AN ORDINANCE TO MAKE TEMPORARY APPROPRIATIONS FOR 2018 TO VARIOUS DIVISIONS OF THE VILLAGE GOVERNMENT FOR EACH OF THE SEVERAL OBJECTS FOR WHICH THE VILLAGE OF McDONALD, OHIO, HAS TO PROVIDE OUT OF THE MONIES KNOWN TO BE IN THE TREASURY OF SAID VILLAGE DURING THE YEAR FROM THE COLLECTION OF ALL THE TAXES AND FROM ALL OTHER SOURCES OF REVENUE FOR NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF McDONALD, TRUMBULL COUNTY, STATE OF OHIO, that: Section I. Section II. Except in the matter of payrolls provided for the payments of the salaries of the officers and employees regularly employed by the Village and extraordinary emergencies, no warrant shall be issued in liquidation of vouchers unless an order is duly made that there are sufficient funds appropriated to the credit of the proper funds from which the expenditures are to be made. Section III. This Council is not making specific appropriations for each item of every classification hereinbefore contained, but only for the total for each department and subdepartments shown in the final column. The itemized classification shall, however, constitute limitations on the power of the several department heads as granted in Section II, and no such officer or board shall make any expenditure for any other purpose in an amount other than that of the particular classification. Provided, however, that transfers be made from one classification to another within the same fund by the Fiscal Officer as long as the sum of the appropriations for that fund are not exceeded, and in excess of said fund sum when authorized by Ordinance or Resolution of Council.

The passage of this Ordinance and all deliberations relating to the passage of this Ordinance were held in open meetings in accordance with the provisions of Ohio Revised Code Section Section V.
