6 No. एनएच/उड -II/स ए डप /2017/1013 दन क: NOTICE INVITING E-TENDER (NIT) Online Electronic bids (E-tenders) are invited for and on behalf of NHPC Ltd., Uri-II Power Station, Nowpora, Tehsil-Uri, Distt.-Baramulla (J&K) (A Public Sector Enterprise of Government of India) (hereinafter referred to as the Employer ) from domestic bidders registered in India on Open Tender Basis for Supply, Installation, Testing and Commissioning of 15X5 KW Roof top Energy Efficient Solar PV Grid connected Power Plant for Uri-II Power Station through Govt. e- Procurement System of NIC (GePNIC) under Central Public Procurement Portal (CPPP). Manual bids shall not be accepted except offline submission (i.e. Tender Fee, EMD/Bid security & other supporting documents) as described in Tender document: Tender document can be viewed and downloaded from Central Public Procurement (CPPP) Portal and only electronic online bid is to be submitted on up to last date and time of submission of tender. Eligibility Criteria of the Bidder(s) - 1 -

7 3.1 Bids from those bidders who have not paid the Tender fee and EMD/ Bid Security shall not be considered. 3.2 The following minimum Qualifying criteria has been set forth for the procurement: The Bidder shall be Manufacturer/Authorized dealer/distributor of the Solar PV Module. (Only agencies submitting a general Dealership or Authorization certificate issued by the Manufacturers, without reference to any specific tender and having validity of such authorization for the considerable duration shall only be considered for determining the eligibility of the Bidder for the particular tender. Authorization issued with reference to the specific tender in favour of particular dealer/bidder will not be entertained). In case a dealer is participating in a tender on behalf of one manufacturer, he is not allowed to participate/quote on behalf of another manufacturer in this tender or in parallel tender for same item. All such bids with same make/manufacture will be rejected The bidders should have successfully completed contract for execution of similar works during last five years ending last day of month previous to the one in which applications are invited. The bidder shall provide with their Techno- Commercial Bid, Self-attested copy of Letter of Award/Supply Order, Bill of Quantities and completion certificate for above work. Similar works referred above shall mean Grid connected solar PV power plant not less than 50 KW The supplied/installed Solar PV Module should have performed satisfactorily for one year from the date of its commissioning. Note: The bidder shall submit notarized copy of successful completion & performance certificate issued by purchaser/owner Bidder should possess a valid ISO certification, valid IEC Certificate i.e. IEC-61215, IEC and IEC (1&2) as per MNRE guidelines. 3.3 The bidder should submit copy of PAN Card and TIN Registration. 3.4 The bidder should submit copies of original documents defining the constitution or legal status, place of registration and principal place of business; written power of attorney of the signatory of the Bid to commit the Bidder. 3.5 The bidder should not have been banned/ de-listed/ black listed/ de-barred from business on the grounds mentioned in para 6 of guidelines on Banning of Business dealings to Integrity Pact, ITB clause 20 of tender document. Selfdeclaration in this regard is to be submitted as per Proforma enclosed at Annexure VII of tender document. 3.6 To improve transparency and fairness in tendering process the Employer is implementing Integrity Pact as per Clause 20 of this ITB. The bidder must submit the Integrity Pact as per Proforma (Annexure-VI) duly signed as per Clause 20 of ITB. Integrity Pact is to be executed on plain paper at the time of Submission of Bid. The successful bidder (Contractor) shall submit duly executed integrity Pact on non- judicial Stamp Paper of appropriate value prior to signing of Notification of Award. Bids of only those Bidders who are meeting the Eligibility Criteria specified above will be considered for evaluation and award of the Contract. Bidders will submit duly signed/notarized requisite supporting documents and testimonials with their Bids to prove their credentials and claim of meeting the Eligibility Criteria. 4. The details/ information regarding online tendering i.e. Registration on CPP portal, Preparation of Bid and Submission of bid are available in the tender document. NHPC reserves the right to reject any or all tenders and shall not be bound to assign any reason for such rejection.
