16 Financial Background
17 Since the school year, our District has made significant cuts to balance the budget. These reductions of more than $10 million have included: eliminating over 100 positions, including administrators, teachers, and support staff reducing employee benefits reducing school budgets, programs, and field trips closing Washington Elementary cutting the annual building maintenance budget by more than 50% The current capital maintenance budget of $1 million is used to maintain all 20 school sites. However, this budget is not large enough to cover major upgrades such as replacing roofs, windows, and boilers. In 2004, voters supported a referendum to update our schools. At that time, the District made a promise not to consider another referendum for 10 years. We have lived up to our commitment. Today, as a result of careful planning, an increase in state-aid, and the pre-payment on an existing loan, our community could invest up to $29 million to update our facilities, representing only a $4 tax increase over the current level for each $100,000 of a home s value. A Comprehensive Facility Review, conducted by Sheboygan-based Bray Architects, identified the most critical facility needs, which are detailed in the following survey sections. In order to fund these projects, Sheboygan voters would once again need to support a referendum.

27 What is being considered?
28 The School Board believes this a good time to consider addressing the needs identified earlier in the survey. The following investment would be needed for each project: In order to fund these projects, voters would need to support a referendum to issue bonds, which would be paid back over 20 years. Based on the state s funding formula, for every dollar spent, the District will be reimbursed an estimated $0.67, lowering the local tax burden. Therefore, the estimated annual tax increase for the total project is $4 for each $100,000 of a home s value.
