1 PROCEEDINGS OF THE TENDER EVALUATION COMMITTEE MEETING HELD ON AT 3.30 P.M. IN THE TENDER HALL OF OSMC, BHUBANESWAR FOR EVALUATION OF PRICE BID FOR THE DRUGS & CONSUMABLES GROUP II. [Bid Ref. OSMCL/ /DRUGS-DHS-GR/02. At the outset, the committee was apprised of the proceeding of the tender evaluation committee meeting held on regarding opening of the price bid for drugs & consumables (Group II). As decided in the meeting held on , the price bids of 27 bidders (the items for which their technical bids were found to be responsive) for Category II were opened online through the Govt. e-tender portal. After opening of the price bids, the evaluation of the price bids was carried out and the evaluation statement prepared is presented to the committee. Evaluation of Bid The price bid evaluation statement has been made taking into consideration the following relevant points - In case of bidders who have quoted CST (firms not registered under Odisha VAT), CST is added to the price of the item. In case of bidders who have quoted Odisha VAT (firms registered under Odisha VAT), VAT is excluded for price evaluation. Entry tax is not taken into account for evaluation (As per Clause 6.23 of the bid document). M/s. Modern Laboratories, Indore vide its dated has requested not to consider/withdraw its quoted price for Inj. Rabeprazole 20 mg/vial (D21025). In the said , the firm has mentioned that the quoted price is unrealistic due to typographical error. M/s Astra Lifecare (Ind.) Pvt. Ltd., Ahmadabad vide its dated has requested not to consider its quoted price for Tab. Azythromycin 500 (D09077) as the price quoted is a typographical error One representation has been received for Anti-D Immunoglobulin (D23011) regarding its qualification in the technical bid evaluation. The committee after due deliberation decided to defer the evaluation of the item i.e. Anti-D Immunoglobulin (D23011) till further investigation/ report in the matter. Based on the above observations, the detail item-wise evaluation of price bid for Group II is as mentioned below 1 P a g e

2 Group II (Bid Ref. : OSMCL/ /DRUGS-DHS-GR/02): Total no. of items tendered: 19 (Details at Annexure-IIA) Total no. of items that lead to multiple responsive bid: 11 (Details at Annexure-IIB) Total no. of items that lead to single responsive bid: 4 (Details at Annexure- IIC) Total no. of items for which no tender received/ lead to no bid after evaluation: 4 (Details at Annexure-IID) Decision Taken: The committee has recommended for approval of the L1 prices and the successful bidders for the relevant items which has resulted in multiple responsive bids in Group II (Annexure IIB). The rates after approval shall be valid for a period of one year from the date of approval. In case of items resulted in single responsive bid in Group II (Annexure IIC), the committee decided to ask the bidders for justification of the quoted prices and also compare the prices of rate contracts of other States/ Medical Corporations and based on the justification if any, further necessary action would be taken. The committee has recommended for re-bidding of the items which have resulted in no bid received/lead to no responsive bid after evaluation in Group II (Annexure IID).
