As you are aware, we made a presentation at the Planning, Heritage & Economic Development Standing Committee...^Meeting held on January 16, It is our client's belief that the requested Zoning By-law Amendment is not consistent with the intent of the Official Pian. THAT Council APPROVE the Sandwich Street - Roundabout project to BE FUNDED from the previously approved 2017 enhanced capital budget placeholder of $850,000 allocated for this project II. And that staff BE AUTHORIZED to tender the works and proceed; and that all contracts for the works be PRE-APPROVED, subject to being within the allocated budget, and that the Chief Administrative Officer and City Clerk BE AUTHORIZED to sign the agreements, in form satisfactory to the City Solicitor, financial content satisfactory to the City Treasurer and technical content to the City Engineer; and HI. THAT Administration REPORT BACK to City Council the results of all tenders that were awarded and approved. EXECUTIVE SUMMARY: BACKGROUND: At its January 23, 2017 Special Meeting of Council, Council approved an enhanced Capital Budget totalling $10,000,000. Page 1 of 4

11 The Sandwich Street roundabout was one such project. The Sandwich Street roundabout will be located at the intersection of Sandwich Street, Riverside Drive W., Rosedale Avenue and University Avenue W. It is being designed to provide a gateway to the Sandwich area, to highlight the new statues of General Isaac Brock and Chief Tecumseh to be installed in the centre of the roundabout, to improve the access of the intersection, meet the requirements of the Riverside Vista EA and to incorporate pedestrian pathways. This report requests that Council formally approve the Sandwich Street - Roundabout. DISCUSSION: A roundabout at the intersection of Sandwich, University, Riverside, and Rosedale was included in the 2017 Enhanced budget. Ideally the roundabout would be completed (including the installation of new statues of General Isaac Brock and Chief Tecumseh) by September 1, 2017 in time for the Sandwich St. celebrations. The September 1 deadline also coincides with the ribbon cutting and celebrations for Canada's 150th birthday. In order to endeavour to meet the September 1st deadline, work needs to happen immediately (including hiring a geotechnical engineer, an electricai engineer, survey work etc). RISK ANALYSIS: Timing Risks: The work required to complete the roundabout by September 1 is significant. In order to attempt to meet the September 1 deadline, work needs to begin immediately. Community Impact Risk: It is essential that tenders get out earlier in the season in order to ensure that a project can be completed within the construction season. In some cases, where a tender cannot be put out early enough, restoration of grassed areas is delayed until the following season. Page 2 of 4

12 FINANCIAL MATTERS; During the 2017 Capital Budget deliberations Council approved $10M as an enhanced capital budget. The approved list identified several projects, one of which was the Sandwich Street - Roundabout in the amount of $850,000. The project is in the very preliminary planning stages; therefore, only high-level plans for the work to be completed (and related high level cost estimates) can be provided at this time. More detailed work plans and related funding considerations will be provided to Council in a subsequent report once more information is available. As part of constructing the roundabout, utility relocations and land acquisitions may be required. Additionally, a component must be added to the project for the internal staff recoveries and other miscellaneous costs, estimated at 10%, or $85,000. Council should note that funding for the 2017 enhanced capital budget is from 2021 and as such appropriate financing charges have been incorporated in the miscellaneous costs for this project. This currently leaves only $765,000 to complete the project.
