(a) Earnest Money Deposit ` of DD/BC drawn in favour of HAL, Sukhoi Engine Division, Koraput, payable at SBI, Sunabeda. 9. (b) Mode of dispatch of Earnest Money Deposit By Post/Office of DGM (Services). (HAL will not be responsible for postal delays.) However the details of DD No. & date to be provided in the prequalification profile along with scanned image of the same to be uploaded. 10. Type of Tender Two Bid (Technical and Price bid) Only Technical bids will be opened on above date. In case of two Bid system both Part A(Technical Bid) and Part B(Price Bid) will be received at the same time, but upload two separate file as Technical bid and Price Bid respectively. 1

2 a) Annual Turn Over: The Average Annual Financial Turn over during the last 3 years, should be at least 6.64 Lakh of the estimated value of the tender (format as per Annexure-E). b) Solvency: The solvency should be at least 8.86 Lakh of the estimated value of the tender. The solvency certificate shall be from a nationalized bank or scheduled bank and issued within a period of 12 months from the due date of submission of tender. c) Experience: Experience of having successfully completed similar works* (as per Annexure E). Details during last 7 years ending last day of December 2015 should be either of the following: I) Three similar completed works costing not less than the amount equal 8.86 Lakh. OR II) Two similar completed works costing not less that the amount equal to Lakh of the estimated cost. OR III) One similar completed work costing not less than the amount equals to Lakh of the approx amount put to tender. Note: 11. Prequalification Criteria 1) The work shall be completed as a whole. Partial value/completion shall not be considered. 2) If completion certificate is from a reputed organization, same shall be supported with TDS certificate and shall be accompanied with the copies of work order and completion certificates issued by respective clients. 3) Similar work indicates: Operation / Maintenance of Machines / Equipments. d) Documents To Be Submitted Along With The Tender: In addition to the above following documents are to be submitted along with the tender: 1. Constitution and legal status. 2. Registration with HAL/other organization if any. 3. VAT/CST/WCT/Service Tax registration certificate, as applicable for the tender called for. 4. Copy of PAN Card/GIR No. Registration Certificate issued by Income Tax Authroity. 5. Certificate of TIN number as applicable. 6. Other information/documents as deemed appropriate by the tenderer. 2

3 1. Offers received will be opened on the date and time indicated above. Bidders if so desired may participate in tender opening after producing authorization/identity. 2. HAL reserves the right to issue/accept any tender, in part or in full or reject any or all tenders without assigning any reason thereof. 3. HAL shall not be responsible for the delay or non-receipt of the EMD & tender document and fees submitted by post for any reason whatsoever. 4. Contractors are subject to be disqualified, even though they meet the qualifying criteria, if they: 12. Important Note o o o Make misleading or false representations in the request, statements and attachments submitted in proof of qualification requirements including holding information and/or Have record of poor performance such as abandoning the work, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures, requesting of claims not admissible under the contract conditions. Etc., If the party has been blacklisted by Govt/ Railways/ MES/ PSUs. 5. The last date for receipt of tender request and tenders will not be extended under any circumstances. The tender request received after due date and time is liable for rejection. 6. This is an ELECTRONICS MODE of tendering, any manual or mechanical errors committed before uploading or during the process of uploading the document shall bound to be duly accepted by the tenderer. 4 14.0 SPECIAL CONDITIONS: 14.1 Security Deposit: The successful tenderer shall have to submit security deposit, Security deposit shall consist of two parts: i. Performance Guarantee to be submitted at award of work, and ii. Retention money to be recovered from running bills. Performance Guarantee should be 5% of contract amount and should be submitted as Bank Guarantee (Format at Annexure-M), DD or any other form of deposit stipulated in tender document within 30 days of receipt of letter of acceptance. Retention money should be deducted at 5% from running bills. This security deposit will bear no interest and will be returned only after the contract is completed to the entire satisfaction of HAL. Any delay in depositing the security deposit as above shall attract a penal recovery for the delay period on the balance security deposit amount [if EMD is 2 % of security deposit per week or part thereof with a maximum penalty of 25% of security deposit Contract Agreement: The Contractor shall submit the contract agreement on non judicial stamp paper of ` 100/- in a prescribed form duly signed within thirty days of issue of Acceptance Letter failing which penalty of ` 2,500/- per week delay to a maximum of Rs 10,000/- will be levied for delay in submission. Payment will not be released if agreement is not submitted Indemnity Bond: The contractor shall be responsible for indemnifying HAL against any claims arising due to non fulfillment of statutory obligations by the contractor under various labour enactments or any other laws in force and the contractor shall submit an Indemnity Bond as per HAL format executed on Non Judicial Stamp Paper worth Rs.100/- indemnifying HAL against all liabilities under the labour enactments, arising out of this contract Payment terms: Payments would be made on monthly basis on submission of work done statements duly certified by in charges of Shop and Inspection. All payments to be made to the contractor under this contract shall be by RTGS/Core Banking on submission of PF payments details with Challan to HAL as per rule. 4

5 PART-A NAME OF THE WORK: Job Contract for non-core production activities in Test Cell No.8 at SED. Terms & Conditions SCOPE OF WORK 1) The contract would be placed as Job Contract on per Activity Basis 2) All activities are to be carried out as per prescribed test technologies provided by HAL, Koraput Division 3) The aero engine activities would be carried out in 1 st and 2 nd shifts as per the instructions of HAL In charge. The contractor shall maintain the HAL Shift timing which at present is as follows: 1 st SHIFT 7.00 am to pm 2 nd SHIFT pm to pm 4) The engaged team by the contractor should have a supervisor who would oversee completion of the activities and coordinate with the concerned HAL personnel. The Workmen and Supervisor engaged by the contractor should have a clean record of conduct & character. M/s HAL will not deduct any amount against lapse of the schedule it is due to HAL. However HAL will provide another schedule to contractor to complete the activity. 8) The contractor has to engage requisite number of people (at least 6 persons per shift) for the job so as to meet the above said delivery schedule maintaining the quality requirements. 9) The mounting, dismounting & preparation activities involve aero-engine and adequate care is to be taken by the contractor to avoid any damage to the components 10) Scope of work will be as per Bill of Quantities in Part-B. 11) The up keep of the area of test cell and periphery would be in the scope of the Job. 12) The contract would be for 1 year. 13) The minimum qualification of the manpower employed by the contractor should be ITI / TTS / Ex-servicemen preferably with 01 year experience in the field of aviation / aerospace / manufacturing / production unit. 14) Training would be provided by HAL for a period of 2 weeks to the CL deployed by the contractor. 5

6 NAME OF THE WORK: Job Contract for non-core production activities in Test Cell No.8 at SED. 15) The following records are to be maintained: a. Job allotment register b. Job cards provided for activities c. ATF, lube oil, hydraulic oil, preservation oil, oxygen, nitrogen, naptha, cambric cloth consumption register. 16) An activity would be deemed as complete if certified by Inspection and shop. 17) HAL would provide job cards for each activity, which would be the basic document for coordination, certification of completion by quality and shop. 18) Payments would be made on monthly basis on completion of each activity and submission of work done statements duly certified by in charges of Shop and Inspection. The activities (works) shall be completed as a whole. Partial value / completion shall not be considered for payments. 19) Safety rules and applicable safety practices shall be meticulously followed and for any lapse, the contractor shall be responsible and HAL is in no way responsible. 20) HAL would provide special tools and consumables. General tools like spanners of different size, socket spanners, cutting pliers, wire twisters, screwdrivers, Multimeter etc. will be in the scope of contractor. 21) The contractor shall submit PF payment details with challans to HAL as per Rules. 22) The contractor has to submit indemnity bond in non judicial stamp paper indemnifying HAL against any liability to statutory minimum wages and EPF and other labour laws appropriated at that time. 23) Minimum wages act / applicable PF and other labour rules shall be meticulously followed. The contractor shall not pay less than minimum wages as directed by Ministry of Labour from time to time. 24) The contractor shall ensure that the personnel engaged are insured as stipulated by Employee Compensations Act, Common Law & Fatal Accident. 25) The supervisor should co-ordinate for the entry / exit of personnel at the security gate. 6
