7 BA Y O U D ESIA RD - BA Y O U BA R TH O LO M EW C U T-O FF L O O P W A T ER C O N SER V A TIO N B O A R D N O TES TO FINA N C IA L STA TEM EN TS FO R T H E Y EA R S E N D E D D E C E M BER 31,2001 and 2000 N O TE 1- G EN ER A L Bayou DeSiard-Bayou Bartholom ew Loop Cut-Of W aterconservation Board (the Board)wascreated by the Louisian a Legislature asa politicalagency of the State of Lo uisiana pursuan tto R.S.38: ,as am ended.a board of six m em bersgovern s it.the O uachita Parish Police Jury appointsthree m em bers:one m em berisappointed directly by the Jury,one m em berisappointed from a listof three can didatessubm itted by the M onroe U tilitiescom m ission,and one m em berisappointed from a listof three candidatessubm itted by the tow n councilof the Tow n of Sterlington.The M orehouse Parish Police Jury appoints three m em bers:one m em ber is appointed directly by the Jury,one m em berisappointed from a listof three candidatessubm itted by the City of Bastrop,and one m em berisappointed from a listof three can didatessubm itted by the Bastrop A ssociation of Com m erce an d Industry. The Board w as created to establish,m aintain,an d protec ta favorable levelof fresh w ater in the Bayou D esiard - Bayou Bartholom ew Cut-O f Lo op w ater system for all beneficialusesan d purposes.subjectto certain limitations,theboard isempowered to construct,operate, and m aintain any facilities necessary to accom plish the above responsibilities. The oversightbody for the Board is the Louisiana D epartm entof A griculture,as thatstate departm entadm inisters w ater conservation rules. The B oard's activity is accounted foron a costof serv ices or "capitalm aintenance" measurementfocus. Thismeansthatalassetsand liabilities(whethercurrentor noncurrent)associated with theiractivity are included on itsbalance sheet.as of D ecem ber31,2001and 2000 the Board did nothave any Property,plantand equipm ent. The Board's reported equity (nettotalassets)is segregated into retained earn ings components.proprietary fund typeoperating statementspresentincreases(revenues) and decreases(expenses)in nettotalassets.w ith regard to it'sproprietary activities,the Boar d haselected notto apply FinancialA ccounting StandardsBoard statem entsand interpretationsissued since N ovem ber30,1989 unlessthey are adopted by the G A SB. Thesefundsareused to accountforoperations(a)thatarefinanced and operated in a m annersim ilarto private businessenterp rises-where the intentof the governing body isthatthe costs(expenses,including deprec iation)of providing goodsorserv icesto the generalpublic on a continuing basisbe financed orrecovered prim arily through user charges,or(b)where the governing body hasdecided thatperiodic determination of revenues earn ed, expenses incurred, and/or net incom e is appropriate for capital m aintenance,public policy,m anagem entcontrol,accountability,or otherpurp oses.

The Board considersallchecking and m oney m arketaccountsascash equivalents. The Board'sdeposits totaling $48,707 and $48,118 atd ecem ber31,2001and 2000 respectively,w ere fully insured by the coverage of the FederalD epositinsurance Corp oration. NO TE 3 - RETA IN ED EA R N IN G S Priorto 1986,the City of M onroe contributed $35,000 to be used in m aking capital im provem entsto the A quifersystem of w hich $30,650 hasbeen used,asof D ecem ber 31,2001,leaving a balance of $4,350.Retained eam ingshave been reserved forthese im provem ents.the City of M onroe providesfundsto be used to coverthe operating expensesof the w aterpum ps,as the City of M ortroe ownsthem.in fiscalyear 1996,the City of M onroe contributed $25,000 forpum ping reserves.thisam ount,combined with the previousbalance of $8,783 totaled $33,783 of w hich $10,782 hasbeen paid to the City of M onroe forpum ping serv ices,leaving a balance in the reserve of $23,001 at D ecem ber31,2001.in addition to the previously described reserv ed funds,the Board hasdesignated the rem aining retained earnings,$21,356 forrepairsto the pum ping equipm entas of D ecem ber 31,2001.
