The Tender document along with terms & conditions can be downloaded from T.U. website and submitted along with Demand Draft for Rs. 2000/- in favour of the Registrar, Telangana University, Nizamabad. The Tender document complete in all respects should reach this office on or before up to p.m. Amendments/Corrigendum, if any, in tender document shall appear in University website only. TERMS & CONDITIONS FOR HIRING OF TAXI SERVICES Sealed quotations are invited for hiring vehicles from the agency/ firm/ company registered with State Transport Authority as per Govt. norms. The specifications and model of vehicles required are attached in Annexure-I A Tender should have the following eligibility: 1) The Agency/ Operator should have office in Nizamabad/ Nizamabad District with means of communication like landline telephone, mobile telephone and .. 2) The Agency/ Operator should be registered with State Transport Authority (STA) as per Govt. norms. 3) The Agency/ Operator should have vehicles registered for commercial purposes with STA. 4) The Agency/ Operator should have proven ability of providing vehicles to reputed organizations including Government Departments in last 3 years. 5) The annual turnover of the Agency/ Operator in the last 3 consecutive financial years and authenticated copies of audited balance sheet of last 3 financial years should be provided as a proof of it. 6) The Agency/ Operator must submit Earnest Money Deposit (EMD) Rs. 50,000/- in form of DD drawn in favour of the Registrar, Telangana University, Nizamabad 7) The Agency/ Operator must submit an undertaking on its letter head that they have not been blacklisted by any State Government or Central Government Department/ Public Sector Unit (PSU)/ Autonomous bodies in India during the last 3 years. Terms and conditions: 1) The bid will be submitted in 3 parts containing (i) Earnest Money Deposit (EMD) (ii) Technical Bid and (iii) Financial Bid. (a) The Agency/ Operator must submit Earnest Money Deposit (EMD) Rs. 2000/- in form of DD drawn in favour of the Registrar, Telangana University, Nizamabad. (b) Technical bid should be sealed in one envelope and marked as Technical Bid and shall contain following technical details: Name and address of the Agency/ Operator (with contact numbers) Name of the Proprietor of Agency/ Operator (with contact numbers and address) List of reputed clients (with full address and telephone numbers) Copy of permanent Account Number (PAN) is to be enclosed Service Tax Registration No. and copy of service tax returns for last two years (copy to be enclosed). List of vehicles registered to operate as commercial vehicles with registration numbers and years of registration. Copy of documents for providing vehicles to reputed organizations including Government Departments in last 3 years. The Agency/ Operator should be a registered travel agency with State Transport Authority/ Relevant Department of the Government. The bidder should submit a proof in this regard.

3 (C) The price bid/ Commercial bid shall be sealed in an envelope and should contain the price bid in Annexure-I duly completed in all respects. The financial bid of only those vendors would be opened who qualify the technical bid. (d) All the above 3 sealed separate envelopes of EMD, Technical Bid & Financial Bid should be sealed in one envelope and may be submitted at designated address as per details given in tender document. 2) The Agency/ Operator will have to deposit earnest money of Rs. 50,000/- by way of Demand Draft (DD) in favour of The Registrar, Telangana University, Nizamabad. The earnest money deposited will be refunded to bidders whose offers are not accepted within 90 days from the date of opening of tender. Earnest money of the bidders whose tender is accepted will be returned on submission of performance Bank Guarantee for the above mentioned amount valid for a period of 15 months. Tender without the Earnest money shall be rejected. 3) Scope of Work: (a) Hiring of Vehicles on Daily Basis The hired vehicles services will be utilized on call basis for our officials within state and also for outstation, as and when required. 4) Period of Contract: The successful Agency/ Operator shall be required to enter into a formal contract initially for a period of one year. Telangana University, Nizamabad, reserves the right to extend the contract for a further period of one year or part thereof on the same terms conditions and rates, if agreeable to the agency/ operator. 5) Instructions for Drivers: (i) The taxi drivers should have a mobile phone (ii) The vehicles shall be driven by well-behaved driver(s) with a valid driving license and sufficient experience. Knowledge of Telugu is a must. Workable knowledge of Hindi is desirable. If Telangana University is not satisfied with the conduct of a driver, the Agency/ Operator will have to replace the driver forthwith as per the advice of Telangana University. (iii) Telangana University shall not be liable for any act of omission/ negligence or misconduct on the part of the Driver of the hired vehicle and the entire liability and responsibility if come into existence due to such omission/ negligence or misconduct shall be of the Agency/ Operator (iv) The hired vehicle should comply with current pollution norms applicable in Andhra Pradesh State. (v) The vehicle should have a valid pollution Certificate, RC book and Insurance. 6) Penalty: (i) Agency/ Operator has to provide vehicles immediately within one hour at the required place and time. In case Agency/ Operator fails to provide vehicle a penalty of Rs. 500/- per vehicle per incident will be levied. Besides that the University shall have the right to hire a vehicle from the market at risk and cost of the Agency/ Operator. Additional cost, if any, incurred by the University in hiring of vehicles will be borne by the Agency/Operator. (ii) Agency/ Operator should be in a position to provide standby vehicle within an hour of nay breakdown reported, telephonically to them. (iii) In case of suitable replacement/standby vehicle, provided in case of any breakdown, does not report on time/does not report at all, the University would have a right to hire a vehicle from the market/other agency or operator and additional cost, if any, incurred by the University will be borne by the Agency/Operator. 7) Legal Obligations: (i) The Agency/Operator shall at all times indemnify and keep indemnified the University and its officers, guests etc. against all losses, damages, accidents or against any third

4 party claims whatsoever. The contractor shall at his own cost and initiative at all times till the successful completion of the contract period, indemnify University of all insurable liabilities, under India Motor Vehicle Act, Workmen s compensation Act etc. and other such acts. (ii) The Agency/ Operator shall also be required to submit and undertaking that no criminal case is pending against its proprietor/ owner or any of its directors for any violation in Pf Act/ ESI Act/ Labour laws, Road Accidents, Traffic Rules etc. (iii) Agency/Operator will also ensure that minimum wages as prescribed by the State Government from time to time is being paid to all his operating crew. (iv) The Agency/Operator shall be the principal employer for all purposes for his staff/ drivers etc. If due to any reason or reasons whatsoever, University is made liable to make any payments, the amount so paid shall be payable by the Agency/Operator to University or all such payments shall be covered by University from the dues payable to the Agency/Operator. (v) In the event of any dispute between the Agency/Operator and the University, the decision of the Registrar, Telangana University, Nizamabad shall be final and binding on the Agency/Operator. (vi) The Agency / Operator shall be required to enter into a contract with the University subject to the jurisdiction of Nizamabad courts only. (vii) The Agency / Operator will have full and exclusive liability for payment of Government Taxes, Comprehensive insurance, registration, pollution license and any other type of payments demanded by Govt. as taxi owner/operator, which may be in force and may come in force during the period of the contract. 8) Definition of Hour and Day (i) Hour means an hour or 60 minutes. For the purpose of charges, fraction of an hour up to 30 minutes, will not be taken into account and than 35 minutes will be reckoned as full one hour in a day. (ii) Day means a calendar day starting from 0000 hours to 2400 hours. 9) Termination of Contract: In case of breach of all or any of the terms and conditions of the contract, without prejudice to any other right in law under the contract, the contract may be terminated on a one month s notice. On such termination, the security amount deposited will be forfeited. 10) Payment: For cars being hired on daily and call basis, the hire charges shall be paid as per the terms and conditions after receipt of bills in duplicate along with verification by the user on duty slip. The bills are to be submitted on monthly basis. TDS and other taxes as applicable will be deducted from each bill. 11) Fuel Price Escalation: No fuel price escalation will be given during the period of contract. 12) Parking & Toll Charges: Actual toll Tax, Parking charges at the railway stations, Airports or at any other place will be paid by driver which may be claimed subject to production of such parking slips/ toll receipt duly signed by the Agency/ operator along with vehicle bills. General Terms and Conditions: (i) Agency/Operator may ensure that vehicles should be in excellent running conditions in respect of engine, body, tyre, paint, upholstery with immaculate seat covers and bearing commercial number. (ii) The quoted monthly rates shall remain applicable for operation of the vehicles on all days. (iii) The designated point of reporting of all vehicles will be at the Examination branch, Telangana University. Vehicles should report to the place of requirement and the reading of meter shall start from the place of reporting. (iv) Telangana University reserves the right to reject any or all bids without assigning any reasons therefore.

5 (v) Telangana University reserves the right to draw a panel of more than one Agency/Operator and split the work amongst them. The University also reserves the right to negotiate with Agency/ Operator who has quoted lowest amount in most of the categories of financial bid. (vi) The vehicles on University duty should carry a placard at all times with Telangana University logo. These cards will be made by the Agency/Operators as per requirements of the University. (vii) University reserves the right to physically inspect the vehicle/ model offered by the Agency/ Operator. (viii) Telangana University, may, at its direction, waive any minor non-conformity or any minor irregularity in an offer. This shall be binding in all the Agency/ Operator and Telangana University reserves the right for such waivers. (ix) Telangana University reserves the right to terminate the contract in the event of delay in arranging the vehicle, deficiency in services, misbehavior with staff or any breach of any of the terms and conditions of the tender. (x) In case if the Agency/Operator do not submit any of the above mentioned papers/ information along with tender, his bid will be rejected and bid will not be considered for further evaluation.
