The COMPLETE FCA Process
The Engineer s Role Facility Manager Get inside his head and understand what effects his business How much money is it going to cost to resolve each deficiency you found? Budget planning is critical Does this deficiency require a repair or replacement of an asset? Capital Improvement or Maintenance Do I need to repair this now or can it wait a few years? Priority system to schedule the work What if I ignore these deficiencies? Capital spending analysis
FCA Collaboration To the design professional this means To the facility owner this means You better be a good listener! The engineer you hired is not a mind reader!
FCA Objectives Determine a method to calculate the facility s current replacement value (CRV) ** key ingredient for FCI value ** Develop an accurate snapshot of the current facility conditions and categorize deficiencies into building, policy, and programming types Assign costs and priority to deficiencies (conditions) discovered Evaluate asset lifecycle and recommend repair vs. replace Determine corrective maintenance effectiveness and capital investment plans
Establish Priority System Priority 1 Deficiency is urgent in nature and should be completed in the next 12 months Priority 2 Deficiency is critical in nature and should be completed in the next 12 to 24 months Priority 3 Deficiency is necessary but not yet critical to complete in the next 24 to 60 months Priority 4 Deficiency is recommended to be completed in the next 60 to 120 months Priority 5 Deficiency is considered an enhancement or upgrade intended to comply with current building codes and/or regulations
