3 Qualifying Criteria : 1. The bidder have to pay tender fee. 2. The bidder have to pay EMD. 3. The bidder having successfully completed the work orders of similar nature amounting to minimum Rs.16 lacs per year during the last three financial years i.e , & Bidders who has offered housekeeping services in Corporate firms like L&T, Reliance, Tata group, Essar etc. and having ISO certification would be preferable. 4. The bidder have to submit the copies of work completion certificate showing name of owner, name of work, order amount, final completion amount, time limit commencement date and completion date. 5. The bidder having P.F. code No. and PAN No. The copy of the same to be submitted. 6. The bidder has to submit the copy of service tax registration certificate. 7. The bidder have to be submit the copy of last three years I.T returns. The following documents only are to be submitted in physical form : [A] Tender fee and EMD cover: Tender fee, EMD, List of similar type orders executed during last 3 years, PF No, Service tax no, IT returns, PAN card, work completion detail, DGVCL reserves the right to reject any OR all tenders without assigning reasons thereof. any [B] Price Bid The Price Bid must be submitted strictly as per Schedule B. The Price Bid shall be opened as per the specified time and date of opening of the Price Bid. The Tender Fee-EMD and Price-Bid shall contain adequate cross-reference wherever necessary to ensure clear and proper co-relation of the two cover without ambiguities whatsoever. 4 Any technical questions, information and clarifications that may be required pertaining to this enquiry should be referred to the ACE (P), DGVCL, Corporate Office, Nana Varachha Road, Opp. Gajjar Petrol Pump, Kapodara char Rasta, Surat. DGVCL reserves the right to reject any OR all tenders without assigning any reasons thereof. The bidder have to be submit the list of on going works along with name of owner, name of work, order amount, commencement date, time limit, due date of completion and expected date of completion. The bidder has to submit the list of cleaning machinery owned by him. The time limit of contract shall 12 months from date of start of cleaning services and is extendable by the authority in case required by the DGVCL for further 12 months without obtaining of any confirmation from contractor. The DGVCL reserves the right to terminate the contract at anytime without assigning any reason by giving 30 days notice in writing. No tender shall be accepted / opened in any case after due date and time of receipt of tender, irrespective of delay due to postal services or any other reasons and the company shall not assume any responsibility for late receipt of tender. The Earnest Money Deposit and tender fee will be accepted only by Demand Draft of any Nationalized/schedule Bank, situated at SURAT, drawn in favour of DGVCL. Tender without EMD and tender fee shall be rejected. Two separate demand drafts for tender fee and EMD should be submitted with Tender fee -EMD cover only. Rate Unit Amount Providing house keeping service for New Corporate office (ground floor to terrace floor), scada including peripheral roads, drainage etc. mentioned in annexure A. Labour engaged should remain present during working hours in premises for any work in the scope. The cleaning of all floors should be done to the extent that they remain cleaned as per instruction of EIC. electricity and water will be provided free of cost.(all necessary materials such as air freshner, air purifier, neptha balls liquid soap, phenyl, acid, washing detergent powder, coconut broom, soft broom, bucket, pota cloth, Toilet paper rolls, etc. will be provided by the contractor as directed by EIC.) 8 NOTE:- 1. All taxes like welfare cess and any other taxes including works contract tax etc. in respect of this contract and also any statutory variation in future towards above mentioned taxes & any other taxes if levied in future by statutory authority applicable to the this contract shall be payable by the contractor and DGVCL will not entertain any claim whatsoever in this respect. The rates will be "Excluding the service tax'. The reimbursement against Service tax" will be paid to the contractor as per Govt., rules & regulations. The proof of payment made by the contractor to the appropriate department shall be submitted to DGVCL, failing which appropriate amount shall be withheld on getting information/instruction from the concerned department. 2. Contractor shall have to arrange for following minimum labours, Sweepers and Supervisors strength for cleaning work daily for execution of works for item no 1. Sr.No. Details. Nos.of persons. 1. Supervisor Labours. 17 Total Persons: - 18 Nos. Labour and supervisor shall be in Uniform with ID Card and behave with good manners. Whenever contractor fails to arrange for above minimum persons strength, recoveries shall be affected from the due bill/payment of the contractor, at following rate for labour strength arranged less then specified as above. 9 DGVCL Corporate office Surat. SPECIAL CONDITION OF CONTRACT:- Tender for the work of:- Providing Corporate office DGVCL Surat. House Keeping services for New Name of Contractor:- 1. Should this tender be accepted, I/We hereby agree to abide by and fulfill all the terms and conditions of the Tender contract for works as applicable and in default thereof forfeit and pay to the DGVCL the sum of Money due. 2. The full value of the Earnest Money deposit paid herewith should be absolutely forfeited to the DGVCL should I/we do not deposit the full amount of specified security deposit. 10 DGVCL Corporate office Surat. NAME OF WORKS:- Providing House Keeping services for New Corporate office DGVCL Surat. NOTE:- 1. Rate DGVCL shall pay the bill every month as per agreed rate plus Government service taxes applicable from time to time. 2. Taxes Income tax and other taxes, if any in respect of Contractor income arising from this contract, shall be deducted at source as applicable. 3. Terms of Payment The contractor shall submit the bills with original within 5 days on completion of each month. 4. Price variation No price variation is given on any rise or fall of material. The rates quoted by the contractor shall be based on the current price of material. 5. Security Deposit 1. The bidder has to pay Security Deposit 5% of the order value and it is to be paid in Cash or F.D. in favour of DAKSHIN GUJARAT VIJ COMPANY LTD., Surat on acceptance of order. 2. In case of any liability arising to the DGVCL on account of the default on your part in carrying out various functions, the same will be deducted while refunding security deposit. 3. No interest shall be paid by the DGVCL on Security Deposit. 4. The S.D. shall be refunded after satisfactory completion of the contract. The DGVCL reserves the right to recover any dues outstanding against the Tenderer from the S.D. or towards any loss caused to the DGVCL owing to negligence or default of the Tenderer, his servants or agents. The refund shall be done only on production of No Objection Certificate from the concerned officers.

11 6. Penalty 1. If work of the contractor found unsatisfactory, DAKSHIN GUJARAT VIJ COMPANY LTD. shall exercise its discretionary power to cancel the order, and penalty will be levied as per company s rules and regulation 2. If contractor fails to execute the order successfully or fails to execute the work it will be got completed through other agency and if required to pay higher rate, in that case, difference of rates will be recovered from the contractor. 7. Legal aspects 1. Agreement: As per company rules, contractor will have to enter into an agreement on Stamp Paper of Rs with the company in prescribed format before execution of work. The cost of stamp fees shall be borne by the Successful Tenderer. 2. The Tenderer will have to execute an Indemnity Bond on Stamp paper of Rs. 100/- at his cost before commencement of order stating that for any accidents or damages to the contractor's staff / equipments or any other persons/vehicle due to non observance of safety measures, DGVCL shall not be responsible. 3. In case of any dispute or any discrepancy, the decision of the A.C.E.(P) DGVCL will be final and binding to the Tenderer. 4. The Tenderer must follow all the rules, regulations and enactment of the Labour Laws relating to engagement of persons by him. 5. The contractor shall obtain comprehensive insurance policies for all his workers in respect of all the insurable liabilities under the The workman Compensation Act Fatal Accident, Personal Injuries Act, Natural Hazardous, Riots/arson etc 6. The contractor shall obtain necessary license, registrations as legally required. 7. DGVCL shall entitle to recover full amount from contractor for expenses incurred on account of compliance of any statutory provision or breach of contract. 8. The contractor shall not sublet the contract to any other party. If it is found, subletting the contract, then S.D. will be forfeited and party will be black listed. 9. All disputes in connection with the Tender/Contract shall be subject to the jurisdiction of the court situated at Surat. 8. Staff employment:- The contractor shall employ adequate number of experienced staff at site for daily supervision and for maintenance of various registers and records required under The law and contract. No payment for supervision shall be admissible.

Contractor to Indemnify the DGVCL The contractor shall indemnify and keep indemnified the DGVCL and every officer and employees of the DGVCL and also Engineer-In-Charge and his staff against all actions, proceedings, claims, demands, costs and expenses whatsoever arising out of or in connection with the matters referred in above clauses and elsewhere and against all actions, proceedings, claims, demands, costs and expenses which may be made against the DGVCL by any workman/ employee of the contractor or any sub contractor and / or from any liability may arise to any workman / employees of the contractor or any sub contractor under any laws, rules or regulation having the force of law including but not limited to claims against the owner under workman s compensation Act, The employee s Provident Act 1952, and / or the contract Labour (Abolition and Regulation) Act The DGVCL shall not be liable for or in respect of or in consequence of any accident or injury to any workmen or other person in the employment of the contractor or his sub-contractors, and the contractor shall indemnify and keep indemnified the DGVCL against all such damage and compensation and against all claims, demands, proceedings costs, charges and expenses whatsoever in respect thereof or in relation thereto. 10. Workmen s Compensation And Employer s Liability Insurance:- Insurance shall be affected for all the contractor s for all the contractor s employees engaged in the performance of this contract. If any of the work is sublet to the sub-contractor, the contractor shall require that he or his subcontractor to provide workmen s compensation and employer s liability insurance for the latter s employees unless such employees recovered under the contractor s insurance. 11. The DGVCL reserves the right to terminate this rate contract at any time during its pungency without giving notice of termination or any reasons thereof. 12. The DGVCL will be entitled to deduct directly from the bills, to be paid to the Sub-contractor and Laborers any sum or sums payable by contractor and which sum/sums the DGVCL is required to pay as a principal employer on account of contractor s default in respect of all liabilities referred to in above clauses. 13. Nothing in the contract document stated shall any wise constitute any workmen/ employees of the contractor or any sub-contractor as or to be workmen/employee of the power, or place obligation or liability in respect of any such workmen/ employee upon the DGVCL. NOTE :-The prevailing Act at the time of execution of work over and above act specified herein shall be binding to the contractor

13 14. General 1. The A.C.E.(P) DGVCL reserves the right to reject any OR all the tenders without assigning any reasons there of. 2. The Tenderer shall make his own arrangement for the Boarding and lodging of his workers. 3. The contractor shall deploy only those personnel, who bear a good moral character, behaviour, health and pleasing personality. 4. The Tenderer shall ensure that representative on his behalf deputed by him should be in touch with the A.C.E.(P)/ EE (Civil) & DE (Civil) with regard to detailing of work etc. 5. 14 Other Conditions 1. Contract booklet of DGVCL for general terms and conditions of this work is available for reference in the corporate office Surat and binding by the contractor. The contractor quoting for this tender is deemed to have gone through this book of contract booklet and same will be treated as binding of him.. 2. The successful contractor has to execute an agreement with the DGVCL on stamp paper in Prescribed performa of the Company the cost of stamp papers are to be borned by the contractor. 3. The successful contractor has to give indemnity Bond on stamp papers in the prescribed Performa of DGVCL. The Cost of such stamp papers is to be borne by contractor. 4. The contractor employing more than Ten Workmen on any day of the preceding Six Months. As contract Labor shall be required to obtain requisite license at his own cost from the appropriate licensing officer before undertaking contract work. The contractor shall be solely liable and responsible for short compliance with the requirements under the contractor labour (Abolition regulation) Act 1970 and Rules there under.
