Public Comments Foltz asked about the cameras for the Commission Chambers, Courthouse Plaza area bricks being replaced, safety of West 60th intersection, Pottawatomie and Riley County lines, and why a local wrecker service can put RCPD on the invoice and charge $120 for it. Wells stated there is no state law, which prohibits a private company from putting a specific charge on their bills. Board of Riley County Commissioners Page 1

2 Wells said he spent time on W. 60th and stated the road can be negotiated easily. Commission Comments 2. Commission Comments Wilson's Comments: Monday I attended the Intergovernmental Luncheon. Thank you to Deputy County Counselor Craig Cox for presenting about the recent tax foreclosure auction. Wednesday I caught up on some Kansas Government Journal magazines from the League of Kansas Municipalities. This morning I attended the Good Morning Manhattan breakfast hosted by the Chamber of Commerce, where we heard informative presentations about the Chamber s Advantage Manhattan economic development campaign, KSU Housing and Dining projects, and the Manhattan Regional Airport. Airport Director Jesse Romo announced that demand and usage of the airport is good for the current number of flights and that to get more flights and routes we need to show high enough demand with a few more people each day utilizing the current flights. Rodriguez's Comments: Activities week of 1-23 to Attended the monthly intergovernmental meeting on Monday, Craig Cox made a presentation on the most recent property Tax Sale that Riley County held. Tuesday caught up some paper work in the office. Also witness the swearing in of BeEtta Stoney to be a member at large of the Law Board. Wednesday met with Craig Beardsley of the Law Board to discuss some concerns with Steve Thurlow. I feel that the meeting went well and was productive. I will be having more of these type meeting. Attended the legislative Local Government Day in Topeka on Wednesday had lots vigorous of discussions with our representatives, which made it very interesting and educational. 3 Wells' Comments: Wells said he attended the Intergovernmental Meeting where Cox discussed the Tax Foreclosure Sale. Wells stated he received a letter from KSU regarding setting up a meeting with President Myers to discuss the location of the Emergency Services facility. Wells reported he has spent a lot of time on Facebook and discussing the Leaders Retreat being held out of town. Business Meeting 3. Sign a Tax Roll Correction for Sunflower Bank Move to approve the Tax Roll Correction for Sunflower Bank ( ) for tax year This results in a decrease in tax dollars of $1, Sign a Tax Roll Correction for the Paul B. Irvine Trust and the Mary Beth Irvine Trust Move to approve the Tax Roll Correction for the Paul B. 4 LEPC Membership List Update Move to the accept Riley County LEPC membership list as updated and sign letter to CEPR. 7. Selection of Board of County Commissioners Representative on Joint Land Use Study (JLUS) Policy Committee to Replace Robert Boyd Move to appoint Commissioner Rodriguez to replace Robert Boyd as a representative of Riley County on the Joint Land Use Study Policy Committee. 8. Sign Riley County Personnel Action Form(s) The Board of County Commissioners signed Riley County Personnel Action Forms for the following: Trisha Parrack, a new hire, as an Administrative Clerk II - Utilities, in the Public Works Department, at a grade J step 1, at $17.09 per hour. Earlisha Killen, a new hire, as a Breastfeeding Coordinator, in the Health Department, at a grade F step 3, at $15.07 per hour. Cassie Volanti, for other (extend position with grant funding through June 16, 2017), as an As Needed Clerical Assistant, in the Emergency Management Department, at a grade D step 1, at $12.76 per hour. 9. 5 Review Minutes 10. Board of Riley County Commissioners - Regular Meeting - Jan 23, :30 AM Move to approve the minutes. ACCEPTED AS AMENDED [UNANIMOUS] Review Tentative Agenda 11. Tentative Agenda Press Conference Topics 12. Discuss Press Conference 9:30 AM Craig Cox, Deputy County Counselor 13. Administrative Work Session Cox discussed Lakeside Heights sewer and water district proposed expansion projects. Cox discussed the Fairmont Heights sewer benefit district connection to the City of Manhattan services. Cox discussed code enforcement items with the Board. Cox stated after the 2017 tax foreclosure case in July or August, the next one can begin in September which will be a one tax year case which will allow us to keep up annually with only one year of taxes eligible to be foreclosed. 9:50 AM Craig Cox, Deputy County Counselor Board of Riley County Commissioners Page 5

6 14. Resolution Authorizing Real Estate Tax Foreclosure Sale Cox presented the resolution authorizing the 2017 Real Estate Tax Foreclosure Sale. Move to approve "Resolution No , A Resolution authorizing real estate tax foreclosure sale. 10:05 AM Board of County Commissioners 15. Commission Goals Wilson stated he requested the session to look at priorities such as the Fort Riley Firing Range and EMS facility. Wells agreed both of those should be priorities. Wells stated he is concerned with spending a lot of money on an EMS facility where we could be kicked out on a short notice. Wells said he has located land which he feels the County should pursue for future county needs. Wilson stated prior to the 2018 budget he would like to review the ambulance service system in Riley County. Rodriguez stated he would like to look at the ambulance service also. Vargo stated he will contact David Adams and have Tami Robison begin working on gathering data on ambulance services. Wells said we need to work on the replacement of the radio system. Rodriguez stated he feels all commissioners should be paid the same. Wells stated one of his goals is to address the commissioners pay. The Board discussed commissioner pay. Move to approve all County Commissioners' pay be $43, for Board of Riley County Commissioners Page 6
