Stormwater Adaptation Measures Top Duckbill Tidal Automatic Hinged Style Floodgate Tidal Flap Gate Check With Manual Floodgate Valve Mechanism Page 8

Stormwater Adaptation Measures PROS CONS Prevents storm surge from backing-up into the upstream drainage system Can be blocked by sedimentation or debris and stop functioning Causes elevated water levels in the upstream drainage systems Sediment and debris preventing flapgate from performing properly Page 9

Stormwater Adaptation Measures RECOMMENDATION: Install duckbill check valves at : Oakwood Avenue Outfall Pipe (~$60K) Goodwin Avenue at Ocean Avenue (~$10K) Goodwin Avenue at 2 nd Avenue (~$10K) South Pine Street at Ocean Avenue (~$20K) South Pine Street at 2 nd Avenue (~$10K) TIMELINE FOR INSTALLATION: The valves are planned to be installed during June 2018 Page 10

It is important to note that the duckbill check valves will not prevent structural flooding associated with a similar high tide/storm surge event to Hurricanes Matthew and Irma. Page 11

What to Expect Awaiting FEMA s release of the Notice of Funding Availability (NOFA) for Hurricane Irma (presently in upcoming status) The NOFA will establish the amount of funding allocated to Volusia County and other Florida Counties City to continue to coordinate with the Volusia County Local Mitigation Strategy (LMS) group for project support This City project will be ranked by the LMS group against other projects submitted by the County, other cities, and Private Non-Profit corporations Page 33

What to Expect Per FEMA guidelines, the following applies to structures to be mitigated: Properties must maintain a flood insurance policy for the life of the structure (regardless of the transfer of ownership). Homeowners will need to record with Volusia County land records a notice including the name of the current homeowner, a legal description of the property, and a notice of flood insurance requirement. Failure to maintain flood insurance on the mitigated property may prohibit the owner from receiving Federal disaster assistance with respect to said property in the event of a future flood disaster.
