Legal base for the NSO to use administrative data in a way that protects integrity - Access to administrative micro data including identities, data can be used for official statistics and research - Right to link data from different administrative sources - Legislation on data protection - One way traffic : No information goes from NSO to administrative authorities 10

Public approval al for using administrative ati data for statistical purposes - Work of register authorities and NSO:s should be open and transparent - Open discussion i and public debate - Persons/enterprises do not want to report both to an administrative authority and to the NSO 11

Unified systems of identity codes used in all sources - Matching is possible without unique numbers, but more difficult and time consuming - The same Id number should be used in all/many sources and should follow the object over its life-time 12

Public approval al for using administrative ati data for statistical purposes 3. Unified systems of identity codes used in all sources 4. Reliable administrative systems - The quality of administrative data is important for individual s rights and duties - s used by many have the best quality - Information of legal and administrative importance have the best quality 13

Public approval al for using administrative ati data for statistical purposes 3. Unified systems of identity codes used in all sources 4. Reliable administrative systems 5. Cooperation between administrative i i authorities i - The NSO needs a lot of information about the administrative registers and rules and routines - The NSO needs information about the changes in the administrative systems - The cooperation NSO administrative authorities is a long-term strategic activity.
