Our Vision Our vision is for the mission to be delivered safely, securely, effectively, transparently and creatively; for the NDA to be a great place to work; and for us to be leading the nuclear sector and doing more across the world. Our Organisation The Nuclear Decommissioning Authority (NDA) is a non-departmental public body established under the Energy Act Under the Energy Act 2004, the NDA owns 17 nuclear sites across England, Wales and Scotland (some dating back to the 1940s) plus the associated liabilities and assets. The NDA is responsible for the operation, decommissioning and clean-up of nuclear reactor and research sites in the UK. The programme of work to deliver this is projected to take over 100 years and cost Her Majesty s Government (HMG) over 100 billion. The NDA reports to the Department for Business, Energy and Industrial Strategy (BEIS), although for some aspects of work in Scotland it is responsible to Scottish ministers. The NDA Corporate Centre s role is strategic i.e. establish the overall approach, allocate budgets, set targets and monitor progress. The NDA Corporate Centre does not have a hands-on role in cleaning up our facilities. Instead its mission is delivered through the rest of the NDA Group, primarily Site Licence Companies (SLCs) and subsidiaries. The SLCs hold the nuclear site license (granted by the office for Nuclear regulation (ONR)) to operate the site/s. The SLCs provide staff to run the sites and also let the contracts to run and decommission them. In total there are approximately 18,500 people employed through the NDA Group. The NDA Corporate Centre employs over 200 staff and its headquarters are in West Cumbria. With a new Chief Executive and Chair, this is a very exciting time to join the NDA. 5 Some facts and figures NDA spends 3billion a year on the operations, decommissioning of nuclear power stations in UK. The NDA owns 17 nuclear sites across the UK. The decommissioning programme is expected to take over 100 years and cost over 100billion. NDA is effectively a corporate centre and delivers the decommissioning through the rest of the NDA group which comprises subsidiaries and Site Licence Companies. SLCs hold the licences to operate the individual sites. The group has circa IT users, with just over 200 staff based in the NDA corporate HO in Westlakes Science & Technology Park Cumbria. The overall NDA group IT budget is very substantial, with current supply contracts ranging up to nearly 100 million per annum. A new Sellafield IT contract (Will be awarded in 2 / 3 years time) will be valued at several hundred million pounds over 5 to 6 years. The NDA has a well-funded Cyber Security improvement programme which has the full support of the board. Job Profile The NDA has a critical role on ICT strategy across the NDA Group, providing leadership regarding how technology should be procured and exploited, both now and in the future, and to optimise business value and value to the UK tax payer. Reporting to the Security Information Services Director, this new role ensures that there is appropriate and professional focus on all Information Systems, Technology and Governance and leads the across the following aspects: ICT Strategy development Programme Management and Delivery Stakeholder relations User confidence and credibility Operational Delivery and Execution Working in a matrix structure to deliver the NDA s ICT strategy, this role will lead and manage the corporate arrangements and drive change in the Group, especially with regard to targeting the further of a flexible and agile working environment. The CTO will also be a key member of the NDA s holistic security board ensuring that expert ICT advice is integral to security decisions. The CTO is also responsible for all aspects of the Head Office IT systems and infrastructure and for the performance of the IT contractor. In addition there are approx. 600 further users from a number of NDA Subsidiaries who are on the NDA s Head Office IT infrastructure and require services from it. Key deliverables include: supporting, advising and challenging the NDA and Group to ensure the most efficient and effective ICT service provision

6 delivering the ICT functional policies and procedures through the NDA and Group leadership ensuring effective communication with NDA and Group stakeholders on delivery aspects of NDA expectations exercising considerable judgement with the responsibility of providing policy advice regarding Group wide issues and providing responses to internal and external stakeholders on behalf of the NDA Executive actively providing the organisation with direction and challenge regarding the NDA and Group business transformation specifically associated within the ICT arena but also more general transformation activities ensuring implementation of programmes and/or projects initiated by the NDA and wider Group good service to all Users on the NDA Corporate IT network. This includes direct management of all IT transformation projects and of the IT Managed Service Provider. Ensuring all aspects of the NDA s internal IT business systems and infrastructure are managed efficiently providing a Influencing the performance of NDA ICT by improvement and synergy development: acting as the subject matter expert in the ICT arena, with the ability to demonstrate understanding of the business applications and opportunities ensuring strategic planning of business objectives, innovating, leading and implementing change to improve performance whilst taking responsibility for ensuring the ICT Department are accountable and compliant in discharging their duties ensuring the ICT delivery and architecture team regularly engage with the business in strategic conversations, helping to shape business and ICT Strategy acting as a change agent within the business ensuring improvement strategies go beyond traditional technology management Influencing and delivering greater standardisation of the ICT arrangements within the NDA and Group to ensure greater efficiency and cost effective performance: initiating investigation and development on innovative methods of exploiting ICT assets, to the benefit of the organisation and the Group proactively contributing to best practice and process introduction and improvement to maximise the effectiveness and efficiency of the NDA ICT organisation Ensuring that NDA ICT performance is maintained and managed with meaningful Information and Reporting: acting as the key representative of the NDA for all management reporting and KPIs associated with the NDA and Group wide activities responsibility for the setting of performance targets and overall performance framework for the NDA and Group ICT organisations acting as a custodian of taxpayers money, supporting the drive for value for money in delivery of the ICT mission

7 maintaining appropriate intelligence and knowledge of plans, performance and capability associated with ICT matters in order to achieve the responsibilities above. 8 Terms & Conditions Terms and conditions are dependent on grade in NDA. This role lies in band 9 or 10 depending on the experience of the successful applicant. We offer a competitive salary, again depending on experience of the successful candidate. Bonus This role comes with a performance related bonus potential of up to 35%, depending on individual and corporate performance. Car Allowance There is a car allowance of 7620 payable in equal instalments throughout the year. Civil Service Pension You will be eligible for the Alpha, Career Average pension scheme. This is a highly competitive, defined benefit scheme with an effective employer contribution rate of 24.5%. The employee contribution rate is 7.35%. Relocation Comprehensive relocation package is available Holidays The holiday year is January to December and annual leave entitlement 30 days plus 8 days Bank Holiday. In addition we have a facility where employees can buy or sell up to five days annual leave per year. Healthcare As a non-departmental public body we are unable to provide private healthcare, however we can administer a health cashback plan. Location Herdus House, Moor Row in West Cumbria OR Hinton House, Warrington in Cheshire Note, there will be significant travel between both sites.
