2 Draft Minutes of the July 13, 2017, Administration Committee Meeting Sawyer County Board of Supervisors Members present: Ron Kinsley, Kathy McCoy, Brian Bisonette, Bill Voight, Dale Schleeter Others present: Tom Hoff, Mike Keefe, Mike Coleson, Carol Williamson, Gary Elliott, Dianne Ince, Mitch Rice, Ron Buckholtz, lras Humphreys, Louise Ladenthin, Linda Zillmer Motion by Voight, 2nd by Schleeter, to approve the minutes of the June 8, 2017 meeting. Motion carried Veteran's Service Officer Gary Elliott provided a written report to the Committee. Elliott and staff are assisting Veteran's and providers to clear up billing issues. Treasurer Dianne Ince provided a written financial report and sales tax report. County Clerk Carol Williamson attended the Wisconsin County Clerk's Association Conference in Bayfield the end of June. Information Technology Director Mike Coleson reported the phone system should be complete late summer, early fall. Working on obtaining better internet services at the Highway Department. The Committee reviewed surveys of other counties regarding County Board Compensation. The Committee feels current compensation is in line with the rest of the state. A Resolution to designate a southern location for the Sawyer County ambulance station and approve moving forward with construction of the facility was on the agenda at the Public Works Committee Agenda July 12 for review. Public Works suggested a wording change removing mention of "donation" and using "contribute" or "transfer of title". The Resolution was presented to the Administration Committee with changes to lines 9, 14, and 20. The intentions of the original Resolution did not change. Motion by Voight, 2nd by Schleeter, to adopt the Resolution as presented and forward to County Board for full approval. Motion carried; Kinsley voted no County Administrator Tom Hoff provided a written report to the Committee. County Accounting Manager Mike Keefe provided funding alternatives to cover the costs of the new ambulance station. Options are transferring from the general fund balance, advancing from the fund balance and paying it back, or taking out a loan. Keefe will check to see which options would be exempt from the levy. Three Resolutions were forwarded from Public Safety to Administration regarding Recreational Officer Fund Balance. The first resolution is to purchase a 2017 Outlander XT 650 for a balance of $4,125 after a trade in of three pieces of equipment. Motion by McCoy, 2nd by Schleeter, to approve the Resolution to apply Recreational Officer Fund Balance to the 2017 Recreational Officer Budget -ATV Replacement and forward to County Board. Motion carried The second resolution is to purchase a 2017 Tohatsu Outboard Motor for a price of $4,781 after discounts and trade. Motion by Voight, 2nd by Schleeter, to approve the Resolution to apply Recreational Officer Fund
3 Balance to the 2017 Recreational Officer Budget-Outboard motor replacement and forward to County Board. Motion carried. The Committee would like to know what is being traded. The third resolution is to purchase a Hummingbird Heliz 10 SI GPS depth finder for a total cost of $1,500 installed. Motion by Bisonette, 2nd by Schleeter, to approve the Resolution to apply Recreational Officer Fund Balance to the 2017 Recreational Officer Budget-Depth Finder Purchase and forward to County Board. Motion carried The Committee requests someone from Law Enforcement be present at the County Board meeting to answer questions regarding these purchases. Keefe will verify how fund balance was obtained and what expenses it can be applied against.. Emergency Government has received $7,082 of grant funds. Motion by McCoy, 2nd by Schleeter, to approve the Resolution to increase the 2017 Emergency Government Department Budget for additional grand funds received - Computer and Hazmat equipment and forward to County Board. Motion carried Administrator Hoff updated the Committee on the Criminal Justice Coordinating Council. The CJCCwas discussed at a joint meeting of the Health & Human Services Board and the Public Safety Committee. Tommy Gubbin from Madison did a power point presentation. The prior Sawyer County CJCC created by laws and a mission statement. There was a jail study done in The CJCC will be on the County Board agenda July 20. Some questions are: Is a coordinator needed? Can the coordinator be existing staff or a new position needed? Funding? Purpose? What would help reduce the jail population? Hoff will collect information to present at County Board. Motion by M ccoy, 2nd by Bisonette, to convene into closed session. Motion carried unanimous. Reconvened into open session. Chair Kinsley and Administrator Hoff are working on a special meeting with UW Extension regarding the budget. Staggered terms for county board members will be on the August agenda REALiving is holding a Meet and Greet in the Courthouse Lobby on July 19 from 11 to 1. This is an opportunity to learn what REALiving has to offer and make contact with the representatives. County Board Supervisors are invited to stop by. Office Report: Contacts: July: 857 phone calls, 526 letters/ s/faxes and 388 office visits. VA Disability Compensation/Pension Claims: The Veteran Service office submitted 91 disability/pension claims to date and received Retroactive Payment of $229, 630 for Claims decided in the Veteran's favor, recovered $5,458 in burial benefits and $38,841 in wrongful health care billing actions. VET Center: Vet Center Counselor held 68 counseling appointments. Training: Up-to-date Outreach/Events: Quilts of Valor-July 29, 2017 sponsored and recognized eight Veterans spanning WWII, Korean, Vietnam and Gulf Wars. Mrs. Renee Brown led in the coordination between the Sawyer County Veteran Service Office and the Hayward Piecemaker's Quilt Guild. Misc: July 26, 2017 the Sawyer. County Veteran Service Office received a $ donation from the Southern Sawyer CO. Sports Club. These funds will be applied in meeting various V~teran's needs where local, State & Federal resources do not exist or fall short.(like; offsetting needy veteran's local transportation cost(s) to medical appointments). 14 1 Resolution 2 RESOLUTION TO ADOPT THE SAWYER COUNTY LIBRARY SERVICE PLAN WHEREAS, under Wisconsin Law, counties that participate in public library systems are responsible for 5 providing library services to county residents who reside outside of communities that maintain their 6 own libraries; and, 7 8 WHEREAS, Sawyer County is a member of the Northern Waters Library Service and must comply with 9 the requirements of Chapter 43 of the Wisconsin State Statutes to establish and maintain a federated 10 public library system; and, 11 WHEREAS, Sherman and Ruth Weiss Community Library, LCO Ojibwa College Community Library and 12 Tice Public Library ( Winter Public Library) are all located in Sawyer County and members of Northern 13 Waters Library Service; and, 14 WHEREAS, the county is required to engage in regular planning to ensure county residents have access 15 to adequate library services; and, 16 WHEREAS, the Library Planning Committee, consisting of county board members,library directors and 17 library board trustees, reviewed the needs for library services and developed the plan for 18 future services. 19 THEREFORE BE IT RESOLVED, that the Sawyer County Board of Supervisors does hereby approve the 20 Sawyer County Library Service Plan ; and BE IT FURTHER RESOLVED, the Library Planning Committee meet annually to review the plan for the 23 next four years until such time the committee will develop the next five-year plan FISCAL IMPACT: None 26 Recommended for adoption by the Sawyer County Administration Committee this 17th day of August, Ron Kinsley, Chairman Bill Voight, Vice Chair Dale Schleeter, Member Brian Bisonette, Member Kathy McCoy, Member
