WELCOME 1.1 Alex Lepnik, Table View CPF Sector 3 Vice Chairman, opened the meeting at 19:10 and welcomed everyone to the meeting. Alex asked John from Kingsgate Fellowship to open the meeting in prayer. 1.2 A welcome was given to Table View Neighbourhood Watch, CPF Street Captains and previous CPF Sector 3 Chairman Trevor Nisbet. 1.3 A special thank you was given to Table View Neighbourhood Watch Sector 3 for assisting the CPF with elections at the various voting stations in Sector Congratulations was given to Democratic Alliance for victory with the elections in the Western Cape. Alex Lepnik, Vice Chairman, noted that the CPF was a non political organisation but that the CPF was happy with continuation of the political climate as the relevant safety issues stay the same for the next 5 years as it currently was. 2 2 ATTENDANCE & APOLOGIES 2.1 The attendance register was completed and apologies noted. 3 CONFIRMATION OF PREVIOUS MINUTES 1. Minutes of the meeting were tabled as read. 2. Minutes of this meeting will be posted on the TVCPF website. 4 SAPS CRIME STATISTICS 1. Alex Lepnik, Vice Chairman, noted that it was important that the Crime Statistics was to be received from SAPS in time for the Sector 3 meetings and that a SAPS representative needs to be present at the monthly meetings. 5 SECTOR 3 GENERAL INFORMATION 5.1 MONTHLY MEETINGS 1. Alex Lepnik, Vice Chairman, noted that the previous Chairman Trevor Nisbet left a great legacy to the Sector 3 CPF to have the Sector meetings and involvement to full capacity by the Sector 3 community. He encouraged for more attendance by Table View Neighbourhood Watch Sector 3 members, Street Captains and SAPS representation. He noted that the Exco would make all efforts to have the numbers increase at the monthly meetings and that strategies had been discussed for more awareness of CPF Sector Monthly meetings are every second Thurdays at Kingsgate Fellowship. If the meeting falls on a public holiday a notification will be sent to inform of the new date of the meeting. The last meeting of the year will be November GUEST SPEAKERS 1. Alex Lepnik, Vice Chairman, noted that every month at the meetings there would be guest speakers. 5.3 BAMBANANI 12 JUNE Alex Lepnik, Vice Chairman, announced that the next meeting 12 June 2014 would be a Bambanani. 5.4 MEETING WITH WARD COUNCILOR: SAFETY & SECURITY ISSUES & SOLUTIONS 1. Alex Lepnik stated that a meeting would be held with Ward Councilor Joy McCarthy to address the relevant issues specifically for Sector 3 regarding safety and security. He noted that the issues would be addressed and that an ongoing relationship was important with Joy McCarthy to find solutions for all the relevant issues. 2. Alex Lepnik stated that the Ward Councillor for the area would be invited to the meeting to address all issues and questions for the Sector 3 area. Thursday, Page 2
3 6 STREET COMMITTEES 1. Rene Butzer from Sector 3 Street Committees explained what the Street Committees initiative is. 2. Rene explained by getting to know your neighbours you, the neighbours in the street are there if you need help in a hurry. Rene stated that it was quicker to phone your neighbour in help for anything ranging from a Fire, heart attack, or anything crime related. Rene stated that you approach all your neighbours and get relevant information like cell no, car registrations. 3. Rene stated that that the whole street goes onto What s up, so all the neighbours of you specific street are in contact at all times, to report of anything that going on in your street. 4. Rene said that he has a very good relationship with all Street Captains and that Sector 3 neighbours are uniting more by getting to know each other by having a braai in the parks in the area to get to know one another. Rene stated that this initiative is working very well as all the neighbours are getting more involved promoting a safe and secure environment. 5. By getting involved in Street Committees, residents take back their own streets, keep a wary eye out for potential criminals and look out for their neighbours. Street Committees work hand in hand with SAPS and Table View Neighourhood Watch. 6. Any queries and requests for support on Street Committees can be directed to Rene Butzer at: or sector3streetcommittee@cpftableview.co.za 7. Rene Butzer shared awareness of your bin being used as a tool for crime. 8. CPF Sector 3 will be having a Meet & Greet at the park in Hunters Street on 31 May 13:00 15:00. The purpose of the Meet & Greet is to give the opportunity to the Sector 3 residents in this area to get to know their neighbours. Awareness through dropping of flyers will also be done to let the residents in this area know what exactly what the CPF Street Committees are. 9. Rene Butzer is also selling whistles at R5 for crime prevention. Thursday, Page 3

Jenny, a resident made a suggestion that on the information given to neighbours on the Street Committees that a note for description of dogs should be on in assisting with lost dogs in the area. Rene Butzer advised that it should be mentioned and that it should be noted in the remarks column. 11. A resident enquired about the Complex Committees that were spoken of in the last meeting. There was mentioned that it has started and that Jacqui Nel is in charge of it. Rene Butzer informed that it worked on the same basis as Street Committees but within the complexes. Lizette Maritz, Secretary, noted that she would get the relevant information of process and contact persons for CPF Complex Committees and report back at the next meeting. 7 TABLE VIEW NEIGHBOURHOOD WATCH 1. Alon Kramer, the Sector 3 Vice Captain, explained briefly the objectives and aims of the NW. He thanked all TVNW members for the involvement and commitment. 2. Alma Kamer reported that a foot patrol was been done in Sector 3 every fornight. The last foot patrol had 31 members which patrolled Flamingo Vlei. Every second Tuesday the foot patrol for Sector 3 meet at the Engen Merlot Centre. 3. New Members info session, every Monday 19:00, Parklands Police Station. Neighbourhood Watch emergency number: NEW BUSINESS & GENERAL 8.1 SECTOR 3 CPF COMMITTEE MEMBERS 1. Alex Lepnik, Vice Chairman, stated that two community members Justin Croucher and Nick Saridakis voluteered to serve on the CPF Sector 3 Committee. They were introduced and no objections were received. 2. Alex Lepnik noted that the Exco would discuss what the relevant positions would be that would be filled and responsibilities would be assigned accordingly. 3. Alex Lepnik noted that the new chairman for Sector 3 needed to first be discussed with Andrew Brace and that at the next meeting it would be officially annouced. 4. Trevor Nisbet stated that it was important to take time to make the decisions for the relevant committee positions and their responsibilities. Trevor stated that the general heart of the current committee is to serve and that proper Thursday, Page 4
5 planning would be essential to access the needs of the CPF Sector 3. Once the relevant needs was established the relevant responsibilities can accordingly be assigned to each committee member. Trevor Nisbet noted that each committee member plays an equal part and that the committee as a whole makes a change. 8.2 CALTEX POLLUTION 1. Alex Lepnik, Vice Chairman stated that 8 May 2014 Caltex had blown out a massive cloud of pollution. He stated the pollution sent out from Caltex was not good for health, especially those struggling with ashma. Alex Lepnik, Vice Chairman stated that the CPF Sector 3 was not happy about the pollution sent out from Caltex and that it would be followed up with the relevant authorities. 2. Justin Croucher, stated that he is on the Exco of the Rate Payers Association and that the issue of the pollution of Caltex was raised and noted at their last meeting and it is also being seen to from Rate Payers Association. 8.3 SAFETY OF BRT 1. Trevor Nisbet emphasised the high importance of the safety and security of the BRT especially with winter approaching. He noted that the City holds a responsibilty to the safety of the passengers of arriving to the bus stop, standing at the bus stops and arriving safely at there destinations. He asked if there was any plans or preparation from the City or SAPS to solve the problem. He suggested that city should provide assurances; e.g: lighting, clean paths, lighted pathways, notifications of using the services and crime awareness on buses. Alex Lepnik stated that this would be on the list of issues regarding safety and security that would be discussed with the Ward Councilor, Joy McCarthy. Trevor Nisbet stated that it would be better to be proactive than reactive. Rather have the issue seen to before the crime increases, stop it before it starts. 2. Rene Butzer mentioned that it was discussed at the previous main CPF meeting that arrangements would have been made for TVNW to do patrolling on the buses and routes, so more crime prevention could be done. Trevor Nisbet noted that the community involvement, i.e. TVNW was positive but that it is the responsibility of the City to make BRT s safer. Alex Lepnik said that it would follow up regarding the matter of the BRT s and providing the services of security and safety. 9 GUEST SPEAKER Tracey Whitaker from the Milnerton Fire Department shared about the local Milnerton Fire Department and the role of fire fighters.
