12 Context 2009: strong decline of Passenger Car and Light Commercial Vehicle sales (-25%) due to the impact of the economic crisis - as of September 2009 a scrappage scheme was put into place. 2011: the market exceeded registrations, a record level. 2012: slowdown of the GDP growth rate (the growth rate was slightly below 1%); decline in vehicle sales of -9% : Despite a slight rise of GDP growth rate, from -1.1% in 2012 (vs. the previous year) to +1.4% in 2014, vehicle sales continue to decrease for the second year in a row reaching -6% in : Positive situation for the Dutch market in 2015 with an increase rate of +2.0% of the GDP and a +15.5% for the PCs + LCVs sales. This growth, mainly due to an increase rate of PCs sales to companies of +21% year-on-year, can be widely explained by the anticipation of new fiscal rules implemented in January 2016 (many cars that fall into a favourable category in 2015, do not so anymore in 2016). 2016: Contraction of -10.6% of the PCs and LCVs market (-14.8% for the PCs market). This decrease was in line with the forecast made and can be explained by the anticipated sales made in 2015 before the application of the new fiscal reform. For the 2 incoming years, the OECD remains positive regarding the potential growth of the Netherlands economy and forecasts a GDP s increase of respectively +2.0% and +1.9%, in line with the level reached in 2016 (+2.0%). BOVAG and RAI expect that the Dutch car market from will become more stable and healthy, since there are no major tax changes planned for the coming years. They expect an increase of +8.4% in terms of PCs sales with units sold for the entire year. 12

14 14 MAIN RESULTS #1 Dutch fleet managers foresee a slight increase of their fleet size for the coming year For the coming year, Dutch fleet managers appear to be more optimistic in terms of fleet growth potential compared with the previous years. Nevertheless, they appear slightly less optimistic than their European counterparts. Managers of medium and very large companies are the most willing to extend their fleet s size. Dutch companies keep their vehicles 5.7 years on average, almost as much as in Europe. However, we can see that small companies tend to keep their vehicles longer (7.4 years) whereas large and very large companies keep their vehicles less than 5 years. #2 Self purchase as main financing method - increase of operating leasing penetration Among small companies: Very high penetration of outright purchase but that registers a slight decrease trend from 82% in 2013 to 76% in. Higher penetration of operating leasing compared with Europe in medium, large and very large companies (with penetration rate of respectively 28% versus 20%, 56% versus 38% and 66% versus 52%). The penetration rate of finance leasing tends to decrease in favor of the operating leasing. Intention development scores of operating leasing show that these trends should remain over the coming years. When looking for technical information, small fleet rely on websites or car manufacturers, when medium and large fleet mostly rely on information from websites, car manufacturers and lessor / leasing company.

15 15 MAIN RESULTS #3 High penetration of Hybrid, plugin hybrid and Electric vehicles High penetration of alternative energy in The Netherlands: 47% of companies already implement at least one alternative energy versus 21% for the whole Europe. Very high penetration reached by large and very large fleets (respectively 63% and 80%). Most implemented energies are hybrid, plug-in hybrid and electric vehicles. Wide increase between 2015 and : +8 points in small and medium companies and +18 points in large and very large companies. #4 High penetration of telematics in The Netherlands compared with Europe Higher penetration of Telematics among Dutch companies than in Europe in large fleets: 51% versus 37%. Purposes for implementing telematics are mainly related to locate vehicles, optimize journeys and in a lesser extent to reducing fleet cost and improving drivers behavior. #5 High interest for mobility alternatives Mobility alternatives are already widely implemented among Dutch companies: - Higher penetration of car sharing among large fleets - Ride sharing already implemented in all the segment size of companies - Lower attractivity of mobility budget or card Dutch companies declare being ready to give up all or part of their fleet for such alternatives: from 13% of companies with small fleets to 32% of companies with large fleets. 20% of Large and very large companies declare being interested in mobility platform that enables to have insights into the costs related to the mobility of their employees. They are mainly expecting to optimize mobility costs with it.
