3 I. Introduction With other EU member and EU candidate coutries Hungary join to Urban Audit III project in spring of The project organized by the Eurostat and DG Regio. We attempt to introduce our work action in the phase III of Urban Audit project. II. Overview The president of Hungarian entral Statistical Office was adjured for the cooperation in project Urban Audit by Mr. Roger ubitt in his letter dated to March 15.. The HSO undertook collecting data for five other cities (Kecskemét, Szeged, Gyır, Székesfehérvár, Debrecen) beside those four cities which were participating in the earlier phases. The HSO stated the willingness for cooperation in 31. of March 2006., and undertook the challenge of the new data collection. Delay of singing of the contract created special circumstances for us, because we had to began our data collection before the contract has come into force. The contract finally singed by the Eurostat on the 6 th of December and by the HSO on the 12 th of December 2006., much later than the data collection began ( 1 st of August 2006.). In our work programme we defined our future tasks, working methods, deadlines by the help of a working group. We tried to make contact with the concerned local governments and other institutes, to help our data collection. The working group also tried to review our databases, in order to find which variables are available for defined spatial units. Date of third data provision was 1 st of June Economic activity 5.1 Education and training provision 5.2 Educational qualifications 6.1 limate / geography 6.2 Air quality and noise 6.3 Water 6.4 Waste management 6.5 Land use 6.6 Energy use We also sent an amendment for our data collection on the 30 th of July in order to fill gaps in the database. In case of first data sent the format of our files was not fit for the required forms, so we revised our files and sent it again in the right format. Beside the new phase of data collection we also reviewed and made proposals for the Urban Audit Reference Guide, which was prepared for the latest data collection. The quality check of variables delayed in connection 3

4 with some technical problems of the Eurostat. The planned deadline of quality checking is the 15 th of January III. Spatial units Problems about delimitation of spatial units and borders of newcomer cities LUZ s and SD s had solved before the agreement came into force. Delimitaion problems occurred in case of Pécs and Nyíregyháza, but after short discussions we came to an arrangement. 5 IV. Data collection a. Demography We compiled demographic indicators for the year 2005, on the basis of microcensus data. This allowed us to send detailed information about Hungarian cities. This was a wherein 2 percent of the population and houses were ed. Accordingly this not suited to provide detailed information about Sub-ity Districts (except Budapest, where the allowed us to compile these data for SD1). For variables listed below, we wasn t able to serve data, because the questionnaire of microcensus didn t contains questions about these variables. 6 b. Social aspects Some of these variables were also missing in the last data collection phase. The reason is in some cases the unique rule of law, the problems of registers, and in other cases the lack of statistical s. There is no reliable data for variable SA2027 and SA2028. In Hungary the Medical hamber registering the practicing physicians, but the registration doesn t erased automatically when the physician discontinue his practice. The problem of homelessness is not in the focus of Hungarian. There were some attempts in the past to their number, but none of them finished with success. SA1016 and SA1023 were also missing for LUZ, because our database contains data for only cities and counties. Economic indicators There were some variables (in theme E and IT) what we also sent for 2004 and 2001, to ensure the comparability of these data. There were some changes in methodology of business registers, and we tried to adapt these changes in the Urban Audit. To compile data about household income in this spatial level, was impossible for our office. Our data are based on the household, which is only a (0,5 percent of households ed). We were able to serve most of data about local governments, but in some cases (especially in case of the budget of local governments) we would had need some more detailed methodological information. We wasn t able to solve data for land use, because we didn t have any other source than ORINE from which we had erroneous data earlier. Travel patterns About travelling the biggest problem was collecting data for journeys to work. We were able to provide data which were based on the microcensus, but there were some deviations in the methodology. In the questionnaire the asked person could choose more than one means of transport, so we wasn t able to calculate the rate of usage of different ways of transport. We provided the number of persons who were using defined ways of transport. The other problem was that some vehicles are mentioned in the same question, so we wasn t able to divide their data. Information technology Our office was able to provide every IT data. There were no deviation in the methodology also. i. ulture and tourism There were only two missing variables, in this theme. Data source was our database in this case. Methods of estimations and data sources In Hungary most of the variables could fill from data of microcensus. The microcensus is a which based on a 2% of the resident population. In these cases we hadn t have to do any other estimations. We had only one simple estimation in case of SA1023V. We calculated the weighted average of price of panel flats and price of flats with brick masonry. It contains some problems because the size composition of the sold flats are different in these 2 categories. We had to simplify, because we hadn t got enough data about the size of sold flats. The basis of the estimation was the register of the departments of Public Fees/Duties. 11
