16 Conclusions Extraordinary times justify exceptional steps However, balance sheet policies imply (1) additional financial risks, and (2) larger reserve balances, if left unmanaged, which raise important questions: What are the additional benefits? Could similar benefits be reaped by alternative measures outside the central bank balance sheet? What are the implications of large reserve balances? 16
