1 BROWARD COUNTY AVIATION DEPARTMENT BOARD OF COUNTY COMMISSIONERS BROWARD COUNTY, FLORIDA A D D E N D U M NO. 1 REQUEST FOR LETTERS OF INTEREST RENTAL CAR CENTER COFFEE CONCESSION FORT LAUDERDALE-HOLLYWOOD INTERNATIONAL AIRPORT RLI # AV-01 DATE OF ADDENDUM: June 11, 2010 TO ALL PROSPECTIVE PROPOSERS: PLEASE NOTE THE FOLLOWING CHANGES: 1. The Section of the RLI entitled Insurance Requirements, which appears on page 6 of the current RLI is stricken in its entirety and replaced by the following: Insurance requirements will be determined by Broward County s Risk Management Division and will be included in the Concession Agreement. It is not necessary to have insurance in effect at the time of response to this RLI, but certificates indicating that the insurance is in effect will be required at the first Sunshine negotiation session for the Concession Agreement. Refer to Attachment 5 for a listing of minimum requirements. Note that the Broward County Board of County Commissioners must be a certificate holder and must appear as an Additional Insured for all General Liability coverage. Additionally, all coverage must include a 30-day notice of cancelation. Microsoft Excel for any spreadsheets In addition, submit two (2) total printed copies of your response. 3 Q1) Most places that I have dealt with have an RFP. Is the Letter of Interest the same as the RFP or is it a first step in an RFP process? A) The Request for Letters of Interest is our solicitation process. There is no RFP (Request for Proposals) that will follow for this opportunity. Q2) Since the due date is July 1, 2010, with there be potential addendums that I will have to check for and answer as needed? A) Yes, potentially there will be addenda issued, including answers to questions submitted by potential vendors. A potential vendor will not have to answer addenda, although an addendum may contain key information that will impact your submittal. Q3) Who makes up the selection committee by name? A) Yasmi Govin (Chair) Mayor Keechl (added on 6/8/10) Commissioner Jones Commissioner Rodstrom Commissioner Wexler Jamie McCluskie Carlos Puentes Q4) Are you (Alan Gluck) on this committee? A) No Q5) What is the basis used to make the short list? A) The short list consists of the firms that the SNC believes are the most qualified, based on the submittals, along with research by the SNC s support persons. Q6) How many car rental contracts have been written ytd in 2010? A) 515,205 through April, Q7) What % of minority participation for the DBE partner is required? A) This contract does not have an ACDBE goal assigned. ACDBE participation has been targeted through the use of RACE-NEUTRAL means. Race-Neutral does not mean that no efforts are made to facilitate ACDBE participation. Race-Neutral ACDBE participation occurs when an ACDBE wins a contract or subcontract that was not assigned numerical ACDBE goals, or when the ACDBE status was not considered in making the award. Although there are no numerical goals assigned to this project, bidders are highly encouraged to utilize the services of ACDBEcertified firms as much as possible. Q8) What provisions have the airport made for utilities water sanitary electrical exhaust? A) The Airport has brought power, water, and sewer to the site. Plans will be provided to the selected Respondent. There is no exhaust/hood system, nor is the placement of one possible in this facility.

4 Q9) How much weight will be placed on the concept sketches that can be submitted under the proposed operation heading? A) Specific aspects of the Respondent s submittal are not weighted for consideration by the SNC. Q10) Will the airport accept suggestions for locating the concession in an alternate position in the same general area as the current plan indicates to optimize exposure to increase revenues? A) No alternative locations will be considered. Q11) What is the cost of the onsite storage facilities? A) There is no onsite storage available for this concession. Q12) The bid is a MAG plus % rent? A) There is no financial component to this response. There is no Minimum Annual Guarantee for this concession, and the percentage rent has been established in the RLI. Q13) If you make the short list how much time will you be given and what is the size of the room? A) The amount of time for each shortlist presentation has not been established, but all shortlisted firms will have an equal amount of presentation time, while question and answer time may vary. The exact dimensions of the room in which the shortlist presentations will occur are not known. However, there will be 25 seats around a table to accommodate the SNC and staff, and approximately 70 seats in the audience. Q14) Will your competition be allowed to sit in or this will be done in private? A) Shortlist presentations are done in the Sunshine. Q15) Can I get a copy of the attendance list from yesterday (the pre-response meeting)? A) Yes, the attendance list is available on the County s purchasing website at Then click on current solicitations on the left side of the screen Next click on currently advertised solicitations on the right side of the screen Then, in the drop down box under Solicitation Number, select AV01 Q16) Will the no food and drink signs be removed from the shuttle buses? A) No Q17) Is Airport Concession Disadvantaged Business Enterprise (ACDBE) participation) a selection factor or is it voluntary? A) ACDBE participation is not a selection factor. However, BCAD encourages that the selected vendor have ACDBE participation in their operation. Such participation may be obtained through purchase of merchandise or supplies from certified vendors, among other means.

5 Q18) If you (a respondent) choose to go that route, there are no additional points? A) The value given to ACDBE participation is up to the Selection/Negotiation Committee. Q19) Is there any leeway on the rent structure if the respondent is operating a franchise? A) No, the rent structure is fixed for all potential respondents. Q20) Does BCAD have a certain date when this concession will be open? A) There is no absolute date certain when this concession will open, as it is dependent on how long negotiations, permitting and the build-out of the facilities take. We anticipate that the concession should be open before the Airport s next high season, which commences in November, 2010, or certainly at some point during the peak season, which runs from November through April. Q21) Is there any data or comparable's for coffee providers or various concession operations at other commercial airport rental car centers? A) To the best of our knowledge, there are three other airports that currently have coffee concessions in their rental car centers. Dallas-Fort Worth had such a concession but it closed because of lack of sales volume. The three others are Baltimore/Washington International Thurgood Marshall, Phoenix Sky Harbor International and San Francisco International airports. Seattle-Tacoma International intends to open up a location in their rental car center in Sales volume at Dallas-Fort Worth was approximately $160,000 per year (2008), and at San Francisco, reported sales for 2009 were about $270,000. The sales volume at Baltimore/Washington International Thurgood Marshall is estimated at about $160,000. Q22) Can you provide a list of acceptable construction companies already approved to perform work at FLL? A) The does not keep a list of acceptable construction companies. Q23) Have you had the opportunity to provide a response to the question asked during the meeting regarding the sign on the buses stating No Food and Beverages are Allowed on The Bus? A) Please see response to Q16. Q24) We like to request copies of the signing (sic) sheet for the Pre Response Conference held on June 1, 2010 in relation to the above addressed.
