Echange de vues sur la situation du marché du sucre. Exchange of views on the sugar market situation. The representative of the Commission presented the sugar market situation and its evolution since the last meeting... A. Information, conformément aux articles 3, 4 et 4bis du Règlement (CE) N 95/006, sur les prix moyens du sucre blanc communautaire et les quantités et prix du sucre ACP importé. Information, in accordance with Articles 3, 4 and 4bis of Regulation (CE) N 95/006, on the average prices of community white sugar and quantities and prices of imported ACP sugar. Les Etats membres ont été informés de l'évolution des prix de marché mondial et de l'union Européenne. EU average prices for March is 49 /ton up from 44 in February. World market prices are around 38 /ton. Request for import licences from EPA- EBA are tonnes lower compared to last years' requests for the first eight months of MY 04/5. Still no interest in CXL sugar. B. Etat des communications des Etats membres à la Commission et information statistique sur le marché du sucre. 2 .3. Divers A.O.B Distribution des documents habituels. Member States provided information on the areas sown with beet. In general a substantial reduction is expected. A MS requested information on the progress of the Delegated act and the implementing act on import licences for sugar imports from the ACP-LDC countries. The Commission replied that the draft Delegated Act will be sent to MS next week for proofreading of the various language versions. As to the Implementing Act, this has been entered into Inter Service Consultation. A MS requested whether any subjects could be proposed for the next meeting of the sugar expert group. It suggested continuing the discussion on voluntary coupled support. The Commission replied to a question from a MS on inward processing. CEREALES CEREALS.. Echange de vues sur la situation du marché des COP. Exchange of views on the COP market situation. The Commission representative presented the cereal and oilseeds market situation and the EU cereals and oilseeds trade for the 04/5 marketing year (July March)... Echange de vues sur les conditions climatiques. Exchange of views on climatic conditions. The Commission representative presented agro-meteorological updates on temperature and rain, informed about extreme weather events and area of concerns, the winter crop development, the weather conditions around sowing activities and pasture productivity..3. Echange de vues sur les prévisions COP et le bilan 05/06. Exchange of views on the COP forecast and the 05/06 balance sheet. Le représentant de la Commission a présenté, pour le secteur des céréales ainsi que pour le secteur des oléagineux-protéagineux, une mise à jour des bilans 04/5 et 05/6. One MS informed about the first official sowing estimations and another MS informed about drought concerns in some regions..4. Information sur abatimento 04 et 05. Information on the 04 and 05 abatimento. The Commission representative informed about the 04 and 05 'abatimento': of the 500,000 t of maize quota available for Portugal 309,60 t (6%) has been used, whereas of the,000,000 t available for Spain,56,376 t (63%) has been taken. As for sorghum 4,080 t has been committed so far under the 05 'abatimento' quota of Spain (300,000 t).

The Commission representative presented the rice market situation and reminded the MS to send their estimates on their 05 rice area by 5 June to: agri-c4@ec.europa.eu.. One MS wanted to emphasise again the concerns over the high level of EBA imports and informed about possible irregularities concerning price paid to rice producers in Cambodia..6. AMIS: Information sur la réunion du Groupe d'information des 4 & 5 mai. AMIS: Debriefing of the Information Group of 4 & 5 May. The Commission representative informed about the seventh meeting of the Global Food Market Information Group. One MS asked whether the Commission's presentation on the price volatility study could be made available and the Commission representative announced that the presentation will be made in one of the next Committees. Another MS asked about a coordination meeting on rice yields. The Commission representative confirmed that there will be a technical expert meeting on "yields coefficients" end of September with participation of the FAO..7. Divers AOB Le représentant de la Commission a informé les délégués qu'au cours d'un prochain comité le Président du CEN (organisme européen en charge des méthodes d'analyse de la qualité des céréales) présenterait une nouvelle méthode de détermination des impuretés relative au maïs, soit la norme EN Regulation (EU) No 600/04 of the European Parliament and of the Council of 5 May 04 on markets in financial instruments provides in article 40 and 4 that 'the public bodies competent for the oversight, administration and regulation of physical agricultural markets under Regulation (EC) no 34/007' should be consulted when measures are taken concerning the prohibition or restriction of the marketing, distribution or sale of certain financial instruments or financial activities or practice. Article 40 empowers European Securitas and Markets Authority (ESMA) to take this type of decision and article 4 empowers national competent authorities designated by the Member State in the context of Directive 04/65/EU (so called Markets in Financial Instruments Directive - MiFID II). This new legislative environment will start to apply from 3 January 07. However, it is important to designate in advance at the Member State level the competent authorities for that particular purpose. ESMA would like to prepare the practical modalities of that cooperation and therefore it needs to have a list of designated regulators of physical agricultural markets. 3
4 The Member States are invited to communicate these authorities directly to the Commission services. The Commission representative asked the MS to fill in a questionnaire on transport infrastructure and storage capacity for cereals and oilseeds, made available on CircaB.
