OTHER INFORMATION: 2016 Federal Obligation List (attachment) The MPO is required to publish an annual listing of projects for which federal funds have been obligated in the preceding year as a record of project delivery and a progress report for public information and disclosure. OTHER INFORMATION: Priorities for TDOT Three-Year Program (attachment) Each year, TDOT requests local communities work with their MPO to develop a list of regional transportation priorities as part of the Department s process to develop the three-year work program that will be presented to the Tennessee General Assembly as part of the state s budget. The list below was provided to the MPO by TDOT, over the next month staff with work with MPO members to review and prioritize the list for endorsement at the January Executive Board Meeting. 8. Bill Haslam), Mr. Michael Skipper Approve October 19, 2016 Meeting Minutes Mayor Randall Hutto, Chair, opened the meeting at 9:10 a.m. Mayor Ken Moore moved to approve the October 19, 2016 meeting minutes. Mr. Eddie Hood seconded and the motion passed unanimously. Public Comment I am Lou Edwards of Nashville. In the nearly 15 years I have been at the MPO, this is the first time I ve ever spoken during a meeting. I have seen many highs and lows during my time here and I shared my opinion about something in private with Mayor Hutto and he asked me to share it with the entire Board. What I said was this: in my opinion, Michelle Lacewell is doing an excellent job as director of the MPO. The atmosphere in the office is good and she works really well with each of the staff members. Besides finishing Phase 3 of the Freight study, our new RTP was adopted and the new TIP will be adopted (today) since she was named the interim director. I just wanted the Board members to know that this organization is in good hands while we work through the MOA. Thank you. With no further comments, the public comment period was closed. MPO Board Chair s Report Mayor Hutto said that the Board s Executive Committee voted to continue to leave Ms. Lacewell as interim director while the MOA was being worked through. Mayor Hutto said that Ms. Lacewell has

5 been providing great leadership and continues to keep him informed as she moved this organization forward. Mayor Hutto thanked Mayor Philip Craighead for his service to the Board and the region. Adopt FYs TIP Ms. Lacewell said that the draft FYs TIP has been out for the required public review and comment period. She reminded the members that the public hearing was held last month but the adoption was deferred one month to give the federal partners more time to review the document. Mayor Megan Barry moved to adopt MPO Resolution #2016_007 for the FYs TIP. Mayor Moore seconded and the motion passed unanimously. This amendment is for a change in the termini but there is no change in funding. A 21-day public review and comment period and two public hearings are required prior to adoption by the Board. The study has been divided into four phases. Phase 1 was in September/October the mission and purpose was decided and information about peer regions was given to the members for review. Four different possible structures were being studied. They are 1) to maintain the MPO program staffed by a local agency, 2) the MPO as a stand-alone agency, 3) the MPO program would be embedded with a COG, and 4) the MPO would be fully integrated into the structure of the COG. Phase 2 in November the preferred list of services and the delivery of these services was identified. Phase 3 in December/January barriers to implementation will be discussed and solutions given with recommendations finalized. Developing an action plan and a timeline for implementation will be done in February/March (Phase 4). Mayor Hutto asked if the committee is on schedule. Mayor Reed said yes. Preview of December meeting schedule / Annual Partnership Luncheon Ms. Lacewell reminded the members that the MPO Annual Partnership Luncheon will be on December 14 th at the Music City Center. She said that the joint executive committee and tcc meeting will be at 9:00 a.m. that morning in the same location (with the RTA Board meeting at following 10:00). The motion passed unanimously. Public Comment There was no public comment. TCC Chair s Report Mr. Harris announced that there have been several changes to the members of the TCC. Mr. Billy Davis of Metro Public Works has retired and his replacement will be Mr. Darrell Moore. Ms. Nellie Patton, Murfreesboro Assistant Transportation Director, died suddenly over Thanksgiving weekend. Her replacement has not been named. Ms. Dara Sanders is no longer with the City of Spring Hill. Her replacement is Jon Baughman. Mr. Harris said he especially liked that the Power of 10 Summit discussed actual funding sources for transit which was really good. Mr. Harris reminded the members of the MPO Annual Partnership Luncheon, Wednesday, December 14 th. The joint Executive Board/TCC meeting will be held at 9:00 a.m. followed by the luncheon at 11:00 a.m. Both will be held at the Music City Center.

She said that that there will be a joint Executive Board/TCC meeting at 9:00 a.m. prior to the luncheon. If you plan on attending but haven t yet registered, please Lou Edwards at Edwards@nashvillempo.org to let her know. There will be a couple of tables Ms. Lacewell said that she and Ms. Shelly Hazle went to Atlanta to attend the MPO empowerment roundtable hosted by FHWA. This focused on getting MPOs to collaborate regionally. She said it was a really good conference. Ms. Rochelle Carpenter, MPO staff, said that there will be a call for projects for Active Transportation Program which is dedicated funding for bicycle/pedestrian/transit projects. The exact timeline is still being decided but the abstracts will probably be due in February The MPO staff and the BPAC will review the applications. This round

10 you are encouraged to submit projects that enhance bicycle/pedestrian safety like road diets, protected lanes, and buffered sidewalks. She said that there will be a committee (to meet once) to help design the criteria. If you are interested in being on this committee, please send her an at carpenter@nashvillempo.org She said that there is roughly $13M in federal funds available and each project is limited to $1M with an 80/20 match. Be aware that you have to have the match available. If you have received money for a project in a previous selection round, you can still be awarded another project. 13 Description FROM: Implementation of Complete Streets elements along the Murfreesboro Pike BRT lite corridor in Nashville. Proposed work and elements will include upgrading signalized intersections along the Murfreesboro Pike BRT route to include Signal Prioritization for transit vehicles, signal reconstruction and/or replacement of controllers, Central Signal Control Software, computers, work stations, and integration. Include pedestrian infrastructure improvements in the Plus Park Station areas from the I-24 ramps south to Foothill Drive, a high priority need area along Murfreesboro Pike. Project must be designed in coordination with a steering committee comprised, at a minimum, of representatives from Metro Planning, Nashville MTA, and the MPO. TO: Implementation of complete streets elements along the Murfreesboro Pike BRT Lite Corridor in Nashville. Work elements may include a multi-use path, strategic pedestrian connections, improved signalized intersections with crosswalks and pedestrian countdown timers, reconfigured or repositioned transit stations, enhanced transit station amenities, bike lockers, and benches. Project must be designed in coordination with a steering committee comprised, at minimum, of representatives from Metro Nashville Planning, Nashville MTA, and the Nashville Area MPO. Background Nashville MTA was awarded funds through TIGER V for transit signal priority upgrades along the entire Murfreesboro Pike Corridor. This project description originally included some signal upgrades for transit priority along the entire Murfreesboro Pike BRT Lite route to initiate transit signal priority improvements along the corridor. With the award of the TIGER V funds, this project description no longer needs to include transit signal priority upgrades. The updated project description also more closely reflects the area where walking and biking improvements are planned and reflects components being considered to ensure safer walking and biking connected to the BRT lite station at Plus Park. A similar project is underway on Gallatin Pike for Complete Streets components and this new project description reflects an updated process that Metro is undertaking to work together across different departments to deliver the project.

14 MPO RESOLUTION A RESOLUTION AMENDING THE TRANSPORTATION IMPROVEMENT PROGRAM FOR FEDERAL FISCAL YEARS 2017 THROUGH 2020 WHEREAS, the Nashville Area Metropolitan Planning Organization (MPO) is responsible for the development and adoption of a Transportation Improvement Program (TIP) for the metropolitan planning area in cooperation with the state, local governments, and public transit operators; and WHEREAS, on November 16, 2016, the MPO adopted the TIP for federal fiscal years 2017 through 2020 to advance projects contained within the MPO's Regional Transportation Plan; and WHEREAS, the TIP consists of a staged multi-year program of federally and regionally significant transportation improvement projects that are financially constrained by year and includes an annual element for Metropolitan Nashville and Davidson County, Maury County, Robertson County, Rutherford County, Sumner County, Williamson County, and Wilson County; and WHEREAS, the MPO's Public Participation Plan allows the public and interested stakeholders a period of no less than 21 days to review proposed amendments to the TIP; and WHEREAS, the following amendment has met all public noticing requirements, are consistent with the 2040 Regional Transportation Plan, and conform to the requirements of Title 23 Code of Federal Regulations Part ; NOW, THEREFORE, BE IT RESOLVED by the Executive Board of the Nashville Area Metropolitan Planning Organization, that the Fiscal Years 2017 through 2020 Transportation Improvement Program is amended as follows.
