2 The Malabo Declaration has dominated AUC-DREA's work plan over the past six months. As a result, AUC-DREA has successfully delivered the Implementation Strategy and Roadmap (IS&R) that will guide the delivery of the Malabo Declaration. In addition, progress has also been made against the majority of intermediate result areas. However, this positive progress is undermined by continued delays in the recruitment of two key consultant positions (monitoring and evaluation and operational support). This is the final year of the CTF. In that context, an annual work plan has been agreed that will maximize the use of the remaining resources. Overall Intermediate Results Indicators 1.1 Countries completing the Business Meeting with AUC-DREA political and organizational leadership input (Number, Custom) Value Two countries, Ghana and Rwanda were supported - Ghana METASIP was reviewed and Rwanda ITR Conducted (AUC, NPCA, COMESA) with ITR report and Business Meeting held target was 8, however, most countries preferred to delay the review in order to align their priorities to the Malabo Dec. and the Implementation Strategy and Roadmap. 1.2 Ministerial and Heads of States CAADP related decisions implemented at REC and Member State level (Number, Custom) Value The following meetings took place in 2014: Stocktaking meeting; 10th CAADP PP; Joint Ministerial Conference; and AU Heads of State and Government which resulted in the Malabo Declaration, the outcome of which is 7 commitments and 24 goals target is 12 commitments. 6/12/2015 Page 4 of 10

5 1.3 Joint agreed action points defined by CAADP support institutions where at least 75% of the targets are delivered (Percentage, Custom) Value Three key joint implementation support actions were deliberated at the November Business Meeting: (1) Strengthening analytical capacity and skills by harnessing domestic capacity; (2) Promoting policy advocacy for increased private sector investments; (3) joint implementation of flagship programs. Actions 2 and 3 were endorsed for implementation, however, the Bank team recognizes that these have not yet been delivered, as per the indicator. This ise will be addressed by the M&E consultant that is currently being hired. 1.4 Proportion of activities planned by DREA specialised agencies aligned with CAADP principles (Percentage, Custom) Value out of 6 AUC-DREA agencies are aligned for a total of 83%. End of project target exceeded. 1.5 Proportion of activities planned by all three DREA divisions aligned with CAADP principles (Percentage, Custom) Value Among notable activities of DREA divisions in this regard include, to mention few, 1. DREA organized annual retreat which brought together all DREA specialized agencies and divisions to reviewed progress 2. Support the efforts towards the achievement of Continental Free Trade Area (CFTA) on agricultural commodities - Develop Regional Value Chains in the COMESA Region for Rice, Maize and Livestock 3. The commemoration of the 2014 Africa Day for Food and Nutrition Security 4. Monitor and Track Progress on implementation of the Policy Framework on Pastoralism 5. 6 2.1 Functioning and effective platforms for mutual accountability created at Continental level (Number, Custom) Value There were four continental platforms for mutual accountability in These were: (a) the CAADP Partnership Platform; (b) Bi-annual AUC, NPCA, RECs Joint Planning and Review Meetings; (c) Joint Conference of Ministers; and (d) Heads of States Summit target was exceeded. 2.2 ReSAKSS M&E and policy analysis products that have informed CAADP and MAF implementation (Number, Custom) Value JSR Assessment reports prepared for 7 countries (Burkina Faso, Ethiopia, Ghana, Malawi, Mozambique, Senegal and Tanzania); and 2013 Annual Trends and Outlook Report validated and launched. Target exceeded. 3.1 Evidence of use of communication products in agriculture policies and decision making. 7 3.2 Demand for CAADP information increasing website hits, responses to bulletins, briefings. (Number, Custom) Value Feedback on newsletters and requests for information including journalist requests for more information averaged 15 per quarter. 7. Press analysis using GAlert averaged 20 CAADP mentions in various media per month; and 8. Four additional new groups include private sector, farmer organizations, research students and research organizations for a total of cumulative target reached is 7 (including the baseline) out of African agricultural policy position papers jointly agreed at CAADP Governance fora (Number, Custom) Value Ministerial Conference - 5 sub-thematic papers + 1 Synthesis paper. Previous target achieved (September 19, 2014) is incorrect and should have been 6 as well. During the last mission, AUC was provided guidance by the Bank team on how to go about measuring this indicator. They are still in the process of doing so, therefore no achieved target is available at this time.
