T2P 1G1 Attention: Ms. Nicole Black Senior Manager, Government and Regulatory Affairs Direct Energy Marketing Limited Direct Energy Regulated Services Regulated Rate Tariff Electric Energy Charges January 2018 Proceeding On December 20, 2017, Direct Energy Regulated Services (DERS), a Business Unit of Direct Energy Marketing Limited, filed its energy charges applicable to its regulated rate tariff (RRT) for the month of January 2018 with the Alberta Utilities Commission. 2. The filing included a letter from the independent advisor. 1 The independent advisor stated that he had reviewed the energy charges filed by DERS for the month of January 2018, and submitted that they were calculated in accordance with DERS energy price setting plan (EPSP). 2 DERS also filed signed copies of certifications of compliance from the consultation party representatives, the independent advisor and DERS, stating that the procurement of regulated rate supply for December 2017 was done in accordance with the EPSP. 3. Further, Decision allowed the continuation of DERS EPSP during the transition period between the expiry of DERS current EPSP and the implementation of DERS new EPSP. Decision D approved an adjusted return amount to be collected by DERS through its energy charge. DERS also noted that internal EPSP costs have been removed from its energy charges beginning May 1, 2016, as directed by the Commission in Decision D DERS proposed energy charges for the month of January 2018 are as follows: Rate class cents/kilowatt hour (kwh) Residential Commercial Industrial Farming (Includes REA) Irrigation (Includes REA) Oil & Gas Lighting As part of its filing and in accordance with the Rate Cap (Commission Approved Regulated Rate Tariffs) Regulation, DERS also submitted its deferral account statement for the month of January DERS energy charges did not exceed the price cap of 6.8 cents/kwh, and therefore, the price cap is not reflected in its energy charges for the month. DERS stated that its deferral account was calculated considering only deferral account balance adjustments. 7. The AUC has reviewed the filing, including the letter from the independent advisor, and accepts that the above-noted energy charges represent rates determined in accordance with the DERS EPSP approved by the AUC in Decision and continued through Decision The EPSP formed part of a negotiated settlement, which was considered to result in rates that were just and reasonable. 8. In accordance with Section 7(3) of the Regulated Rate Option Regulation, the AUC acknowledges that the energy charges as set out above are applicable to DERS RRT for the month of January The AUC has also reviewed DERS deferral account statement and DERS calculation of its deferral account balance. In accordance with Section 4 of the Rate Cap (Commission Approved Regulated Rate Tariffs) Regulation, the AUC approves DERS submitted deferral account statement for the month of January The approved deferral account statement is included as Appendix 1 to this letter. 10. Further, as outlined in sections 7(4) and 7(5) of the Regulated Rate Option Regulation, DERS must retain records sufficient to enable the AUC to audit any previous monthly rates set by DERS.
