2 Organization Legal basis Providing legal basis for obtaining and using administrative data Statistics Act ('07.10), Framework Act on National Taxes ('09.2) Article 24 (Provision of Administrative Data), Statistics Act 1 If necessary for the collection of statistics, the head of a central administrative agency or the head of a local government may request the head of a public institution to provide administrative data. 2 When the head of a public institution is requested to provide administrative data pursuant to paragraph 1,he/she shall comply therewith unless there is a good cause prescribed by Presidential Decree, such as the disclosure of, etc., national secrets or important secrets of individuals or enterprises. Article (Confidentiality), Framework Act on National Taxes Provided, That in cases falling under any of the following subparagraphs, the tax official may offer the taxation information of taxpayers, insofar as it is appropriate for the purpose of use: 5. Verification and supplementation of survey items : 13 In order to improve the quality of survey statistics, it is used for verification and supplementation of 13 items. Foreign employment survey, Household financial welfare survey, Farm household economy survey, Agriculture/Forestry and Fisheries survey, Agricultural Area Survey, Fishery economy survey, Fishery production trend survey, Fish culture trend survey, Household Trend Survey, Cattle trend survey, Construction industry survey, Statistics on cause of death, Grain consumption survey 3

4 Utilization of administrative data Producing new statistics using the administrative data Farm/Fishing Village returner statistics, Newly married couple statistics, Statistics of house ownership, Business establishment and dissolution administrative statistics, Job administration statistics, Retirement pension statistics, Profit Corporate Administrative statistics Enrollment census in items are replaced by administrative data Some items are only sample surveyed by 20% of the population Significant reduction of response burden (about 40 million people) Budget reduction (about 145 billion won) Challenge Still difficult to obtain admin. data Repeated acquisition and process with the holding organization every year Difficulties in obtaining statistical information from public authorities that do not adopt the statistical law : judicial authorities, banking associations, private institutions, etc. Personal financial income data No error feedback function in original data There is no quality improvement system to feedback the error of administrative data to the data holding organization 4

12 Future plan of data integration for SDGs Need to explore various data source such as cellphone data, satellite and GIS data and etc. Strong privacy protection environment Cost to acquire data (business model for private organization) Develop data security & privacy protection framework Establish the partnership between NSO and private organization SDGs is good chance for NSO to coordinate the data provision through communication with data providers including government, private sector, civil society and etc. which can provide data for SDGs indicators. 12
