The Project contract provides for six months to procure cabinetry, which is currently underway, followed by 60 days for submittal review and 60 days for construction. The contractor has provided material submittals and they are under review by WSA.

Construction of the project is underway. This project is expected to be complete by November 5, Q. Club Drive Phase II and Duncan Street Sewer Line Rehabilitation Project Contractor: RDJE, Inc. 679 Hwy. 29 South Newnan, GA Approved Purchase Order (Excluding C.O.) $206, Adjusted Purchase Order (including C.O.) $206, Balance Remaining on Adjusted Contract Price $206, % Paid on Contract to date 0% % Overall project completed 0% The project includes pipe bursting of approximately 1,940 linear feet of 8 concrete and clay sewer line and replacing it with HDPE pipe. WSA is working on scheduling a pre-construction meeting with the contractor, at which time the Notice to Proceed will be issued. This project is expected to be complete 60 days after issuance of Notice to Proceed. Page 8 of 11

9 IV. DIVISIONAL STATUS REPORTS A. Water Operations 1. One of the Water Operations Division s Fiscal Year 2017 goals is to maintain direct water treatment costs below $0.72 per 1,000 gallons. For Fiscal Year 2017 (through June 2017), direct cost was $0.64 per 1,000 gallons. 2. From July 17, to August 13, 2017, the Bear Creek Water Treatment Plant operated at 52% of its capacity. 3. Results from third quarter samples from disinfection byproduct have been received. Location running annual averages (LRAA) for both Trihalometahanes (THM) and Haloacetic Acids (HAA) remain below regulatory requirements. B. Wastewater Operations 1. One of the Wastewater Operations Division s Fiscal Year 2017 goals is to maintain the average direct wastewater treatment costs below $1.70 per 1,000 gallons. For Fiscal Year 2017 (through June 2017), the average direct costs were $1.72 per 1,000 gallons. 2. The Wastewater Operations Division recently reached 2 Years without a Lost Time Accident. C. Maintenance 1. During the period of July 11, 2017 to August 10, 2017, the Maintenance group completed 561 service orders (goal is 600). There are currently 502 open service orders in the work order system (goal is under 550) assigned to Maintenance. 2. The sewer crews responded to seven sewer back-ups. Five were on the customer s side and two were on WSA s side. No damages were reported. 3. The Leak Detection Crew surveyed 77,108 feet (monthly goal is 88,000 feet) of water line on Lee Road, Highway 78, West County Line Road, Mt. Vernon Road, and Chestnut Log. Five main line leaks and three service line leaks were found. All repairs have been made. 4. The I&I Crew inspected and mapped 94 manholes, smoke tested 7,484 feet of line in the Sweetwater Basin. Eleven clean outs were repaired and one violation was issued. Eleven easement encroachments were documented this month. To date, 602 encroachments have been identified and 381 have been closed out. 5. The TV Crew televised 3,821 feet of sanitary sewer in the Sweetwater Basin and surveyed 26,485 feet of line with the SLRat assessment tool. Page 9 of 11

10 6. The Vac-con assigned to lift stations was used to pressure wash and vacuum 16 lift stations (goal is 30). This crew also cleaned the chlorine contact chamber at Sweetwater Plant and assisted the water crews with 4 hydro excavations. 7. The Vac-con crew assigned to sanitary sewer mains was used to clean 8,891 feet of sewer lines in the Sweetwater Basin. This crew also assisted water crews with 3 hydro excavations. 8. Right-of-way crews cleared 12,900 feet of right-of-way in the Sweetwater Basin. Two sewer mains were repaired which had been damaged by contractors. This crew also relayed 150 of 4 force main at Concourse list station with ductile iron pipe and installed a by-pass connection. 9. The Grout Crew rehabbed 22 manholes in Sweetwater basin, sealed a leak at the Sweetwater plant chlorine contact chamber, and assisted water crews in completing landscaping. 10. The Valve and Hydrant Crew inspected and performed preventive maintenance on 235 fire hydrants (monthly goal is 117) and 170 valves (monthly goal is 130) during this period. Three fire hydrants were repaired. D. Construction 1. All construction crews are continuing to install new meters for the AMR/AMI project. E. Stormwater 1. Per MS4 permit requirements, WSA submitted a Storm Water Management Plan (SWMP) to EPD on May 31, 2013, and resubmitted it to address EPD comments on October 30, On June 2, 2014, EPD submitted another round of comments. WSA addressed these comments and resubmitted the revised SWMP on September 26, On September 25, 2015, EPD submitted a third round of comments. WSA addressed these comments and resubmitted the revised SWMP on October 28, To comply with the permit within the stipulated 5-year permit term, WSA has started wet-weather sampling of storm outfalls within urban areas that discharge within 1 linear mile upstream of impaired streams. The new permit stipulates that each of these outfalls must be sampled once during the 5-year permit term. It is estimated that there are approximately 420 outfalls within this category, although WSA has reduced this number by designating representative sampling points to cover multiple outfalls. 2. WSA submitted grant applications to GEMA on October 28, 2016 on eight residential structures to determine if they qualify for grant funding. For properties that qualify, WSA will offer to purchase the properties based on their tax assessed values. If the property owners elect to sell, WSA will purchase the Page 10 of 11

11 properties and demolish the structures to permanently remove them from the floodplain. GEMA is currently evaluating the grant applications. F. General Services 1. The Authority s benefits broker, ShawHankins, is in the process of getting quotes for health and dental coverages for 2018, which will be reviewed with the Board at an upcoming Work Session. The other insurance benefits offered by the Authority (life, AD&D, short/long-term disability) are in the final year of a price guarantee. 2. On August 31st, the final weigh-in for Mission Slimpossible II will take place and the top three teams will be announced. 3. On October 18th and 19th, all Authority employees will be attending a threehour class on diversity in the workplace. These classes will be conducted by Chrissy Marlowe from the Carl Vinson Institute of Government. G. Public Relations 1. On July 25 th, Communications Coordinator Lyndsey Sargent attended the Partners-In-Education kickoff breakfast. WSA will partner with Stewart Middle School and Lithia Springs High School for the school year. 2. Twenty Twenty Visionary, a metro-atlanta based consulting firm, has been hired to perform an assessment on WSA s communications plan. Three stakeholder meetings have been scheduled for August 28 th to speak to key groups of employees, management staff, and board members for input and ideas regarding community messaging and outreach. 3. Engineering manager Brian Keel has been selected to participate in the 2018 Leadership Douglas class, which kicked off on August 10 th. 4. Executive Director Gil Shearouse has been selected to head the Invest with Intention pillar of Douglas County s Community Strategic Plan. 5. At its annual meeting on August 15, 2017, the Douglas County Chamber of Commerce re-elected Executive Director Gil Shearouse to serve a three-year term on its Board of Directors. H. Finance 1. The Authority s FY 17 year end close out is continuing with the auditors scheduled for their onsite fieldwork during September 5-15, Page 11 of 11
