A Board member may request an item be moved to the regular agenda for discussion. As applicable, consent agenda items have been recommended by the Technical Advisory Committee (TAC) for approval. A. Approve Minutes August 10, 2017 B. Time Extension for TPO Consultant Services Authorization (CSA) Roadway Safety Audits The subject request extends the project completion date from December 9, 2017 to February 22, There is no change to project funding.

Approve Draft Amendment to Fiscal Years 2016/ /18 Unified Planning Work Program (UPWP) FDOT has requested the TPO to amend the UPWP to reflect a shift in funding ($2,900) from FY 2016/17 to FY 2017/18. D. Approve Amendment to Metropolitan Planning Organization Agreement Contract No. G0B49 Staff requests the Board authorize the TPO Chairman to execute a revision to the referenced agreement to reflect the shift in funds from FY 2016/17 to 2017/18 in the TPO s UPWP. This is a companion to Item 6.C. 7. OTHER ACTION ITEMS A. Review/Comment on Florida Department of Transportation and Florida s Turnpike Enterprise FY 2018/ /23 Draft Tentative Work Programs (TAB 2) Following a review of the draft work program, staff will request the Board to adopt TPO Resolution and other recommendations related to the draft program. The TAC recommends approval. B. Review/Approve Draft Resolution TPO Resolution Urging the Florida Legislature to Enact Legislation Making Texting While Driving a Primary Offense (TAB 3) The Polk Vision Pedestrian Bicycle Safety Team and the TAC recommend approval. C. Review/Approve Draft TPO Resolution Requesting the Florida Legislature to Enact Legislation that Increase the Protection of Vulnerable Road Users (TAB 4) The Polk Vision Pedestrian Bicycle Safety Team and the TAC recommend approval. D. Schedule TPO Board Meeting for December 14, 2017 Staff requests the Board schedule a meeting on December 14, 2017 at 9:30 a.m. in the BoCC Commission Board Room. The primary agenda items will include Central Polk Parkway Segment 1 and the US 27 Corridor Study. 8. PRESENTATIONS A. SR 570 (Polk Parkway) at Braddock Road Interchange Project Development and Environmental (PD&E) Study (TAB 5) The project consultant will provide an overview of the study process and highlight the preferred improvement alternative. 3 B. Update on Pledge to Slow Down Campaign Staff will provide a campaign update and premiere the newest public service announcements. C. Providing Safe Routes to Schools (Tab 6) 1. Safe Routes to Schools Program School Sidewalk Coverage Analysis Staff will provide an overview of the Safe Routes to Schools Program and a recent inventory of sidewalks within a 1 mile radius of schools. 2. Polk Vision Efforts Kim Long, Polk Vision Executive Director, will share how Polk Vision is aligning agency and community resources to promote safe routes to schools. 9. CALL TO ORDER Chairman Don Selvage called the TPO Board meeting to order at 9:01 a.m. 2. CHAIRMAN S ANNOUNCEMENTS Chairman had no announcements. 3. CONFIRMATION OF QUORUM Ms. Annette Crews, Polk TPO staff, confirmed a quorum of 15 voting members. Mayor Rodney Cannon, City of Frostproof represented the South County Block and Mayor Marlene Wagner of Town of Lake Hamilton represented the East County Block. 4. OPPORTUNITY FOR PUBLIC COMMENT Chairman Don Selvage opened the floor for public comment. Seeing none, the floor was closed. 5. AGENDA REVIEW Mr. Ronnie Blackshear, Long Range Planning Director TPO Staff, reviewed the action items on the agenda which included the amendment to the TIP, with several presentations and reports. There were no changes to the printed agenda and no added remarks. 6. CONSENT AGENDA Motion: Motion to approve the Consent Agenda made by Commissioner George Lindsey, seconded by Commissioner Jim Malless. Motion carried without dissent. 7. OTHER ACTION ITEMS A. Public Hearing on Draft Amendments to the FY 2017/ /22 TIP Mr. Ronnie Blackshear, Long Range Planning Director TPO Staff, reviewed the TIP Program for the board. Recommended the board approve. Roll Call vote was required. Unanimous Vote. Motion carried without dissent. No public comments. Page 2 of 4

Request/Approve Changes to TPO Board Meeting Schedule Mr. Blackshear, Long Range Planning Director TPO Staff, requested that the board approve the request to change the TPO Board meeting schedule which included canceling the Oct 12, 2017 and the Dec 14, 2017 meetings and rescheduling a meeting for Nov 9, The TAC meeting has also been rescheduled for October 26, No questions or comments about the schedule change. Commissioner George Lindsey asked question about the Highway 60 transportation updates. Mr. L.K. Nandam, FDOT, commented about the project completion and where the project is on the priority list. Motion: Motioned by Commissioner George Lindsey, Seconded by Commissioner Bill Reed. Motion carried without dissent. 8. PRESENTATIONS A. SR 655 (Recker Hwy)/CSX Railroad Crossing Project Development and Environmental (PD&E) Study- Patrick Bateman, FDOT, presented to the board an update on the Recker Highway project and an overview on what phase the project is in. Mr. Bateman introduced Tyler Wallum from Volkert and he explained the goals for the Recker Hwy PD&E Study. The Study will evaluate and document the engineering and environmental effects of replacing the existing at-grade crossing at the CSX crossing and Recker Hwy. Commissioner John Hall asks about the businesses that would have to be relocated. No other questions or comments. B. Update on Pledge to Slow Down Campaign- Ms. Tina Mann, Communications Specialist, provided an update on the Pledge to Slow Down Campaign. The Pledge to Slow Down Campaign has currently around 184 online completed pledges. Presentations will be following in the next couple of weeks at local partners involved with the campaign. The second public service announcement which is the newest was shown to the board. 9. FLORIDA DEPARTMENT OF TRANSPORTATION REPORT Ms. Lori Carlton, FDOT, gave an overview of the E-Public Hearing that will be taking place during the week of Oct 16-20, 2017 and that the location has yet to be determined. Work Program Staff member Ms. Charlene Ross, FDOT, was presented as a shadow. 10. Communications and Reports A. Status of Multi-Use Trail Projects- Mr. Kordek, TPO Staff, presented a slideshow for projects that have been completed and projects that are in the process of being completed. Commissioner Melony Bell commented on the timeline for the connectivity of the trails. B APA Neighborhood Mobility Audit Award- Chairman Selvage announced that the Polk TPO received the Best Practices Award for Excellence in July 2017 for the Neighborhood Mobility Audits and will receive recognition along with Xiomara Meeks at the APA Conference in September OPPORTUNITY FOR PUBLIC COMMENTS None Page 3 of 4

19 Florida s Turnpike Enterprise Tentative Five-Year Work Program - FY 2018/19 thru FY 2022/23 Summary of Projects FDOT District One DISTRICT ONE PROJECT OVERVIEW Florida s Turnpike Enterprise continues to make project investments in District One. WHEREAS, the TPO s Adopted Polk County 2040 Long Range Transportation Plan contains capacity road projects that are needed to maintain and improve Polk County s transportation system; and WHEREAS, local governments in Polk County have included these capacity road projects as part of their respective comprehensive plans to provide the foundation for community planning; and WHEREAS, annually the Polk TPO adopts priority transportation projects as input to the development of Florida Department of Transportation s (FDOT) Five Year Work Program; and WHEREAS, it is a basic tenet that the highest priority is to maintain the production schedule of capacity road projects that have been funded for construction; and WHEREAS, local governments need to rely on the stability of the FDOT s Five Year Work Program to make appropriate and informed land use decisions; and WHEREAS, the Florida Department of Transportation s (FDOT) Adopted Fiscal Years 2017/ /22 Work Program includes the construction phase for the widening of SR 542 from Buckeye Loop Road to US 27 in FY 2020/21 at a programmed amount of $46.8 million; and WHEREAS, the FDOT s Draft Tentative Fiscal Years 2018/ /23 Work Program proposes to delete this construction phase (defer it beyond the next five years); and WHEREAS, SR 542 (Dundee Road) is located in east Polk County the fastest growing portion of the county, and the widening of SR 542 needs to occur in a timely manner to serve the increasing travel demand; WHEREAS, the Draft Tentative Fiscal Years 2018/ /23 Work Program also includes the proposed reduction in funding and deferral of the following projects: US 92 (New Tampa Highway), County Line Road to Wabash Avenue Rights of Way (ROW) Acquisition for 2 to 4 Lane Widening Funding Reduction = $11.6 Million ROW Phase Deferred from FY 2020/21 to FY 2022/23 US 98, Edgewood Drive to East Main Street Rights of Way Acquisition Phase for Widening or Multi Modal Improvements Funding Reduction = $3.4 Million ROW Phase Deferred from FY 2019/20 to FY 2021/22

63 Polk TPO Resolution Page 2 WHEREAS, previous versions of the FDOT work program included additional construction funding for facilities on the Florida Strategic Intermodal System (SIS), namely, the SR 60 grade separation (overpass) over the CSX railroad and the widening of US 27 south of SR 60 in the Lake Wales area; and WHEREAS, the projects proposed for deletion or funding reduction/deferral are all priority transportation projects for the Polk TPO, and the timely completion of these projects is needed to support existing and approved land uses in the affected communities. NOW, THEREFORE, BE IT RESOLVED, by the Polk Transportation Planning Organization (TPO) at its regular meeting convened on November 9, 2017: 1. The Polk TPO objects to the proposed deletion of the construction phase for the widening of SR 542 (Dundee Road) from Buckeye Loop Road to US 27 and the deferral of projects on US 92 and US 98; and 2. The Polk TPO requests the State of Florida to provide adequate funding for the Florida Department of Transportation to restore the funding and schedule for these projects at the earliest opportunity. 3. 65 RESOLUTION Agenda Item 7B TPO Board Meeting 11/09/2017 RESOLUTION OF THE POLK TRANSPORTATION PLANNING ORGANIZATION (TPO) URGING THE FLORIDA LEGISLATURE TO ENACT LEGISLATION THAT WOULD MAKE TEXTING WHILE DRIVING A PRIMARY OFFENSE. WHEREAS, according to the Virginia Tech Transportation Institute, texting while driving makes the likelihood of a crash 23 times greater than driving while not distracted; and WHEREAS, the National Highway Traffic Safety Administration (NHTSA) reported an estimated total of 967,000 crashes in the United States involving distracted drivers in 20 14, and these crashes resulted in 3,179 fatalities and 431,000 injuries; and WHEREAS, drivers who text and drive take their eyes for an average total of 23 seconds and double the risk of a crash or near crash; and WHEREAS, while anything that takes your eyes off the road, hands off the wheel, or mind off the task of driving for an unreasonable amount of time can be dangerous, there is heightened concern about the risks of texting while driving because it combines all types of distraction manual, cognitive and visual; and WHEREAS, in 2013 the Florida Legislature passed the Florida Ban on Texting While Driving Law, which made texting while driving a noncriminal traffic infraction and secondary offense; and WHEREAS, a secondary offense is an offense for which a law enforcement officer can issue a ticket only if a driver has been pulled over for committing another traffic violation; and WHEREAS, as of March 2016, 46 states, the District of Columbia, Puerto Rico, Guam and the U.S. Virgin Islands have banned texting while driving for all drivers; and WHEREAS, Florida is only one of 5 states that do not enforce the ban on texting while driving as a primary offense; WHEREAS, the Polk TPO has adopted a goal of zero traffic related fatalities and has initiated focuses efforts to improve traffic safety; and WHEREAS, the Polk TPO recognizes the critical need to reduce distracted driving in order to save lives. NOW, THEREFORE BE IT RESOLVED, that the Polk Transportation Planning Organization urges the Florida Legislature to enact legislation that would make texting while driving a primary offense. 68 RESOLUTION RESOLUTION OF THE POLK TRANSPORTATION PLANNING ORGANIZATION (TPO) URGING THE FLORIDA LEGISLATURE TO ENACT LEGISLATION THAT INCREASES THE PROTECTION OF VULNERABLE ROAD USERS. WHEREAS, a vulnerable road user is defined by Section , Florida Statutes, to include a pedestrian, including a person actually engaged in work upon a highway, or in work upon utility facilities along a highway, or engaged in the provision of emergency services within the right of way; and a person operating a bicycle, motorcycle, scooter, or moped lawfully on the roadway; and WHEREAS, there is proposed legislation pending before the Florida Legislature that will require drivers to vacate lanes closest to, or to reduce speed and pass, vulnerable road users; and WHEREAS, the proposed legislation would require motorists approaching a vulnerable road user on a multi lane road (two or more lanes in the same direction of the vulnerable road user) to change lanes before passing them, if a change of lanes can be accomplished safely; and WHEREAS, the legislation would require motorists traveling on a two lane road to slow down and pass a vulnerable road user at a distance not closer than four feet to the vulnerable road user; and WHEREAS, the Polk TPO has established a goal of zero traffic related fatalities and placed a special focus on the need to reduce pedestrian and bicycle crashes crashes that involve vulnerable road users; and WHEREAS, additional protection for vulnerable road users is consistent with the Polk TPO s Complete Streets Policy. NOW, THEREFORE BE IT RESOLVED, that the Polk Transportation Planning Organization urges the Florida Legislature to enact legislation that increases the protection of vulnerable road users. 73 Safe Routes to School Technical Memorandum November 3, 2017

74 Introduction As part of the Polk Transportation Planning Organization s (TPO) Strategic Plan, the TPO is committed to offer assistance and increase local government participation in the Safe Routes to School (SRTS) program. The purpose of this document is to provide information on funding available under the SRTS program, as well as other funding opportunities. Additionally, this technical memo provides information on the SRTS application requirements. In 2017 a sidewalk and street lighting inventory and analysis was performed by the TPO to identify specific infrastructure improvement recommendations within a 1 mile radius of public schools in Polk County. This analysis indicated approximately 28 percent (179 miles) of the major roads (arterials and collector roads) within 1 mile of a public school in Polk County do not have sidewalk. Through the detailed sidewalk and lighting analysis performed on the top 10 schools with the least amount of sidewalk, 59 infrastructure improvements were identified totaling 23 miles of needed sidewalk improvements. The TPO has secured dedicated funding from the Florida Department of Transportation (FDOT) to evaluate sidewalk needs for additional schools in the near future. Safe Routes to Schools History The SRTS program was established in September 2005 as a federally funded program through the Federal Highway Administration (FHWA). SRTS provides funds to improve the ability of students to walk and bike to school safely 1 through infrastructure and non infrastructure improvements. The SRTS Program is a competitive process managed by the Department of Transportation s (DOT) local districts. The purpose of this technical memo is to provide some history of the SRTS program, as well as Polk County s participation efforts to date. From 2005 to 2012, under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users (SAFETEA LU), the federal government set aside just over $1 billion dollars solely dedicated to Safe Routes to School programs. The next transportation bill, Moving Ahead for Progress in the 21 st Century (MAP 21) signed in June 2012 decreased SRTS funds to $800 million per year by combining together other bicycle and pedestrian programs under one program known as the Transportation Alternatives Program (TAP). As a comparison, prior to MAP 21, SRTS alone was funded at $202 million per year. Under TAP, Safe Routes to School Programs had to compete against other bicycle and pedestrian projects, as well as other environmental mitigation and boulevard construction projects. 2 Additionally, under MAP 21, SAFE ROUTES TO SCHOOLS TECH MEMO 1 POLK TRANSPORTATION PLANNING ORGANIZATION

75 SRTS projects included a required 20% local match. With the passing of the latest transportation bill, Fixing America s Surface Transportation Act (FAST Act) in 2015, federal funds for SRTS remained under TAP but were renamed as STP (Surface Transportation Program) Set aside. Funds available under TAP received a slight increase at $835 million available nationwide per year with an increase to $850 million in years Funds for SRTS were preserved as a sub program of the STP Set aside and managed directly from local DOT District offices. Under FAST Act, the required 20% local funds match requirement was removed and the SRTS program was extended to include High Schools which were ineligible in the past. 76 District 1 approved approximately $2,000,000 for SRTS projects. At this time, Polk TPO is working with Polk County Roads and Drainage on a SRTS project for Inwood Elementary. The SRTS application deadline is December 29, We expect a response for the Inwood Elementary SRTS application from FDOT in August SRTS Application Requirements Completing a SRTS application is a labor intensive and competitive process. There are many requirements and caveats to prepare a favorable application. Please note this technical memorandum is not intended to replace SRTS guidelines provided by FDOT. The intent of this technical memo is to share additional information staff encountered during the recent Crystal Lake Elementary SRTS application process in For FDOT guidance, please visit: Programs/Safe Routes_application.shtm. ATTEND A FDOT SRTS WORKSHOP First step for the 2017 application cycle is to attend a mandatory SRTS FDOT training workshop. This was a requirement added in 2016 by FDOT of all future applications submitted. Those who have not completed the SRTS training will not be able to submit a SRTS application until that time when they complete the SRTS FDOT training. RESPONSIBILITIES OF A SRTS COMMITTEE One of the requirements for a successful SRTS application is to establish a SRTS Committee. This committee can start with an existing committee such as School Advisory Council, Parent Teacher Association, or a Community Traffic Safety Team. FDOT suggests bringing the right people together approach: 1. Engineering: Local County or city engineer to create operational and/or physical infrastructure improvements. 2. Education: Teachers working with students to promote safe walking/biking behaviors. 3. Encouragement: PTA or School Staff created events and activities to promote walking and biking. 4. Enforcement: Local law enforcement and crossing guard programs. 5. Evaluation: Designated person to monitor and document changes in walking/biking behaviors. A kick off meeting is a great opportunity to explain the program and gather interested individuals. Additionally, it would give the applicant an opportunity to define the Committee s vision and purpose. Advertising the kick off meeting on the school s website, school s calendar or social media site is a great way to promote the committee. The SRTS Committee should identify the current problems with walking or biking to school and be made up of many partners. Students and neighbors of a proposed project should be involved. A walking audit can be performed to analyze walking/biking conditions near the school. This walking audit can be attended by as many people as you d like.
