fr Facilities and Activities (IAEA Safety Standards Series N. GS-R-3, Vienna, 2006) requires that infrmatin and knwledge be managed as a resurce. Accrdingly, the GNSSN, which is a crnerstne f the glbal nuclear safety and security framewrk, aims t prmte the sharing f safety- and security-relevant infrmatin and knwledge amng the glbal expert cmmunity. Netwrking has been recgnized by the Member States f the Internatinal Atmic Energy Agency (IAEA) as a very effective instrument fr enhancing the exchange f knwledge and experience essential t the implementatin f apprpriate safety and security measures. GNSSN is an inclusive cncept that brings tgether, links and cmplements all existing netwrks and initiatives. 2 Attachment 1 The GNSSN s missin is defined as fllws: T ensure that relevant knwledge, experience and lessns learned related t nuclear safety and security are managed and shared fr the benefit f Member States. T enable and supprt the cllabratin and the interactin between rganizatins and subject matter experts. The bjectives f the GNSSN are: 1. Enhancing safety and security thrugh internatinal cperatin; 2. Sharing infrmatin and best practices; 3. Enabling adequate access t relevant safety and security infrmatin and prmting the disseminatin f this infrmatin; 4. Implementing active cllabratin in the relevant areas related t safety and security, including jint prjects and peer reviews; 5. Enabling synergies amng existing netwrks and initiatives; 6. Infrming the public abut the relevant safety and security areas and abut internatinal cllabratin effrts in these areas; and 7. Prmting capacity building. The purpse f this dcument is t define the functin, membership, wrking methds, and resurces f the Steering Cmmittee f the GNSSN. Functins The Steering Cmmittee f the GNSSN is a standing bdy f suitably qualified persns with respnsibilities in nuclear safety and/r security wh have recgnized expertise in regulatry matters and nuclear knwledge management. The functins f the Steering Cmmittee are: T prvide guidance n the apprach and strategy fr the GNSSN; T prvide a frum fr the exchange f infrmatin n nging wrk r fr planned netwrk-related activities; T ensure that the infrastructure prvided by the IAEA maintains the GNSSN s rle as a wrldwide frum fr sharing existing and new nuclear safety and security knwledge; T facilitate the develpment f capacity building amng the participating cuntries; T strengthen shared wnership and cmmitment f nuclear safety and security knwledge frm all cuntries participating in the GNSSN; T review the prgress f planned activities and apprve prpsed activities; T respnd t imprtant current and emerging safety r security issues, t identify necessary actins t be taken, and t determine the need fr additinal infrmatin; 2

3 Attachment 1 T establish wrking grups t address emerging safety r security issues; T undertake peridic evaluatins f the prgress f the GNSSN; T apprve the membership f rganizatins and netwrks; T prmte clser cperatin and crdinatin with ther internatinal bdies, rganizatins and netwrks; and T establish plicy regarding data and infrmatin security. Membership The Steering Cmmittee shall have at least 11 and n mre than 17 members, including a Chairpersn and a Vice-Chairpersn. The IAEA Deputy Directr General, Head f the Department f Nuclear Safety and Security, will seek t ensure a balance f reginal appraches and experience in the areas cvered by the GNSSN. He/she will request Member States t nminate as members f the Steering Cmmittee suitably qualified persns with respnsibilities in nuclear safety and/r security wh have recgnized expertise in regulatry matters and nuclear knwledge management. The Deputy Directr General, Head f the Department f Nuclear Safety and Security, will appint the members f the Steering Cmmittee fr a term f tw years. The Chairpersn f the Steering Cmmittee is recmmended and appinted by the Steering Cmmittee, and will serve fr a term f tw years. In additin t the Steering Cmmittee members, the chairs f the wrking grups fr the thematic technical subjects may be invited t participate in the Steering Cmmittee meetings. Representatives f reginal netwrks r internatinal rganizatins may be invited t participate in Steering Cmmittee meetings as bservers. Wrking Methds The Steering Cmmittee will meet as needed, thugh in any case at least nce a year. The Steering Cmmittee will be cnvened by its Chairpersn thrugh ntificatins t be issued by the Scientific Secretary. The Steering Cmmittee will establish wrking grups n specific issues as necessary. Decisins are t be made by cnsensus. Meetings will be cnducted in English. 3

4 Attachment 1 Resurces The Secretariat will prvide all the resurces necessary t permit the efficient wrking f the Steering Cmmittee. A Scientific Secretary t serve the Steering Cmmittee will be designated by the IAEA. All csts invlved in the participatin f a Steering Cmmittee member will be brne by the nminating Member State. Shuld the need arise, hwever, the IAEA might prvide sme financial assistance, subject t the availability f funds and upn fficial request frm the Member State. 4

5 Attachment 2 The Cntact Pint: Rles and Respnsibilities March 2013 Intrductin 1. The Cntact Pint is the principal interface between the Internatinal Atmic Energy Agency (IAEA) and a natinal regulatry bdy. The rle f the Cntact Pint has been recgnized as pivtal in ensuring prmtin f the Natinal Nuclear Regulatry Prtal (NNRP) system and in enhancing its recgnitin and use by rganizatins invlved in issues related t nuclear safety and security in a Member State. 2. The Cntact Pint prvides the fcus fr all NNRP related matters in a Member State. As a cnsequence, the duties f the Cntact Pint encmpass much mre than administrative prcesses. They cver leadership, strategic thinking, peratinal management, supervisin, crdinatin and relatinship building with a wide range f stakehlders. Aspects that require particular attentin are the fllwing: A Cntact Pint wh is aware f issues, trends and needs and wh engages in cntinuus dialgue and exchange f infrmatin with cunterparts can play a valuable facilitating rle, with respect t bth the natinal regulatry bdy and the GNSSN Secretariat, in addressing prblems; A Cntact Pint respnsible fr mnitring lessns learned and best practices, and serving as a fcal pint fr knwledge preservatin and retrieval, is able t ensure mre effective cllabratin and knwledge sharing n the NNRP; Better cmmunicatin with key stakehlders, in line with gvernment plicies and appraches, increases the relevance and effectiveness f the NNRP; Rle and Respnsibilities 3. The rles and respnsibilities are presented belw primarily in the cntext f the Cntact Pint s functin, but equally pertain t the crrespnding institutinal respnsibilities f the Cntact Pint ffice r unit. The Cntact Pint: Serves as the principal fcal pint fr the prvisin f advice t the natinal regulatry authrity n all aspects f the NNRP. Builds a knwledge base fr develpment f the NNRP thrugh liaisn with natinal agencies invlved in nuclear safety and security matters, and identifies ptential areas fr cllabratin and dnr participatin. Ensures that the benefits f using the NNRP are knwn and understd by relevant natinal rganizatins and bdies and end users. Serves as a resurce centre fr knwledge abut the NNRP and abut end users. 1

6 Attachment 2 Takes a leading rle in aligning the NNRP t natinal pririties in nuclear safety and security related matters; Interacts with the GNSSN Secretariat in the frmulatin, design, planning and develpment f the NNRP. Cntact Pint Prfile 4. The selectin f the Cntact Pint is the respnsibility f the Member State. The Cntact Pint prfile presented belw shuld be regarded as guidance in this regard. 5. Each Member State participating in the GNSSN is requested t appint a senir fficial with apprpriate managerial and technical cmpetence t serve as the Cntact Pint. The Cntact Pint shuld be endwed with the apprpriate authrity, resurces and infrastructure t fulfil the respnsibilities utlined abve. 6. In sme Member States, the wrklad may be t heavy fr a single Cntact Pint, especially if he/she hlds a senir management psitin dealing als with issues unrelated t the IAEA. Specific duties culd be assigned t Cntact Pint Assistants in rder t imprve verall management. 7. The effectiveness f the Cntact Pint is highly dependent upn a set f cmpetencies that reflect cre knwledge and judgement, management aptitudes, and leadership skills t drive practively the cperatin prcess with a results-based apprach and t inspire innvatin and rganizatinal learning. 8. Desired qualificatins f the Cntact Pint are: A senir gvernment fficial with a degree in management and/r science and technlgy; Recgnized qualificatins r equivalent wrking experience in internatinal relatins; Excellent cmmunicatin skills in rder t netwrk and deal with all levels f gvernment and develpment partners; Demnstrated abilities in leadership and initiative; Prficiency in English, the primary wrking language f the IAEA; Capability t wrk interactively with cmputer systems. 9.
