1 Ref. Ares(2011) /09/2011 Final Country Report UÀ 2009/2010 [Sweden] Description of the work In the process of collecting data to Urban Audit , Statistics Sweden had the main responsibility. The work was carried out in cooperation with the eight participating municipalities Stockholm, Goteborg, Malmö, Uppsala, Jönköping, Linköping, Örebro and Umeå. When the project was launched Statistic Sweden had telephone meetings and contacts with the participating cities. We discussed definitions, delimitations and the availability of variables. Statistic Sweden then provided the cities with a list of variables that the cities should collect if possible. The majority of variables could be collected from different departments within Statistics Sweden, but we have also had help from other Swedish authorities with gathering of data, such as the National Board of Health and Welfare, The Swedish National Council for crime prevention and the Swedish Transport Agency. In the Large City Audit (LCA) Statistic Sweden collected all of the data for cities involved which are Borås, Helsingborg, Lund, Norrköping and Västerås. Timetable of the project Statistics Sweden started the administrative work during The Grant Agreement was signed by Statistics Sweden the 3 of June in The first delivery of data was the annual "light" version of UA and this was delivered to Eurostat as planned by the 11 of February in The next delivery of data was the Exhaustive Urban Audit and the LCA, they were delivered according to plan in December of 2010 and January The next annual data was delivered in April Statistic Sweden has also conducted a quality and validation control of variables during February All deliveries were made by edamis - Web application. Coverage of variables Demography (DE) Population (DEI) Data produced by Statistics Sweden from Statistics Sweden's Total Population Register (TPR). The vital statistics in TPR are based on the notifications of births, deaths, migrations etc, which the TPR obtains daily from the Tax Authorities. Coverage of variables under the domain DEI is 100 percent. Nationality (DE2) Data produced by Statistics Sweden from the Total Population Register (TPR). Coverage of variables under the domain DE2 is 100 percent. Household Structure (DE3) Data for the Variables DE3001V, DE3002V, DE3005V, DE3008V-DE3011V and DE3017V are not available in Sweden due to the fact that a Dwelling Register and population registration by dwelling is not in place until The production of register-based household and dwelling statistics is under construction. The register is going to be completed during 2012.Until then Sweden has no reliable household data. The latest Swedish population census was held in Variables DE3012V-DE3016V, data produced by Statistics Sweden from the Total Population Register (TPR). Coverage of variables under the domain DE3 is 31 percent.

2 Social aspects (SA) Housing (SAJ) Variables SA1001 V, SA1004V, SA1005V, SA1019V and SA1022V, data were produced and estimated by Statistics Sweden Sources used: Dwelling stock (projected). The dwelling stock projected is based upon the Census of Population and housing 1990 and updated yearly with reported new construction, conversion and demolition. Data from the domain Household's Finances. The Yearbook of Housing and Building Statistics. Variables SA1007V, SA1008V, SA1011V, SA1025V, SA1046V and SA1013V, data are not available. Variables SA1012V, SA1018V and SA1026V, not relevant in Sweden. Variables SA1027V, SA1029V and SA1031V, data estimated by the cities, data not available on national level. All cities could not estimate all of these variables, the coverage from the cities are 63 percent on SA1027V, 50 percent on SA1029V and 50 percent on SA1031V. Variable SA1030V, data collected by Statistics Sweden source: The Swedish Migration Board. Variable SA1023V, SA1016V and SA1049V produced by Statistics Sweden from the Real estate price register. Since the Dwelling register in Sweden is still under construction the response rate is very low for variables relating to household data. The Cities have also had difficulties in estimating household data. Coverage of variables under the domain SAI is 67 percent. Health (SA2) Health data were produced and collected by Statistics Sweden. Variables SA2004V-SA2009V, SA2016V-SA2021V, source: Statistics Sweden, the Total Population Register (TPR). Variables SA2013V-SA2015V and SA2029V, source: National Board of Health and Welfare, Cause of death register. Variables SA2022V, SA2027V andsa2028v, data are not available. The data under the domain SA2 have been collected centrally by Statistics Sweden to make sure that the same definitions have been used for all Cities. Coverage of variables under the domain SA2 is 77 percent. Crime (SA3) Variables SA3001V, SA3006V and SA3007V data collected by Statistics Sweden, source: The Swedish National Council for Crime Prevention. Variable SA3005V, data not available. Coverage of variables under the domain S A3 is 75 percent. Economic Aspects (EC) Labour Market (EC1) Data produced and collected by Statistics Sweden. Variables produced by Statistics Sweden, source: Labour market statistics based on administrative sources (RAMS). The definition used in the register comprises any person who has worked for at least one hour per week during the month of November. Those temporarily absent during the survey period, for instance due to sick leave, are also included. Labour statistics from administrative sources aim to offer annual information on employment, commuters, employees and industrial structures and also to illustrate occurrences and flows on the labor market. The statistics are based on total population surveys and can be broken down into smaller regional areas. Labour statistics based on administrative sources allow data to be presented in great detail. The statistics are produced annually and are presented approximately 12 months after the measuring period (November) each year.

Economie Activity (EC2) Data produced by Statistics Sweden from registers based on labour market statistics (RAMS) and Structural business statistics. Coverage of variables under the domain EC2 is 100 percent. Income Disparities and Poverty (EC3) Data were produced by Statistics Sweden, estimations from administrative registers. Income based on administrative registers is an annual survey covering the Swedish population. The statistics describes income and transfers and are based on register data from the National Tax Board (i.a. data from taxation), the Swedish Social Insurance Agency, the Swedish National Board of Student Aid (CSN) and other authorities. The survey covers the whole population and lacks sampling errors. The register covers i.a. income from work, total income from employment and business, income from capital and different kinds of transfers (grants). It should be noted that data refers to families, not households. Coverage of variables under the domain EC3 is 100 percent. Civic Involvement (CI) Civic Involvement (CI) Data produced by Statistics Sweden, source Statistical database. The coverage of variables is 100 percent. Training and Education (TE) Education and Training provision (TEI) Data produced by Statistics Sweden. Variables TE 100IV, TE 1006V-TE1007V produced from register, responsible organization The National Board of Health and Welfare. Variables TE1005V, TE 1026V-TE1028V, TE1030V-TE1033V, source: Register on Participation in Education. The register has individual data on participation in education in Sweden. It covers the whole resident population in ages years at the end of the year. The use of register allows a net count of the participants in education. All persons are classified as either students or "nonstudents". Persons who were enrolled in two (or more) different types of education are classified in their "highest" type of education. The coverage of variables is 100 percent. Educational Qualifications (TE2) Data produced by Statistics Sweden from The Swedish Register of Education. The register can roughly be described as consisting of a base of graduation- and educational background data from the 1990/1970 censuses, each year updated with graduation/examination data from regular educational institutions in Sweden such as primary and secondary schools, universities etc. The register comprises the population years old registered as resident in Sweden 1 January each year. The register contains an essential core of demographic and education data in addition to the Personal Identification Number, necessary as a linking key in building and updating the register. The Register of Education is updated once a year. A new version of the register is usually available in April, e.g. around four months after the time of reference (1 January). For demographic variables, data from current Total Population Register (TPR) are used. The most important sources are the register of graduated from higher education and the registers of school leavers from compulsory and from upper secondary school. These registers are continuously updated with data reported by all primary and secondary schools, universities etc. The coverage of variables is 100 percent. Environment (EN) Climate/Geography (ENI) Data collected by Statistics Sweden. Source: SMHI, The Swedish Meteorological and Hydrological Institute. Coverage of variables is 100 percent.

4 Air Quality and Noise (EN2) All data collected centrally. Water (EN3) Data provided by the City. The coverage of variables varies between percent. Waste Management (EN4) Data provided by Cities. Six of eight cities could provide data. The coverage of variables is 75 percent. Land Use (EN5) Variable EN5003V, EN5012V and EN5016V. ICT sector (IT3) Data produced by Statistics Sweden, estimations from registers based on labour market statistics (RAMS). The coverage of variables is 100 percent. Culture and Recreation (CR) Culture and Recreation (CRI) Variables CR1008V, CR1009V and CR1013V, data not available. Variables CR1003V, CR1005V, CR1015V, data provided by the City. Variables CR1006V, CR1007V, CR1010V, CR101IV and CR1014V, data collected by Statistics Sweden from Statistical database, Public libraries statistics. Responsible authority is the Swedish Arts Council. The coverage of variables under CRI is 73 percent. Tourism (CR2) Data produced and collected by Statistics Sweden. Variables CR2001V, CR2009V, CR2102V-CR2105V, data produced by Statistics Sweden, estimations from register Accommodation statistics. Responsible authority is Tillväxtverket, the Swedish Agency for Economic and Regional Growth. Variables CR2004V-CR2008V, source: Swedish Civil Aviation Authority. The coverage of variables under the domain CR2 is 100 percent.

5 Changes in delineation of spatial units City A total of eight cities in Sweden have been included in the Exhaustive Urban Audit : Stockholm, Goteborg, Malmö, Uppsala, Jönköping, Linköping, Örebro, and Umeå. The city level corresponds to the municipal boundary. There is no spatial indifference compared to the previous UA. Kernel Stockholm Kernel, no changes compared to previous UA (including Stockholm, Järfälla, Huddinge, Botkyrka, Haninge, Tyresö, Danderyd, Sollentuna, Nacka, Sundbyberg, Solna and Lidingö municipalities). Large City Audit Regarding the LCA, there is one city added to the previous list, the city of Borås has gone over the threshold of inhabitants so that city is included as well. Cities defined as Large City Audit included in Urban Audit : Västerås, Norrköping, Helsingborg, Lund and Borås. Larger Urban Zone (LUZ) LUZ has been defined for all eight cities. Two different types of building blocks have been used to aggregate Cities. For Stockholm, data at NUTS 3 level was used (i.e. län). For the other seven cities 'Local Labour Market areas' defined by Eurostat were used to form the LUZ. Building blocks for LUZ are municipalities for all cities. There is no spatial indifference compared to the previous UA. Sub City Districts (SCD) Since it was optional to provide figures for sub-city level we have made the decision not to include that level in this UA collection. There are two reasons for this approach, first of all there are huge problem for many cities to provide reliable data on these areas as it is for Statistic Sweden also. Because many NSI:s find it difficult to obtain data on this level there is a poor coverage of data which makes it very hard to make any comparative studies or to benchmark one city to another. Deviating definitions Income Disparities and Poverty (EC3). Households have been defined as families (not households) age 20 and above. Variable EC EC 1003 V refers to Economically Active Population 16-w. Variable EC1060-EC1062 refers to full time employment years. Variable EC1154-EC1156 refers to Unemployed continuously for more than six months years. We are in the progress of making a total register based household and dwelling census This will give us opportunity to provide household statistics but until then Sweden has no reliable household data, we choose to not make an estimation since the last population census was held in Missing variables Social Aspects (SA) Several of the variables are not available. SA1007V, SA1008V, SA1011- SA1013V, SA1025V, SA1046V. At the moment Statistic Sweden doesn't have household structure data available. SA2022V, SA1027V-SA1030V, SA3005V data not available.

Users and Infrastructure (ITI) The variable IT1010V Households with broad band access is only available on national level. Variables collected by the Cities are often missing. Some of the Cities have been more successful in collecting data. Total coverage of variables is 90 percent. Reco'rnmèndatiòhs fôtlmpŕovements^tä. - :v;^j%k-í3 :< 4'v;;#"<ní :< Delineation of spatial units There is no spatial indifference compared to the previous UA concerning Larger Urban Zones which we believe is important with the time-series aspect in mind. Our comprehension regarding the Sub City Districts (SCD) is that it would be better to drop that level entirely for the upcoming urban Audit. There are two reasons for this approach, first of all there are huge problem for many cities to provide reliable data on these areas as it is for Statistic Sweden also. Because many NSI:s find it difficult to obtain data on this level there is a poor coverage of data which makes it very hard to make any comparative studies or to benchmark one city to another. Adding variables Gender perspective. To further describe the living conditions between men and women would be of great interest. For instance some of the variables under the domain Economic Activity (EC2) could be collected for both men and women. More variables on health and social insurance could be included at national level. For example parental insurance, sickness insurance, days of sickness, sickness periods, number of persons with old age pensions. A close link to the EUROPE 2020 goals - A strategy for smart, sustainable and inclusive growth. One suggestion on that theme is data on regional level for energy supplies and energy use by sectors. Energy production by source of energy, renewable and non renewable. When you talk about inclusive growth it might be interesting with statistics regarding transfer payments. Removing variables Variables very few Cities have been able to collect or produce should be removed from the collection. It is difficult to say which variables that should or could be removed, but it is important that you remove variables when you add new ones so that you keep the audit from growing in number of variables.
