The minutes of the Committee are adopted with unanimity.. FRANCE MARTINIQUE: corrigendum to Article 4 of Draft Implementing Decision Members are informed of the corrigendum to Article 4 of the subject RDP amendment which was approved at the RDC of 5/1/011: Article 4 (as voted): "Les dépenses nouvelles introduites lors de la révision du programme sont admissibles à compter du 10 juin 011." Article 4 (as amended): "Les dépenses nouvelles introduites lors de la révision du programme sont admissibles à compter du 5 mai 011." For the record, the Chairman asked the Committee whether there were any objections. The Committee agreed with this corrigendum. OPINION OF THE COMMITTEE 3. FRANCE - GUADELOUPE DRAFT COMMISSION IMPLEMENTING DECISION approving the revision to the RDP for the programme CCI007FR06RPO003 Présentation de la modification concernant un abondement du montant global des crédits FEADER de 1, millions d'euros dans le cadre d'un appel à projet TIC lancé par la France (plan de relance). Ce montant, transféré du PDR Hexagonal, sera injecté dans la mesure 31. Pas de discussion. Vote: La modification du PDR est approuvée avec unanimité. 4. FRANCE - LA REUNION - DRAFT COMMISSION IMPLEMENTING DECISION approving the revision to the RDP for the programme CCI007FR06RPO006 Présentation de la modification concernant un renforcement de l'axe à hauteur de 3,47 millions euros compensée par une réduction des crédits de l'axe 1; les autres axes demeurant inchangés. Amendment of Regulation 65/011 implementation of control procedures and crosscompliance in respect of RD support measures Following the RDC of 5 December 011, presentation of the draft Regulation A minor editorial correction was made to Recital 6 since that meeting. All language versions are available on Circa. Vote: The RDP modification is approved with unanimity. 6. e-governance Presentation of DG REGIO's E-Cohesion policy for the cohesion period , outlining the implications at EU and MS level and the challenges to be faced, followed by a brief description of the e-trustex re-usable data exchange platform. Presentation by the Belgian Flemish Paying Agency of the egovernance characteristics of their work, aiming to reduce the administrative burden, provide a better qualitative service to farmers, and to reduce costs and time for both farmers and the Paying Agency. Further to the RDC of 5/1/011, brief presentation by DG AGRI of the e- Governance study and of the questionnaire, which will be sent to MS' IT experts by end January/early February, with deadline for reply by 16 March. A helpdesk and dedicated address will be set up by the contractor which can be contacted in DE, EN, FR, and which will be able to reply in EN. If not yet identified, MS were invited to send the address of their contact point/it expert to AGRI-G@ec.europa.eu as soon as possible. 7. Study on administrative burden reduction associated with the implementation of certain RD measures POSTPONED. 8. Simplified costs (Re. Common Provisions Regulation, Articles 57-58) Detailed presentation of the simplified cost options and experience gained by DGs EMPL and REGIO during the period, and outline of the Commission's proposals for EAFRD Financial execution Presentation of the financial execution of RDPs at the end December 011 (end of budget year 011): payments made for each rural development financial instrument at the end of December 011, as compared to the credits available in budget year 011:

Closure of EAGGF Programmes: Of a total of 15 RDPs, 94 were closed by 13/01/01. The final balance was paid at the end of 011 for a further 13. However, as MS still have the possibility to pronounce themselves on the final balance proposed, complementary payments may be possible in 01 for those 13 RDPs. 4 A related derogation to Article 17 of Commission Regulation 883/006 was published in Commission Implementing Regulation (EU) No 1353/011, page 35. Follow up of irregularities after closure of the EAGGF programmes new procedure: Starting from 01, the Commission will send each MS annually (by end February) a list of irregularity cases remaining open for the , and programming periods. MS will be requested to confirm whether the list of open cases by programme is correct and exhaustive, or to communicate any modification; communicate any amount recovered concerning these cases in order for the Commission to issue the relevant recovery order; notify as irrecoverable all cases where there are no chances of recovery from the final beneficiary for these cases to be treated in accordance with Art. 5() of R. 1681/94. Recoveries concerning the old TRDI programmes: The MS (EU-10), concerned by the (already closed) TRDI programmes were reminded of the procedure for returning the irregular amounts to the EU budget. No discussion. A.O.B. UK: Clarification requested regarding greening requirements and AE agreements extending into the next RD Programming period. NL: BE: Regarding the Commission's written reply to the question posted by SE at the RDC of December 011, further clarification requested concerning the flexibility between axes with regard to expenditure declared at the closure of the current programming period, in particular in relation to the broadband Measure 31. Clarification requested as to whether the Strategic Monitoring Report is foreseen in 01. COM: Invitation to RDC Members to attend a conference on AKIS (Agricultural Knowledge and Innovation Systems) to be held on 5 March in Brussels.
