Report Number: SCM 18/2017 Clerk's File: MB Report No. 13 of the Windsor Accessibility Advisory Committee " Purchase of beach access mats and Mobi-Chairs for Sand Point Beach Councillor Gignac inquires as to the type of material the ramp is made of. Jen Knights, Manager Windsor International Aquatic and Training Centre and Adventure Bay appears before the Social Development Health and Culture Standing Committee indicating that the ramp is made from a durable woven material and is fastened into the sand with spikes. She adds that the ramp can be easily rolled up for storage. Councillor Gignac inquires as to any health and safety concerns with the spikes. Ms. Knights indicates the ramp would be very secure and she adds that through numerous discussions with surrounding municipalities that use the mat, they have not expressed any concerns. She adds that the ramp is very secure and daily inspections as part of a checklist of maintenance will be undertaken. The replacement life cycle of the mat is approximately 5-10 years. Councillor Borrelli inquires about the storage of the mat. Ms. Knights indicates the mat will be secured and stored in large rolls at the building at Sand Point if that is not feasible there are numerous other aquatic facility buildings where the mat can be stored. She indicates the mat is very light weight and ongoing maintenance would include sweeping and/or brushing daily and power washing periodically. Moved by: Councillor Elliott Seconded by: Councillor Bortolin THAT Rule 13.9 of the Procedure By-law regarding business not already before Council BE WAIVED to permit the introduction of a motion for consideration without prior notice regarding the Windsor Accessibility Advisory Committee Report No. 13 pertaining to beach access mats and amphibious wheelchairs at Sand Point Beach (Item 7.2).

4 Wednesday, March 01, 2017 Page 4 of 7 Moved by: Councillor Bortolin Seconded by: Councillor Gignac Decision Number: SDHC 463 THAT Report No. 13 of the Windsor Accessibility Advisory Committee indicating that approval be given to an expenditure in the upset amount of $37,500 for the purchase of beach access mats and for two (2) Mobi-Chairs (amphibious rolling beach wheelchairs) for Sand Point Beach subject to the provisions of the Purchasing By-law and further, that a plaque be erected acknowledging the contribution by the Windsor Accessibility Advisory Committee and City Council BE APPROVED. P2 Producions Inc.Caribbean FestJuly 28 and July 29, 2017 Riverfront Festival Plaza - Ward 3 Moved by: Councillor Elliott Seconded by: Councillor Bortolin Decision Number: SDHC 462 THAT the request from P2 Productions Inc. to host the Caribbean Fest event July 28 and July 29, 2017, BE APPROVED subject to the terms and conditions of the Special Event Agreement; and further, THAT the request from P2 Productions Inc. for approval of designation as 'Significant Event Status* for the purpose of applying for their liquor services BE APPROVED. 5 Wednesday, March 01, 2017 Page 5 of 7 Hans Kogel, Director of Asset Management, Windsor Essex Community Housing Corporation Hans Kogel, Director of Asset Management, Windsor Essex Community Housing Corporation appears before the Social Development Health and Culture Standing Committee regarding the administrative report entitled Request b Windsor Essex Community Housing Corporation (CHC) for advancement of allocation under Debt Reduction Levy and is available for questions. Councillor Gignac inquires as to whether Mr. Kogel has had conversations with the Federal or Provincial Governments regarding the releasing of funding for Social Housing and whether the funding is forthcoming. Mr. Kogel indicates that he hasn't had any confirmation of funding or timelines. Councillor Gignac expresses concern regarding approving the administrative recommendation when the Federal budget hasn't been released and that decision may impact this report. Debbie Cercone, Executive Director of Housing and Children's Services, appears before the Social Development Health and Culture Standing Committee regarding the administrative report entitled Request b Windsor Essex Community Housing Corporation (CHC) for advancement of allocation under 2018 Debt Reduction Levy stating that the last several years when funding has been released there wasn't any matching of municipal funding required, although that may change in the future and administration isn't making any assumptions regarding those issues. She recommends perhaps deferring the report until the Federal Budget is released and for the committee to make a decision at that time. Councillor Elliott inquires about the use of funding and whether specifically if Ashgrove Manor is being considered. Mr. Kogel indicates he doesn't have details regarding the items that will be considered. Councillor Elliott inquires as to whether current issues regarding heat controls at Ashgrove Manor have been addressed. Mr. Kogel indicates that he isn't aware of any outstanding problems at Ashgrove Manor. Councillor Sleiman inquires about the ownership of the housing units. Administration indicates that the City is the sole shareholder for the housing units. An inquiry is made regarding the deferral request and whether there will be an impact to the organization. Mr. Kogel doesn't foresee any significant impact to the organization resulting from deferring of this report.

Dragon Boat Races July 9, 2017Sandpoint Beach " Ward 7 Both Noakes, Co-Founder and Executive Director; and Gerry Drum, Co-Founder, Dragon Boats Beth Noakes, Co-Founder and Executive Director; and Gerry Orum, Co-Founder, Dragon Boats appear before the Social Development Health and Culture Standing Committee regarding the administrative report On Care for Cure Inc. Dragon Boat Races July 9, 2017 Sandpoint Beach and are available for questions. Councillor Gignac indicates that she is very pleased to hear of the return of the Dragon Boat races to Windsor as this is where they began and where held for some time. She inquires whether the dragon statue that was erected in Tecumseh will be brought to Windsor. Gerry Orum indicates that replicating or moving the dragon is a large undertaking as it weighs 28,000 pounds. At this time this issue hasn't been decided. Councillor Gignac would like to hear a commitment on the part of the organizing committee on enhancing the site with a statue or something that would define the event. Ms. Noakes and Mr. Orum indicate that they would be agreeable to discussions taking place with administration. Moved by: Councillor Gignac Seconded by: Councillor Borrelli Decision Number SDHC 464 THAT the request from On Care For Cure Inc. to host the Dragon Boat Races event July 9, 2017, at Sandpoint Beach, and further, a request for a temporary road closure of Riverside Drive East between Martinique Drive and Clover Avenue BE APPROVED subject to the terms and conditions of the Special Event Agreement; and, THAT Administration RE REQUESTED to have discussions with the organizing committee of On Care for Cure Inc. Dragon Boat Races to determine whether something visible can be erected on site at Sandpoint Beach in commemoration of the event.
